    Please share some background on why your book was written and the response you've gotten My book,Taking the Bully by the Horns is the children's version of Dr. Jay Carter's best-selling book, Nasty People. Dr. Carter asked me to write this book because he had liked my short stories I wrote for children. There is also a great need for information on bullies now as a lot of children are having problems. I know this because I receive a lot of mail asking for help. Those who have shared my book with their children or students tell me the children feel stronger after reading my book. They also understand bullying behavior better, and have improved their self-esteem. Has bully behavior increased or decreased during the past ten years? Based on the statistics I've been studying, it has increased. A few years ago we had a chain of school shootings and bomb threats which resulted in "copy cat" behavior. However, some good may have come out of it as, recently, many schools have become involved with "anti-bullying" campaigns and "no tolerance" policies. With programs such as these, and books such as my own available, I'm hoping by this time next year I will be able to tell you that both school crime and bullying behavior have decreased. Some schools have taken the "Zero-Tolerance" to the extreme and have suspended or disciplined children for things that we normally don't consider threatening. Students and families lose faith in the system when this happens. Why would schools exhibit such a knee-jerk reaction and what can parents do when this happens?

    WHAT IS A LOCAL PTA/PTSA BOARD/EXECUTIVE COMMITTEE?
    The local PTA/PTSA board/executive committee takes action on matters that require attention between meetings. It handles emergencies as they arise and carries on the specific functions assigned by the bylaws. It can consist of its elected offices alone or elected officers and committee chairs. The local unit is often a member of a council, which can serve as an organizing and coordinating body for all local units in the area.
    DOES PTA RECOGNIZE "CO" PRESIDENTS/CHAIRMEN?
    Robert's Rules of Order, Newly Revised does not recognize "co" officers. Co-president or co-chairman implies two of equal rank. However, this is not correct. Only one may be recognized and may vote. The second forfeits these rights. Vice President or Vice Chairman is someone who serves in place of, and they hold a recognized office and have the privilege of vote.
    WHAT IS QUORUM?
    It is important to establish a quorum which can reasonably be depended on to be present at any general meeting. The quorum should be a specific number rather than a percentage which might cause the quorum to be a different number at each meeting. In a board of committee, the recommended quorum is one over half, which is a majority of the board or committee.

    What owners and operators of coin-operated vending machines need to know. Definitions Dealer - Anyone registered to collect and remit sales tax to the State of Florida. License - The privilege to use real property or tangible personal property for any lawful purpose. Operator - Anyone who possesses a coin-operated vending machine for the purpose of generating sales through that machine, maintains the inventory in that machine, and is responsible for removing the receipts from that machine. Owner/Lessor - The owner of the real property or owner of the vending machine who leases to an operator. Real property - The surface land, improvements thereto, and fixtures; also called "realty" and "real estate." Tangible personal property - Property that may be seen, weighed, measured, touched, or is in any manner perceptible to the senses. Tangible personal property should not be confused with "real property."     CHAPTER NINE RESOURCES Finding the resources to finance, maintain, and upgrade equipment, and to provide teacher training and technical support is universally one of the biggest hurdles that schools face when it comes to technology implementation. For many, the funds are simply unavailable via the conventional means of local tax-based school financing. Despite this fact, we found schools and districts in some of the most disadvantaged areas of the nation that have somehow managed to establish exemplary technology programs. How did they do it? In a word, they did everything . While we collected questionnaire information on a number of typical sources of funds (see below), schools provided literally dozens of interesting examples of how to approach fundraising. Some fostered and rewarded grantsmanship among their faculty; others developed alliances with community groups; and still others were able to steer traditional educational funding vehicles into more direct support of technology. Many schools identified non-monetary in-kind resources such as volunteers, bartering relationships, and corporate contributions of hardware and software. The best schools (from a resource acquisition perspective) had fairly elaborate strategies and tactics that combined all of these elements. One of the areas we focused particular attention on was how schools make effective use of Federal or state technology grant programs. This is an area where there is much opportunity for creative and effective public policy, as well as for some dreadful mistakes.
