An entire army corps surrendered Friday in northern Iraq's largest city, leaving Saddam Hussein's hometown of Tikrit as the last major holdout of his regime. The U.S. military issued a most-wanted list of 55 regime leaders who must be captured or killed. In a step toward a formal victory proclamation, the top U.S. commander, Gen. Tommy Franks, told his troops, "The Saddam regime has ended." Mosul, the main city in the north and third-biggest in Iraq, fell without bloodshed. Chiefly, the Henry O. Nichols Photograph Collection consisting of over 100,000 photographs and negatives depicting Chester area local events, buildings and people. Nichols was a local photographer for over 60 years. The society also houses genealogical materials on many Chester families such as military discharge papers, diplomas and licenses. An announcement was made October 12, 2001 at the annual meeting of the S.C. Hall of Fame Board of Trustees. Bob Hirsch, board president, reported that Rep. Alex Harvin (D-Clarendon, Williamsburg) introduced a bill giving the S.C. Hall of Fame the official designation. The bill passed and was signed by Gov. Jim Hodges on September 21.
The following will be inducted into the 2003 SC Hall of Fame. JACOB EDWARD SMART
SOLDIER
Smart planned the raid on Ploesti, Rumania, main oil supply for the Germans. This mission became the most highly decorated mission ever flown by the Air Crops or the Air Force, producing five Congressional Medal of Honor winners. In 1944, Smart became Commander of the 97th Bomb Group of the 15th Air force. On his 29th mission over Germany his plane was destroyed; he was wounded and taken prisoner by the Germans and spent 11 months as a prisoner of war.
In 1951, Smart was promoted to Brigadier General and assigned as Deputy Commander for Operations of the Far East Air Force in Japan. He returned to U.S. and was assigned to the Pentagon, where he served as Commander of the 12th Air Force and Vice Commander of the Tactical Air Command. In 1961, he was named Commander of the 5th Air Force and Commander of U.S. forces in Japan. During the Vietnam War, Smart became Commander in Chief, U.S. Air Forces, Pacific. He received his fourth star during this service.

Description of the Unit
The Civil Support Team (CST) is a high-priority response unit supporting civil authorities in responding to a weapons of mass destruction (WMD) situation. The unit is made up of 22 full-time National Guard members. It consists of six sections: command, operations, communications, administration/logistics, medical, and survey, who have been specially trained and equipped to provide a technical reach-back capability to other experts. The team is formed specifically to provide advice to the Incident Commander to help make assessments of the requirements for follow-on forces. The unit is commanded by a Lieutenant Colonel, jointly staffed with Army and Air National Guard personnel, and encompasses 14 military occupational skills. The unit is Federally resourced, trained, equipped, and sustained, with the State National Guard providing the personnel, stationing, and common support. The Adjutant General either employs the CST to support the State response under the direction of the Governor or to support another State's response under a supported Governor. Congress has authorized 32 CSTs. The first 10 teams authorized in the National Defense Appropriations Act for fiscal 1999 have achieved the certification required by law and in accordance with Department of Defense criterion. Seventeen additional teams were authorized in fiscal 2000, and all of them are certified as well; five more teams were authorized in fiscal 2001. Three of these latest teams were certified as operational on 5 February 2003.

SPAWAR engineers go where need exists to help military

When James Ward describes the Navy's SPAWAR Center, such words as "jointness," and "efficiency" and "growth" enter the conversation. The sentiments those words convey are close to Ward's heart. The new executive director of the Space and Naval Warfare Systems Center said they describe how he feels about the high-tech workplace that came under his purview when his predecessor, Don Bailey, retired earlier this month. I visited Ward last week at the SPAWAR center at the Charleston Naval Weapons Station South Annex. He is a veteran government executive, having moved to Charleston in 1996 when the Portsmouth, Va., Naval Electronic Systems Engineering Center, or NAVELEX, was closed and combined with the center here. For the last six years, Ward has worked first as the deputy then as the department head of SPAWAR's Command and Control Systems Department. Command and Control in this context means the engineering effort that goes into the electronic hardware and software that military commanders need to work in the modern battlefield. His experience served him well when the executive director's post opened up. He is one of a handful of senior executive service federal employees in South Carolina.
