NIU Course and Instructor Evaluations STUDENT ASSESSMENT OF TEACHING EFFECTIVENESS PACKET INSTRUCTIONS (for instructor) University Policy requires that a student assessment of teaching effectiveness be completed for your class. Please observe the procedure outlined below so that we may have reasonable uniformity of process.
  • Refrain from making comments to your classes about the evaluation process. Deliver the envelope containing the rating materials to a student enrolled in your class. IF POSSIBLE, TAKE A SMALL SUPPLY OF #2 PENCILS FOR USE BY THE STUDENTS WHO DO NOT HAVE THEM. Request that this student assume responsibility for administering the rating scales in the exact manner outlined in the direction sheet attached to the envelope. Leave the classroom while the students are completing the evaluation form. For campus classes, the sealed envelope containing completed ratings must be immediately returned by the student who administered them to the department office or to another designated place.

CTD Home CTD Programs It is a UCSD policy that international graduate students be certified as having requisite language skills before they can serve as TAs. The International Teaching Assistant Language Program is designed to assist international students in meeting that requirement. The ITALP is a service including: ITA Language Program Registration Form To learn more about ITALP or to sign up, please visit the CTD offices (located on the third floor of Center Hall).
    Language Testing
All international graduate students are required to demonstrate a high level of oral and aural competence in the English language before they can be employed as a teaching assistant. In order to assess the level of language proficiency, all departments are required to screen prospective TAs. A screening consists of a 15-20 minute impromptu interview, during which the student must respond to general and discipline-specific questions. The testing panel evaluates the responses for level of presentation ability and overall language proficiency, including pronunciation, listening comprehension, speech flow, vocabulary, grammar, and organization. The ITALP coordinates the departmental screenings.

All international students entering the Graduate School of Arts and Sciences whose first language is other than English are required to take the Emory-Specific English Language Assessment before registering for classes. This English-proficiency assessment is not used in the admissions process, but rather for placement of students after they have arrived at Emory. Results of the assessment are used to place students who need English language support in one or more classes for the academic year. Students must complete the courses in their particular areas of need during the first academic year. Graduate students are required to take both the speaking and writing components of the Emory-Specific English Language Assessment.
ORAL SKILLS The Emory Initial Oral Assessment consists of a twenty minute tape-recorded conversation between a trained interviewer and a student. The speech sample is scored by two raters and measures patterns of strengths and weaknesses establishing the student’s level of consistent functional ability. A ranking system of 1.0-4.9 is used to describe the student's oral proficiency. Based on the score attained, a student will be recommended for full participation in the TATTO Program or be required to take ESL support courses during his/her first year at Emory. A student who receives 4.0 and above is recommended for full teaching and has no ESL course requirements whereas a student who receives 3.0-3.9 is recommended for supervised teaching and required to take two oral skills courses. No teaching is recommended for a student who scores 2.9 and below, and the student must complete three ESL courses.

Increasing Assessment Accuracy and Accessibility through UDL
We have outlined numerous shortcomings inherent in traditional assessments. How can new media and the UDL framework support teachers' ability to improve the evaluation process? Our knowledge of the three brain networks helps us understand the kinds of flexibility needed for the most accurate and most informative ongoing assessments.
    Flexibility in Presentation
Technology enables teachers to provide multiple representations of content in the context of ongoing assessment. Varying the media within the representation is one of the most useful options. For example, Mr. Costa can provide text-to-speech support for Sophia during a history or science test so that her visual recognition deficits will not confound the results. But the concept of multiple representations goes well beyond the idea of offering varied media. Different representations can incorporate different supports, such as links to important background information, context-sensitive vocabulary supports, or glossary items. They can also be displayed in different formats—such as a visual concept map, a set of key points, a timeline, or a diagram—to make the content more accessible to certain students.

Letter to Senator Wellstone Expresses Support for "Fairness and Accuracy in Student Testing Act"
April 27, 2000 Dear Senator Wellstone: On behalf of the National Council of Teachers of Mathematics (NCTM), a professional membership organization representing more than 100,000 mathematics teachers, I am writing to express our support for your "Fairness and Accuracy in Student Testing Act." The "Fairness and Accuracy in Student Testing Act," as currently written, properly identifies the need for states and districts using standardized tests for making decisions about student achievement, to use standardized test as only one of many measures for gauging student achievement. To that end, this bill helps to deflate the improper use of so-called "high-stakes tests." Recently, we have seen a number of states and districts rush forward and implement high-stakes tests as the determining factor for such monumental decisions as graduation, promotion, tracking, or ability groupings. Yet the recent report, High Stakes , by the National Research Council notes that "no single test score can be considered a definitive measure of a student's knowledge." And the 1999 Edition of the

Committee on Assessment and Teacher Quality
Concern over the quality of the teaching force has risen rapidly up the education policy and reform agenda. In the light of projected increases in the demand for new teachers, due to attrition in the current workforce and expected growth in school enrollments, an issue of particular concern is how to assure that newcomers to the teaching profession have the requisite knowledge, skills and abilities. Measuring teacher quality, and using the measures to license and certify teachers, raise numerous technical, educational, and legal questions. The National Research Council (NRC) proposes to establish a study committee to examine existing and alternative measures of teacher preparedness, consider their role in licensing new teachers, and explore options for improving the existing uses of tests and developing viable and promising alternatives. The committee will rely principally on evidence from research on teacher quality, scientific studies of educational testing and measurement, and the experiences of practitioners in teaching, teacher education, and teacher assessment. In addition, the committee will examine evidence from other fields, such as organizational psychology, law, and occupational licensure, that can inform the development of innovative teacher quality measures. The committee will situate its work in the broader context of school reform and be particularly concerned with the multiple purposes of teacher testing, such as alignment of teacher qualifications with emerging content and performance standards for student achievement and public accountability. Links between teacher education, licensure, and advanced certification systems, as well as the implications of research on cognitive foundations of teaching, learning, and assessment will also be considered.

    CONTEXT
This module is the third of the 8 modules of the MA TEFL. It explores theoretical and practical issues surrounding assessment and testing of EFL skills and is closely related to the Core Modules 1 and 2 - showing how approaches to assessment reflect theoretical approaches relating to the areas of linguistics, psycholinguistics, sociolinguistics and pedagogy and are also reflected in materials and methods in classroom use. The module provides the opportunity for students to consider the appropriacy of different forms of assessment and testing within their own local and national context and to compare and contrast this with internationally recognised tests and examinations and international standards.
    AIMS
Students should be enabled to :
  • become familiar with a range of EFL tests and examinations and tools for assessment
  • understand, analyse and evaluate the main theoretical issues underlying current approaches to assessment and testing
