Family Forward provides leadership within Texas communities to help address issues critical to family resiliency, offering Parents Anonymous groups and The Middle Way Family Education Program) through a network of affiliate and partner agencies. The agency also operates a toll-free crisis and information hotline, the Texas Parent Heartline, which provides a caring voice and a listening ear when adults are experience parenting stress. The focus of Family Forward programs and services is to prevent child abuse and neglect, prevent juvenile delinquency and school drop-out, and empower families to make healthy choices and build positive relationships. Specially trained volunteers serve as the heart and the hands of the organization. Parents Anonymous. was founded in 1970 through the joint efforts of a courageous parent who sought help in providing a safe and caring home for her children and a social worker who believed that parents are their own best agents of change. Parents Anonymous., Inc., currently leads a dynamic national network of affiliated community-based groups with weekly meetings for parents and children. Each year, approximately 100,000 parents and children come together in Parents Anonymous. groups to learn new skills, transform their attitudes and behaviors, and create long-term positive changes in their lives.

IX. AGENCY RESPONSIVENESS TO THE COMMUNITY
Rating of Review Team Regarding Substantial Conformity Rating Not in Substantial Conformity Substantial Conformity 4 X D STATUS WITH REGARD TO AGENCY RESPONSIVENESS TO THE COMMUNITY Texas is in substantial conformity with the factor of Agency Responsiveness to the Community. Findings with respect to specific items assessed for this factor are presented below. Item 38. In implementing the provisions of the CFSP, the State engages in ongoing consultation with tribal representatives, consumers, service providers, foster care providers, the juvenile court, and other public and private child- and family-serving agencies and includes the major concerns of these representatives in the goals and objectives of the CFSP. Item 38 was assigned a rating of Strength because the general finding of the CFSR review is that the Texas child welfare agency is highly responsive to the community. According to the Statewide Assessment, the value placed on the public/private partnerships, the support of the community towards the State, the attitude towards the community as a key stakeholder, legislative involvement in the process, and the enhanced communication between the State and the community as a whole have improved greatly over the last five years. Community initiatives exist in diverse projects from one end of the State to the other. Stakeholders commenting on this issue expressed the opinion that the agency is very interested in collaborating with the community and takes a very open approach to working with the community. All stakeholders indicated that the agency has involved the community in a variety of efforts and activities and has engaged the community as partners throughout the agency. Some of the linkages that stakeholders identified as particularly critical include the following:

VI. QUALITY ASSURANCE SYSTEM
Rating of Review Team Regarding Substantial Conformity Rating Not in Substantial Conformity Substantial Conformity 4 X D STATUS OF QUALITY ASSURANCE SYSTEM Texas is in substantial conformity with the factor of Quality Assurance System. Findings with respect to the specific items assessed for this factor are presented below. Item 30. The State has developed and implemented standards to ensure that children in foster care are provided quality services that protect the safety and health of the children. Item 30 was assigned a rating of Strength because the State has the necessary standards in place. Item 31. The State is operating an identifiable quality assurance system that is in place in the jurisdictions where the services included in the CFSP are provided, evaluates the quality of services, identifies strengths and needs of the service delivery system, provides relevant reports, and evaluates program improvement measures implemented. Item 31 was assigned a rating of Strength because the State operates an effective quality assurance (QA) system and is moving toward using the model implemented by the CFSR process.

Certification Program
Dietetic Internship. The Dietetic Internship at Southwest Texas University is a post-graduate non-degree program that fulfills the performance requirements to become a Registered Dietitian. At the successful completion of the program, the student will be eligible to sit for Registration Exam, which is required to become a Registered Dietitian.
This program incorporates 1100 hours of supervised practice with three graduate courses in food service management, medical nutrition therapy and community nutrition. It is currently granted developmental accreditation by the American Dietetic Association. Students must maintain a 3.0 grade point average in their coursework. A grade of D or F in any of the graduate classes will result in dismissal from the program.
Admission Requirements
Admission Requirements: Minimum requirements include a bachelor's degree from an accredited college or university, verification of completion or intent to complete a Didactic Program in Dietetics prior to the beginning of the Dietetic Internship, admission to the SWT Graduate School, minimum undergraduate GPA of 2.8, and a personal or telephone interview with the Dietetic Internship Admissions Committee at 512-245-2155.

our stance Legislation current legislation Take an Action Consumer Resources Issue Information Chronicles of Courage - Judy Smith Chronicles of Courage: The Faces of Medical Malpractice Patient Safety Advocates of Texas 1300 Guadalupe, Suite 108, Austin, Texas 78701 March 10, 2003 Judy Smith and Shirley Wilkins Tyler, Texas Senate District 1 – Senator Bill Ratliff House District 6 – Representative Leo Berman Jeff Wilkins, husband to Shirley Wilkins and father of Judy Smith, was rushed to a Tyler hospital emergency room on the morning of June 2, 2000 after collapsing from what was later determined to be a ruptured abdominal aneurysm. He arrived at the ER in a matter of minutes. The physician examining Mr. Wilkins determined that he had high blood pressure and a low hemoglobin count, both of which he did not normally suffer, indicating that he had an immediate and critical problem. Despite the fact that the ER was relatively empty, Mr. Wilkins did not receive prompt attention. He was left alone with a technician for more than two hours, who allegedly failed to notice that the monitors attached to Mr. Wilkins were not even registering. Finally, a vascular surgeon arrived and, upon examination, immediately ordered Mr. Wilkins into surgery. He lived through the surgery but died in ICU when he was taken off life support without the prior approval of the family. The medical records stated “patient left to die.”

The University of Texas assumed management of the hospital in 1977. Today, The University of Texas Health Center at Tyler is a growing organization with 1,200 employees and an operating budget approaching $120 million. The organization offers a comprehensive array of health-care services, clinical and basic science research, and diversified educational programs. Medical Education - The Family Practice Residency Program, the first graduate training program in East Texas, was initiated in 1985. To date, 68 of 85 Family Practice Residency Program graduates have remained in Texas. Forty-eight graduates have remained in East Texas, many in rural areas. A residency program in Occupational Medicine was added to help meet statewide and national needs in this understaffed specialty of medicine. This program was the second such residency developed in Texas and now represents one of three located at academic medical centers in the state.

Judith L. Warren, Ph.D.
Professor and Extension Gerontology Specialist Judith L. Warren is a Professor and Extension Gerontology Specialist with the Texas Agricultural Extension Service at Texas A&M University. She is also Program Leader for the Family Development and Resource Management Unit. She holds a Ph.D. in Education from Syracuse University (1984) where she worked at the All-University Gerontology Center for three years and received a dissertation fellowship. During this period, she conducted participant observation research in nursing homes, developed instructional materials for nutrition workers in Senior Centers, programs for the Institute of Retired Professionals, coordinated "Seniors Teaching Seniors," a peer teaching, consumer education, training program and conducted research with older adults on memory and learning. As an Extension specialist for 20 years, Dr. Warren has developed statewide educational training and programs for professional, paraprofessional and family caregivers to frail elders, on long term care selection and policy, and on mental health and health concerns of older adults and their families. She was co-principal investigator of Project OASIS , a Hogg Foundation project to train older adult volunteers as mental health paraprofessionals in long term care settings. This multi-media training program has been implemented in seven urban centers in Texas. She has coordinated this program in College Station/ Bryan for 12 years. She was principal investigator for an Administration on Aging grant to train county Extension agents to implement the
