How does the intense pressure to raise test scores affect the quality of teaching and learning in the classroom? These are some of the questions FRONTLINE set out to explore in interviews with educators, policymakers, and educational testing experts across the country. What we found is that although standards-based reform has widespread support, experts see a danger in our reliance on standardized tests as the primary measure of school quality. Without the right kinds of tests, they say, and without an understanding of their proper uses, we may do more harm than good to public education in America.
In the course of making "Testing Our Schools," correspondent John Merrow and producer John Tulenko interviewed teachers and school administrators who are grappling with the realities of increased testing and its effects for better and worse on the quality of teaching and learning. Here are excerpts from selected interviews with educators in two states, Virginia and California, where testing has already transformed what goes on in the classroom.
"Today we are rushing headlong in search of the 'Holy Grail' of rising test scores," writes John Merrow. "Many unfortunate decisions are being made as pressure for 'accountability' overwhelms common sense." This excerpt from Merrow's new book

Many UW-Green Bay documents (e.g., "Policy on Student Evaluation of Instruction") prescribe and suggest appropriate means for documenting teaching effectiveness as part of personnel reviews. A 1998 report from the "Task Force on Teaching Evaluation" describes a model for teaching evaluation that may be adopted by individual faculty members and their units. Look here for information on teaching portfolios, peer observations, student evaluations of teaching, etc. 2. Importantly, the university continues to develop an integrated system for supporting and rewarding teaching excellence. In addition to the traditional means of support and reward (e.g., merit pay), the university has instituted several programs through its Faculty Development Council . One excellent example of institutional support for faculty use of innovative teaching strategies is the "Teaching At Its Best"

The testing done by public schools to determine if a child qualifies for Special Education services is NOT the right way to diagnose dyslexia.
There is NO SINGLE test that proves a child has dyslexia.
In this week-long course, Susan Barton will show you how to combine information gained from an in-depth interview with the parent, plus work samples, plus the results of seven tests, to prove in writing that a child has dyslexia. Your written report will qualify that child for classroom accommodations through a 504 Plan, and will tell parents which research-supported tutoring systems will be effective for their child with dyslexia.

    State education departments and school districts face an important challenge in implementing a new law that requires disadvantaged students to be held to the same standards as other students. The new requirements come from provisions of the 1994 reauthorization of Title I, the largest federal effort in precollegiate education, which provides aid to "level the field" for disadvantaged students.
    Testing, Teaching, and Learning is written to help states and school districts comply with the new law, offering guidance for designing and implementing assessment and accountability systems. This book examines standards-based education reform and reviews the research on student assessment, focusing on the needs of disadvantaged students covered by Title I. With examples of states and districts that have track records in new systems, the committee develops a practical "decision framework" for education officials.

School officials across the nation are hard at work targeting instruction at high levels for all students. Gaps remain, however, between the nationÂ’s educational aspirations and student achievement. To address these gaps, policy makers have recently focused on the qualifications of teachers and the preparation of teacher candidates. California law provides two options for meeting this subject matter competence requirement: a) completion of a Commission-approved program of course work in the subject area, or b) passage of the Commission-approved content area examination(s). Currently, there are 24 single subject areas that have approved subject matter examinations used for meeting this requirement, with the examination(s) used for each subject area containing both multiple-choice and constructed response components. Currently the examinations are available through the Praxis II Series and the Single Subject Assessment for Teaching (SSAT) testing program.
