Norway condemns attack by Sudan government on civilians
The Norwegian Government has received an alarming report from the United Nations World Food Programme today 21 February, which gives an account of an attack by the Sudan Government on Wednesday 20 February on a UN food distribution centre in Bieh, Upper Nile, Southern Sudan. The Norwegian Government will in the strongest possible terms condemn this attack by a Sudan government gunship on civilians, and point out that this is not a single incident, but rather an alarming pattern of behaviour. Such deliberate attacks on civilian population about to receive humanitarian assistance is by all standards a violation of humanitarian principles. The Norwegian Government will strongly urge the Sudan Government to uphold its agreements with the United Nations on the humanitarian operation in Sudan, and to respect the humanitarian principles underlying such assistance to the population. The Sudan Government is urged to take firm actions against those responsible for these attacks. The Norwegian Government is at the same time deeply concerned about the effects this attack may have on the peace process in Sudan, which seemed to be at a promising stage. A window of opportunity has been opened in the peace process, especially as a result of the agreement on the humanitarian cease fire in the Nuba mountains and other agreements between the fighting parties. The Norwegian Government will strongly urge the parties to the conflict, and especially the Sudan Government, not to undermine the peace process by such destructive actions.

President Numeri was one of very few Arab leaders to support President Sadat of Egypt´s initiative for peace with Israel in 1978. Sudan's close relations with Egypt were consolidated in 1982, when a "charter of integration" was signed.
The first session of the joint "Nile Valley Parliament", created by the charter, was convened in 1983 with 60 Sudanese and 60 Egyptian members.
Egypt has expressed concern at the perceived growth of Islamic "fundamentalism", and has accused Sudan of attempting to support Islamic revolution and to destabilize the region.
Sudan and Egypt are also involved in a dispute over the Halaib border area, and in early 1992 relations deteriorated sharply following the announcement that Sudan had awarded a Canadian company a concession to explore for oil there.
In May 1994 Sudan accused Egypt of establishing military posts on Sudanese territory, and at the end of the month the Sudanese Ministry of Foreign Affairs announced that Sudan wished to refer its dispute with Egypt to the International Court of Justice (ICJ) in The Hague, the Netherlands, for arbitration.
On 26 June relations suffered a further, serious setback after the attempted assassination of President Mubarak of Egypt on his arrival in Addis Ababa to attend the annual conference of the OAU there. The Egyptian Government immediately accused Sudan of complicity in the attack, and the OAU made the same allegation in September.

A few individual members of the regime, notably from the minorities affected by slaving, have discreetly attempted to assist in the retrieval of captives and the elimination of the practice; pragmatists in the Ministry of External Relations realise, at the very least, that slavery is bad for Sudan's already tarnished international image. Members of the National Assembly's committee for human rights, including Angelo Beda, Fathi Khalil and an army officer, visited Southern Darfur in February 1996 to investigate reports of slavery. Top Local authorities in ad-Da'ein in Southern Darfur are understood to have ordered the release of dozens of Dinka children who had been brought to the town and outlying villages by the men who had captured them from around Aweil, in Bahr al-Ghazal region, in early 1996. The move is attributed to "international pressure".

When Baltimore Sun journalists "bought" a "slave" in the small town of Manyiel, in northern Bahr al-Ghazal, they were inside an area controlled by the rebel SPLA - which has taken a strong stand against slavery and has particular- ly welcomed the stance adopted by Christian Solidarity International. Top Would the SPLA permit a real slave market to exist on the territory it controls? The "seller" was not auctioning the children to the highest bidder: he was returning them to the families from whom they had been taken. These families were destitute and could not raise more than a very small sum of money. A profit-hungry broker would have looked elsewhere forwealthy buyers. Since Sudan began producing oil two years ago, pumping crude in fields near here, Nyekek Luok has been wandering on foot, terrified and uprooted by fierce new fighting in the continent's longest and most murderous civil war. Ms. Luok, a peasant woman in her 30's, said government soldiers and an allied militia invaded her village last year. Five relatives, three men and two women, were killed and her 15-year-old daughter was kidnapped, never to be seen again. "It was terrible," she said, cradling an infant in her arms. "Even if you gave birth a few days earlier, they raped you." Asked if that had happened to her, she looked down and said, "Yes." Her account of suffering has become all too familiar in southern Sudan, where the oil fields have become the big prize in the 18- year battle between the Islamic Arab north and the non-Muslim black Africans of the south. Both sides have been guilty of inflicting immeasurable devastation on civilian populations. But international monitors, including officials from the Canadian government, the United Nations, Amnesty International and Human Rights Watch, say government forces and their allies have led a brutal campaign against civilian populations near the oil fields. Their goal, according to various reports, has been to clear black Africans from areas where oil is being produced or may be found. Once the government has control of the region, it can assure a steady flow of revenue.

