THE LAW
The Home Schooling Statutes of South Carolina Section 59-65-40 of the 1976 Code is amended to read: "(A) Parents or guardians may teach their children at home if the instruction is approved by the district board of trustees of the district in which the children reside. A district board of trustees shall approve home schooling programs which meets the following standards: (1) the parent: (a) holds at least a high school diploma or the equivalent general education development (GED) certificate ****and beginning in the 1989-90 school year, attains a passing score on the basic skills examination developed pursuant to Section 59-26-20 (b)**** (This section has been stricken from the law. State Supreme Court stated in December, 1991 that the EEE was improperly validated for use with home schoolers and thus this provision could not be implemented.****) (1) after the State Department of Education has validated the test for use with home schooling parents: or (b) has earned a baccalaureate degree;

Former County Council Member Eligibility for State Health Insurance Plans
(R.232, H.4037 , Act 230)
[Effective 2/13/96] This act amends Section 1-11-730, relating to persons eligible to participate in state insurance plans, to permit a former municipal or county council member to maintain coverage under state health and dental insurance plans if covered under the plan at termination. An eligible former member must have represented a participating county or municipality for at least 12 years. The former member must pay the full employer and employee contributions, and the council must elect to allow coverage. S.C. Protection Advocacy System for the Handicapped, Inc.

Undergraduate Degree Programs The School of Education has developed curricula leading to the baccalaureate in five broad fields: early childhood, elementary, secondary, physical education and special educationlearning disabilities. Although the number of credit hours required for graduation varies to some extent with the subject that the student prepares to teach, a minimum of 123 hours is required for any baccalaureate in the School of Education. Students are assigned an advisor with whom they should plan in advance their program of studies for each semester or summer session. Early Childhood Education. The early childhood education program provides preparation for teaching in four- and five-year kindergartens and in the primary grades (1-4). A substantial portion of the curriculum consists of course work in the liberal arts to establish a broad educational background prior to the professional sequence of courses. A content concentration in sociology or psychology provides related course work in a subject specialization. The professional sequence provides content and direct opportunities for field experience. The final experience is a semester-long student teaching assignment of which half is in a 4K or 5K setting and half in a grades 1 - 4 setting.

Raging against British taxation, South Carolina sent delegates to the Continental Congresses of 1774 and 1775. Throughout the Revolutionary War, the state fought and suffered through 137 battles on her soil. When the British were quashed at the Battle of King's Mountain in 1780, the tides were turned. The almost legendary figure Francis Marion (the Swamp Fox), also contributed to the British retreat. Marion and his men would hide in the swamps and strike out in surprise at British troops, only to vanish again into the unwelcoming swampland. British forces finally withdrew from Charleston in 1782. T oday, the coastal region thrives as tourists and residents enjoy the splendor of the sandy beaches and islands, and Charleston serves as the state's impressive cultural center.

Lexington County operates under the Council/Administrator form of government implemented in January 1976 in accordance with the Home Rule Act enacted by the South Carolina General Assembly. Office hours for most departments are from 8 am to 5 pm, Monday through Friday except for holidays. Departments Animal Services:
The Lexington County department of Animal Services assumes several roles in Lexington County. Its main purpose is to prevent animal attacks and to control the numbers of stray animals, but it is also active in a number of other areas. The top priority for Animal Services is to keep the public safe from animals that harm humans. These services include controlling vicious or rabid animals that can attack adults or children.
Animal Services also picks up stray animals and enforces ordinances that require identification tags on pets. In addition, the department provides a temporary shelter for stray animals so they can be reunited with their owners or, if unclaimed, can be adopted out to new owners.
Educating the public about the County ordinances and about spaying and neutering pets is an increasingly important component of Animal Services' duties. Beginning in fall 1999, Animal Services will visit schools and talk to children about spaying and neutering their pets. Rabies clinics will also be used to teach the public about the danger of this disease and give animals vaccinations to keep rabies out of Lexington County.

The School of Education of USC Aiken provides professional preparation for teaching in Early Childhood Education (ECE) on the USC Beaufort campus. The program is accredited by NCATE and leads to pre-k through fourth grade certification by the South Carolina State Department of Education. The program emphasizes a liberal arts general education, professional preparation, and opportunities for field-based experiences in Lowcountry schools. In the freshman and sophomore years, students take coursework to meet the general education requirements. Once all their general education is complete, students begin the pre-professional education courses, such as Educational Psychology and Lifespan Growth and Development. In the junior year students apply to enter the Professional Program and take courses such as, Introduction to the Exceptional Learner and Math and Science Experiences in ECE . The program provides graduates with a wide range of practical experiences in schools, culminating with student teaching.
