      By Don Kirk International Herald Tribune SEOUL - Like the Japanese youths in Tokyo's Harajuku or Roppongi districts, young South Koreans dye their hair bright blond, wear enormous platform heels, read Japanese comic books and listen to the hard-driving sounds of Japanese rock and rap bands. Now, with the legalization of the import of even the zaniest products of Japanese culture, young Koreans can freely engage their passions for Japanese pop music, videos and music. ''There was an underground boom in Japanese pop culture,'' said Kim Jung Eun, a producer of television documentaries in South Korea and a frequent visitor to Japan. ''It's no longer underground,'' he said. Although many older Koreans harbor deep suspicion of their one-time ruler, the younger generation seems largely to have dropped the traditional animosity toward Japanese culture. Japan's 35-year colonial rule ended in 1945. ''Since Korea has been the subject of Japan, we do not want to be overwhelmed by Japanese culture,'' said Jang Song Hyon, a business consultant in Seoul. ''But in these days of instant communication, you cannot do too much to stop it.''

Younger South Koreans are packing into music and video shops to check out the latest hits from Japan. Bands like Speed and singing sensation Utada Hikaru are hugely popular. Their albums often outsell those by their South Korean counterparts. Local filmmakers already hit hard by Hollywood blockbusters are facing new competition as South Korean moviegoers flock to see the latest Japanese box office hits.

    South Korea Lifts Ban on Japanese Culture
    December 7, 1998
    Tomoe Sawa performs during her historic Kwangju concert. (Kyodo) On October 24, 1998, for the first time in 53 years, Japanese songs were legally performed in public in the Republic of Korea (South Korea). As part of Japan Week, where a series of events sponsored by the Japanese embassy were held in Kwangju, Japanese popular singer Tomoe Sawa held a concert in which she sang two songs in Japanese that had been approved by the South Korean government. The concert was widely broadcast on South Korean television and radio. A month after President Kim Dae-jung's announcement of his intention to phase out South Korea's long-standing ban on Japanese culture, Sawa's concert marked the beginning of a new relationship for Japan and its nearest neighbor. Taking the First Step
    Born in Japan to a Japanese father and Korean mother, Tomoe Sawa spent her childhood in South Korea, the United States, and Japan. She made her debut as a professional singer in 1991 while still enrolled at the Tokyo National University of Fine Arts and Music. At the concert in Kwangju, along with numerous Korean and English songs, Sawa sang "Furusato" (Hometown), a children's song written in the 1910s, and "Kokoro" (Heart), in which she put to her own melody a famous Korean poem that her grandfathera renowned Korean poet himselfhad translated into Japanese. Japan's popular culture, including Japanese-language theater performances, television and radio broadcasts, publications, and pop music, had been prohibited since 1945. This ban was no doubt triggered by the Korean people's strong feelings about the Japanese-language education that was forced on them in the years of Japanese colonial rule over their country. But in recent decades Japanese culture has seeped in to the general public through such media as satellite broadcasting and the Internet. Though not officially approved, large amounts of Japan's cultural products have already entered South Korea and have become a familiar part of many people's lives. Thisalong with the prospect of co-hosting the 2002 football World Cup finals with Japanadded impetus to the move toward lifting the ban.

Hospitality Korean culture is vastly different from New Zealand culture, and so adjusting to a completely new way of life can leave you a little shocked and daunted at times. Things that make perfect sense to you will not make any sense at all to Koreans, and you will encounter this in all aspects of Korean culture, including your workplace. You have to learn to accept these differences or else you may go crazy! Top of Page There are some really nice people in Korea who will for no reason offer you advice or give you a scarf if you are looking cold, and there are some not so nice characters here, it's a big city and no matter where you go, not everyone will be nice. Overall, we have found that the further out from Seoul the nicer the Koreans are to foreigners. We have turned up in tiny Korean villages having missed a train and be taken in and fed by families and then driven to where we want to go! On the other hand though don't blindly trust anyone, be wise and be careful, along the way you will make Korean friends here, who have much to offer and who will teach you about the amazing customs and lifestyles that they have. You will also find there is a large foreign community of many nationalities, all in a similar situation to you, so support is easy to find if you need it, or if not drinking buddies are generally only a phone call away.

    Weekly Review SOUTH KOREA EASES BAN ON JAPANESE CULTURE
    by Marc Castellano Seoul announced June 27 that it would further relax its ban on so-called cultural imports from Japan, allowing for the first time public performances of Japanese pop music groups without restrictions. The move follows a host of recent initiatives aimed at strengthening bilateral ties, the most ambitious of which include efforts to work out a free-trade arrangement and to negotiate an investment accord. Seoul's longtime restrictions on the availability of Japanese culture, broadly defined, and certain made-in-Japan products, imposed due to lingering animosity over Tokyo's colonial rule of the Korean peninsula from 1910 to 1945, gradually have been dismantled in the face of a general warming trend in Japan-South Korea relations. During an October 1998 summit with South Korean President Kim Dae Jung, then-Prime Minister Keizo Obuchi issued a landmark apology for Japan's 35-year occupation of the Korean peninsula (see JEI Report No. 39B, October 16, 1998 ). That gesture set the stage for the development of significantly closer bilateral ties. The two leaders also signed a tax treaty that provides equal treatment for Japanese and South Korean companies operating in each other's country. Within days of the summit, Seoul took the first step toward a major policy shift vis-a-vis Tokyo, partially lifting its long-standing ban on Japanese cultural imports. Japanese movies, videos and comic books were allowed into South Korea, albeit still subject to certain restrictions.

    • Read or summarize the Current Events article to students.
    • Ask students to work in groups to brainstorm expenses for their school (e.g., books, computers, teacher salaries, musical instruments, heat, light bulbs). Tell students that one sample school district divided their expenses into the following main categories: Instruction, Transportation, Athletics and Student Activities, Custodians and Building Operations, and Administration. Put these headings on the board, and have students suggest which topics some of their expenses should go under. List their expenses and help them add others. Explain that finding places to cut in school budgets is usually very difficult. Have each group choose one expense that they definitely wouldn't want to cut in their school's budget. Ask them to write down the expense as well as why they think it would be important not to cut it. As an example, you could mention that they may not want to cut new computers out of the budget because training on the latest equipment will help students learn the computer skills they need to find good jobs. Have each group take turns to orally describe and defend their choices for expenses not cut.
