CONGRESSIONAL RECORD: May 5, 1999 OPPOSING NATIONAL TEACHER CERTIFICATION OR NATIONAL TEACHER TESTING HON. RON PAUL
OF TEXAS [Page: E858]
  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.

  • Approved Program Concept The preparation of teachers is a University-wide enterprise. It is necessary that all academic units involved in the preparation of teachers understand fully the teacher certification program process. The State of Texas utilizes the "approved program" concept in its system of teacher certification. The State:
  • establishes the regulations and standards by which teachers are certified (the requirements are independent of college or university degree requirements); approves colleges and universities to recommend students for teacher certificates in areas where programs have been found to be in conformity with State standards and are on file with the State; and issues the teacher certificate directly to the student, upon recommendation of an approved college or university. University Obligations Under Approved Programs Concept The approved program concept imposes the following obligations on the part of the University.

ceremony of a new agreement that will grant CCCCD teacher certification ProgramStudents the opportunity to earn graduate credits from texas A MCommerce
    http://www.ccccd.edu/whatsnew/amgradcredit.html
"From what we understand, this is a first-of-its-kind agreement in the nation," said Cary A. Israel, CCCCD president. "The United States is experiencing a serious teacher shortage, which I consider a critical public policy issue. The partnership we have forged today is in direct response to the demands of our community. We need to build more collaborations in Texas and throughout the nation, because these kinds of agreements will attract more students to higher education." CCCCD became the first community college in the nation to offer a teacher certification program when it opened the Center for Teaching, Learning and Professional Development at CCCCD@Allen in Fall 2000. The state of Texas initially gave the college district permission to prepare teachers in technology education. Since that time, CCCCD has gained approval by the State Board of Educator Certification to expand its offerings to nearly 20 subject areas. This summer, the U.S. Department of Education also recognized the program when it awarded CCCCD a $689,387 grant for a three-year project, Preparing Tomorrow's Teachers to Use Technology (PT3). The PT3 project will assist CCCCD's teacher certification program in addressing the new state technology standards for teachers that require the integration of technology into the classroom.
