Registration/Licensing/Accreditation: Recordkeeping/Reports: Discrimination: Special Education: Health: The Department of Health and Environmental Control has the authority to inspect private school lunchrooms and sanitary facilities. 1982 Op. Atty. Gen., No. 82-10, p. 12. Safety: Transportation: Home Schooling: Parents or guardians may teach their children at home if the instruction is approved by the district board of trustees in the district in which the child resides. Home school programs that meet the following standards will be approved:
  • The parent holds at least a high school diploma or the equivalent GED certificate and attains a passing score on the basic skills examination or has earned a baccalaureate degree; The instructional day is at least four and one-half hours, excluding lunch and recesses, and the instructional year is at least 180 days; The curriculum includes, but is not limited to, the basic instructional areas of reading, writing, mathematics, science, and social studies and, in grades 7 through 12, composition and literature; As evidence that a student is receiving regular instruction, the parent shall maintain the following records for inspection upon reasonable notice by a representative of the school district: a plan book, diary, or other written record indicating subjects taught and activities in which the parent and student engage; a portfolio of samples of the student’s work; and a record of evaluations of the student’s academic progress;

Agency Offers Services Statewide to Almost 32,000 Children January 3, 2001-Columbia, SC: U.S. Surgeon General David Satcher reports that U.S. children's mental health needs are not being met, calling the situation a "crisis." A report released today states that one in 10 U.S. children suffer from a mental illness severe enough to impair development. In South Carolina, about 96,000 children fall in that category. The South Carolina Department of Mental Health is consistently and creatively helping these children, taking mental health services out from offices and into communities. Louise Johnson, acting director of the Division of Children, Adolescents and their Families at SCDMH, said the department offers programs through the justice system, schools, and at the family-level to help those who may not know how to seek help. "It's not realistic for us to believe they're just going to waltz in to the local mental health center," Johnson said. Every South Carolina county offers access to some child-based mental health services, according to Johnson. Still, SCDMH sees many children long after they should have received help. In the department's Status Offenders program, which offers services to children involved in the courts in five South Carolina counties, about seventy percent of the youth need mental health attention, Johnson said - attention they should have received earlier.

A portal is a "one-stop shop" filled with information and service choices. Each of the portals caters to the needs of its users citizens, employees or businesses. The user is linked directly to the information source or service automatically, without needing to know which agency is involved. No longer will the user have to know and navigate a specific agency web site to find the information he wants. Also, a search engine has been incorporated to allow the user the ability to search for specific items. All pages containing information relative to the search will be displayed. However, links to all agencies home pages are available for direct access.

This report is placed in prominent locations so that citizens of District 15 will have an opportunity to receive this current information from their State Senator, Wes Hayes. BUDGET Despite the severe shortage of available revenue, the 2002-2003 State Budget protects education and protects health care for the poor, the elderly, and the disabled. Public education receives a $61 million increase and Medicaid is funded at a level where programs will not be reduced. As a member of the Senate Finance Committee and a member of the Budget Conference Committee, I worked very hard to insure the people of York County received a fair and equitable share of the funds for state services. Because of budget shortfalls and a slowly recovering economy, we had to be very cautious in our calculating in order to insure a balanced budget. Included in the budget are cuts to agency spending ranging from 0% to 7% above the 6.52% fiscal year 01-02 mid-year reductions. Revenue enhancements for next year's budget include $50.3 million of earnings from restricted funds interest, $40 million of Barnwell clean-up funds, $27.9 million of Insurance Reserve Fund premium redirection, and $101 million of unrestricted funds in the Health Care Trust Fund Program.