  • The Crisis in Sudan
    Aerial bombings of civilian and humanitarian targets in Sudan are occurring far more frequently than previously realized, according to new data compiled by humanitarian aid workers in Sudan.
    The aerial bombings have intensified this year. At least 65 bombardments were reported during 1999; at least 40 bombings occurred during 1998. Sudanese government planes have bombed civilian targets at least 240 times during the past four years.
    The Sudanese government's deliberate aerial bombings kill innocent civilians, disrupt international relief efforts, and push families from their land. The aerial attacks are serious violations of international humanitarian norms, yet international leaders routinely ignore the bombings and their terrifying effect on the local Sudanese population.
    U.S. President Bill Clinton issued a rare statement about the bombings last month, noting that they are "egregious abuses" and that he is "deeply concerned." Clinton stated that "the government of Sudan has bombed civilian and humanitarian locations more than 60 times during the past year."
    The new bombing information for 2000 is based on research by three sources: the UN's Operation Lifeline Sudan, a consortium of more than 30 international aid organizations; international relief groups that operate in areas inaccessible to OLS; and research by John Ashworth, an analyst of aid programs operated by local church groups in southern Sudan.

    KHARTOUM, Oct 19 (AFP) -
    A top government official from southern Sudan has complained that the authorities confiscate Christian church land property and demolish places of worship and church schools.
    Sudanese Assistant President and Chairman of the South Sudan Coordinating Council (SSCC) Riek Machar, a former key ally of southern rebels who has gone over to Khartoum, described such moves as religious persecution. He made the complaint to Social Planning Minister and Khartoum State Governor Majzoub al-Khalifa, in a letter about the position of churches in Sudan, a copy of which was obtained by AFP. "The situation of the churches has worsened to the point that they have become convinced that the government refuses to grant them land plots and systematically confiscates their property," Machar wrote. He cited the seizure of a plot of land which he said belonged to a church in Omdurman, the capital's twin city on the Nile river, and the Catholic Club which has been confiscated and handed over to the ruling National Congress party.

    NAIROBI (AANA) July 20, 1998 - Recent events indicate that the
    Khartoum government has mounted a strategic campaign to
    secure the oil fields around Bentiu, the capital of Unity State in
    western Upper Nile, where most of the oil fields are situated.
    Initial attacks were mounted against the Dinka living in the
    northern Bahr al-Ghazal districts of Aweil and Gogrial with the
    government using militias made up of the Rizayqat tribesmen
    from southern Kordofan and their Misariyyah counterparts from
    southern Darfur. It is noteworthy that prior to 1982 these two nomadic tribes used to find their wet season grazing far to the north towards the Libyan Desert, but in that year a devastating long-term drought began and virtually wiped out the grazing, forcing the tribes thereafter to turn south towards Bahr al-Ghazal to feed their livestock during the dry season.     Sudan Government Offensive Defies Ceasefire NAIROBI, Jan 28, 03 (CWNews.com) The government of Sudan has launched a major military offensive against rebels in the western Upper Nile region, in violation of a ceasefire agreement, according to a human-rights group in the region. The Sudan Relief and Rehabilitation Association (SRRA) said that the Khartoum government offensive had displaced an estimated 300,000 people, who were reported wandering through swamps and forests toward the Bahr el Ghazal region of southern Sudan. "This is a serious development that could lead to a catastrophe," said SRRA director Elijah Malok in a meeting with the press in Nairobi, Kenya. Government forces, he said, are pushing civilians toward areas held by the rebel Sudan People's Liberation Army (SPLA). "We feel that this is a serious tactic to use civilians as a human shield in the offensive," Malok said. For the displaced families and for the SPLA, the influx of refugees could be particularly dangerous because the Bahr el Ghazal region is apparently facing a drought, which could quickly lead to scarcity in an area already marked by poverty and malnutrition. Awut Deng, a Sudanese participant in peace talks being held in Kenya, reported: "When I visited the region last week, the local people told me that crops had failed. These people will be facing a serious food shortage."

    Sudan Government Boycotts Peace Negotiations NAIROBI, Jan 16, 03 (CWNews.com) Sudanese government representatives failed to appear in Kenya for the scheduled resumption of peace talks there on January 15. The Khartoum government refused to send delegates to speak with rebel leaders from the Sudanese People's Liberation Army (SPLA), complaining that the agenda for the negotiations had been altered without the government's approval. SPLA officials waited in vain for government delegates to show up in Machakos, Kenya, where the talks had been scheduled to resume January 15. Later the rebel leaders met with Sudan's ambassador to Kenya, Abdelrehman Nimeri. The ambassador announced that the government was still waiting for a formal invitation to the talks. Last November, the two sides to the Machakos negotiations agreed to meet on January 15, to the possibilities for sharing power in Sudan if a comprehensive peace accord could be reached. A tentative agreement had stipulated that the residents of southern provinces would be allowed to vote for or against independence, after an interval of preparation. But the Khartoum government reportedly objected to the news that SPLA officials would raise questions about including certain northern regions in the proposed referendum plan. Ambassador Nimeri said that the introduction of such new demands "is proof enough that the atmosphere of trust is seriously deteriorating."
