Currently, racial and ethnic minorities make up 25% of the population. It is estimated that by the year 2030 this proportion will increase to 40% (Allen, 2001). In 1997, the nation's total foreign-born population numbered 26 million, of which 7 million were native of Mexico (US Census Bureau, 2001). As of 1998, the Hispanic population of Texas was 6 million, representing 30% of the state's population. Six Texas counties were at least 90% Hispanic: Starr (98%), Webb (95%), Maverick (95%), Jim Hogg (93%), Brooks (91%), and Zavala (91%) (U.S. Census Bureau, 2001). To address this challenge, a nutrition education program, "The Importance of Nutrition in the Prevention of Birth Defects: Education Outreach in South Texas," was developed and implemented by the Texas Cooperative Extension, Texas A&M University System in collaboration with the Texas A&M University Health Science Center. Funding for the 3-year project was provided by the Houston Endowment Inc. Curriculum and program outreach materials were titled "Celebrando Los Niños" (celebrate the baby).

Public Health Region Seven Clarence Skrovan M.D., M.P.H. Director Public Health is the art and science of preventing disease, promoting physical and mental well-being and prolonging life through organized community efforts. The staff of Public Health Region 7 is dedicated to raising the level of health and to making public health services more accessible and available to all citizens who live in the region, especially those in counties not served by local health departments. Administration of Services A physician directs a professional staff as it provides public health services. Among the health professionals included are administrators, engineers, nurses, dentists, dental hygienists, pharmacists, psychologists, environmental specialists, veterinarians, nutritionists, and social workers. The Region necessarily supervises its own fiscal, personnel, and logistical activities. The staff conducts continuing liaison with county officials, local health departments, and the department's central offices in assessing needs for public health services, in planning, and in facilitating the delivery of services. Communicable Diseases The Communicable Disease Program consists of the Immunization, Tuberculosis Elimination, and Sexually Transmitted Diseases and Human Immunodeficiency Virus (STD/HIV) Program. The Immunization Program provides childhood vaccinations, disease surveillance, record consultation, vaccine to private providers, and education. The Tuberculosis Elimination Program provides diagnosis, treatment, disease screening, consultation, and education. The STD/HIV Program provides surveillance, screening, diagnosis, treatment, partner notification, and prevention education. It also provides professional education for registered HIV counselors, and it monitors performance and services provided by community organizations.

The newest report by the Texas Kids Count Project, called Helping Hands: Social Services for Children in Texas , provides a profile for each county in Texas of services designed to protect the health, education, and safety of children. This report shows that most social services delivered to children are for basic nutrition and health needs: Food Stamps, free and reduced lunches, and Medicaid. In Texas, one in four children receive Food Stamps and close to half of all Texas children (44.5%) are eligible for free or reduced school lunches and breakfasts. Welfare assistance ranks fourth in the number of children served among all services studied with one out of every ten children receiving AFDC in 1994. The economic security of families with children has declined severely over the last two decades. As the economic security of families decreases, the risks for children increase. These children and their families depend on the help of thousands of health and social service providers around the state to give them a hand up in times of need. There is strong evidence that decreases in vital programs for children will increase poverty rates and other negative outcomes for children. Additionally, many children who do not live in poverty have special needs that must be addressed. In Texas, one in ten students receive bilingual education, one in ten receive special education, and one out of every 100 children is a confirmed victim of child abuse.