    A BRIEF HISTORY OF PUBLIC EDUCATION

    SOUTH CAROLINA
    Education of South Carolina's youth has been a primary concern since colonial days 280 years ago. Earliest efforts to establish schools in the colony culminated in passage of "An Act for the Founding and Erecting of a Free School for the Use of the Inhabitants of South Carolina" by the General Assembly in 1710. When South Carolina became a royal province in 1719, other legislation was enacted to perpetuate and expand "free" schools for pupils whose parents were unable to pay for their education. The 1724 General Assembly authorized construction of a free school in each county and precinct, and provided that 10 poor children in each be taught free of charge. The state's first major effort toward establishing a public school system came on November 26, 1811, with passage of a free-school law providing for free schools in each district and parish in proportion to representation in the House of Representatives. This law granted free elementary instruction to all pupils, with preference for orphans and children of the poor. School appropriations had doubled by 1852, but expansion was slow. During the Civil War, schools were kept open as long as possible, but by the end of the war, both private and public schools had closed.

After completing F-4 aircraft maintenance schools at Naval Air Station Memphis, Tennessee and Marine Corps Air Station Cherry Point, North Carolina, Private First Class Estrada was assigned to Marine Fighter Attack Squadron-451 at MCAS Beaufort, South Carolina in March 1974. In December 1974, Lance Corporal Estrada was transferred to Marine Fighter Attack Squadron-232, 1 st Marine Aircraft Wing, Iwakuni, Japan. He was meritoriously promoted to Corporal in March of 1975. In February 1976, Sergeant Estrada served with Marine Fighter Attack Training Squadron-101, MCAS Yuma, Arizona.     David Muldrow Beasley served as Governor of South Carolina from 1995 to 1999, ushering in an era of unprecedented economic growth and a transformation of South Carolina government. As Governor, David Beasley made "Putting Families First" the theme of his administration, then immediately set out on an ambitious agenda that would focus on tax cuts, crime fighting, welfare reform and economic development. The results were dramatic: record-breaking capital investment, welfare caseloads cut in half, new technology and investments in the classroom, and tougher criminal sentencing. In an effort to shrink government and return power to the taxpayers, Beasley worked closely with the South Carolina General Assembly to cut over a billion dollars in taxes. The lion's share was designated for property tax relief, and now the average homeowner in South Carolina pays no school operating taxes. Beasley also campaigned in 1994 on the need to reform the decaying welfare system, and the next year the Family Independence Act became law. The law now places time limits on benefits, stops paying children to have children and makes job training mandatory. Even more critical, the entire mission of the Department of Social Services has been transformed from check-cutting to job placement, and caseloads continue to drop dramatically in all 46 counties and as much as 75% statewide for all able-bodied adults that were on welfare.

    WHAT'S GOVERNMENT FOR, anyway? One of many ways to answer that question is to say that ideally, government is the structure through which a community or society comes together to address needs, problems and questions that can't be solved effectively except through common, concerted effort. Those areas include ensuring public safety, building fundamental infrastructure, establishing and regulating a monetary system, or anything that would tend to lead to chaos and failure if individuals or groups representing only a portion of the society tried to do the job. By this definition, a good government is one that does those jobs well; a bad government is one that does them poorly. Overall, we have a bad system of government in South Carolina. This is not to bash government in general, or to say that the individuals who serve in government don't do their best. It is rather to say that the system itself is so severely flawed that it undermines the best efforts of those who serve in it.

    Leadership South Carolina provides gifted and highly motivated South Carolinians an opportunity to advance their leadership qualities while broadening their understanding of issues and opportunities facing the state.     The School of Law's long term goal, in support of the University's goal of AAU membership, is to become one of the strongest public law schools in the region, comparable in academic excellence and reputation to AAU regional law schools at UNC, Georgia, Florida and Tennessee. Achieving this goal is necessary to attract students of high quality, attract excellent new faculty and assure that the school's graduates are competitive. The School of Law's specific goals in pursuit of its long term goal are:
    • finance, design and construct a new law school facility
      elevate the law library into a top tier research facility
      complete an extensive curriculum review in response to the changing environment for legal services
      hire new faculty of highest quality
      increase the quality and quantity of faculty scholarship improve the academic credentials of entering students to a level comparable to AAU peer law schools expand information technology capabilities
