A COMMITMENT TO ILLINOIS EDUCATION Barry Sweeny, President of Best Practice Resources, has been an Illinois teacher and administrator for 22 years and then worked for 6 years at two Regional Offices of Education in Illinois. He has also been a part of the three year effort to establish mandated, state-funded induction for new teachers. He lives in Wheaton, Illinois and is very committed to making education in Illinois all it can be. WHY A WEB PAGE JUST FOR ILLINOIS EDUCATORS Barry has served on all three of the Illinois State Board of Education Teacher Induction Panels meeting in 1998, 1999, and 2000. These panels have researched quality new teacher induction and mentoring programs all over the world and have developed recommendations for the ISBE and Illinois General Assembly proposing mandated mentoring programs and mentoring for every initially certified teacher in Illinois. Barry was a co-author of each of these panels final reports. Barry's knowledge of these developments led him to create this section of the web site to help Illinois educators find out about these proposed changes and to locate the resources and assistance they need to address this emerging initiative. You do not want to begin learning how to deal with this challenge should it become the law. Proactive educators and schools should take full advantage now of these resources to improve the ways in which you address the needs of your beginning teachers and support their success.

2nd National Summit on the Shared Implementation of IDEA '97 Access to a free, quality education is the key to the uniquely American promise of equal opportunity for all. This promise was formally extended to children with disabilities with the passage in 1975 of landmark federal legislation now known as the Individuals with Disabilities Education Act (IDEA). Public schools across the country today serve more than 6 million youngsters with a wide array of disabling conditions. Ever since its initial enactment, the federal law has included a commitment to pay 40 percent of the average per student cost for every special education student. The current average per student cost is $7,320 and the average cost per special education student is an additional $9,369 per student, or $16,689. Yet, in 2002, the federal government provides local school districts with 17 percent of its commitment rather than 40 percent, or $10.5 billion less than the law specifies. This shortfall creates a burden on local communities and denies full opportunity to all students with and without disabilities.

By Lisa Wahl The Director of Special Education for a large suburban district knew that she had a problem. The reauthorization of IDEA had sent a stream of parents into IEP meetings asking for an assistive technology assessments for their son or daughter. The District had previously utilized a speech language pathologist one day per week and some outside agencies to do assessments and follow through in this area. The Special Education Director knew that she needed staff with a range of backgrounds (OH, LH, SH, etc.) to handle all the new referrals. It concerned her that in many cases assistive technology was purchased for individual students and not used effectively. She invited the staff and parents that she knew were knowledgeable about assistive technology to serve on a task force to get their input on training options. The goal was to build internal capacity to provide assistive technology services. With District approval, she set her plan in motion. First, all teachers and instructional service providers were asked if they would like to participate in a nine month staff development project to develop skills in assistive technology. Intermediate computer skills were the only pre-requisite. While most of the twelve who expressed interest were in special education, two were general educators who had kids with disabilities mainstreamed in their classrooms. Then teachers were asked to nominate several aides who they felt would be interested and effective if trained in assistive technology. Finally, parents were offered an opportunity to participate in the training along with the teachers and aides.

The Office of Special Education and Rehabilitative Services (OSERS) supports programs that help educate children and youth with disabilities, provides for the rehabilitation of youth and adults with disabilities and supports research to improve the lives of individuals with disabilities. OSERS is divided into the following three offices: the Office of Special Education Programs, the Rehabilitation Services Administration, and the National Institute on Disability and Rehabilitation Research.
The Office of Special Education Programs
The Office of Special Education Programs (OSEP) administers programs that relate to the free and appropriate public education of all children, youth and adults with disabilities. OSEP oversees programs to expand and improve special education and administers grants to state education agencies to help state and local districts serve children and youth with disabilities. The office also monitors state programs to ensure that students with disabilities receive an appropriate education and that their rights and those of their parents or guardians are protected. OSEP also administers programs to train special education teachers and conducts research in improved methods of special education. Some grants are given to all the states according to a formula prescribed in congressional legislation authorizing the program; others are awarded to individuals or institutions on the merit of competitive applications.

Students in the Special Education Program prepare for careers with individuals having disabilities: as teachers in public or private schools; in agencies at local, state, and federal levels; in group homes and day and residential facilities; as family workers and career educators for students with disabilities; as recreation specialists; as administrators and supervisors in special education; and as teachers and researchers in college and university settings. Special education students may elect to prepare to meet requirements for state certification for one or more certification areas as a part of their degree programs. Massachusetts certification areas include Teacher of Students with Special Needs (Pre-K-9, 5-12), Teacher of Students with Intensive Special Needs (all levels), and Administration of Special Education. Students may prepare for advanced provisional certification in Massachusetts and apply for reciprocity in other states belonging to the Interstate Certification Compact, or they may prepare for certification in other states.
