Office of Media Affairs President Bush to recognize Charleston man for Dedication to Volunteer Service RiggsÕ dedication to service reflects his passion for history. In 1989, Riggs salvaged 300 live oaks damaged by Hurricane Hugo and shipped them to Boston, Massachusetts for use in the restoration of the U.S.S.Constitution. Riggs has also volunteered with the South Carolina Military Department for the past three years and serves as commander of the Bachman Mounted Battery. The Bachman Mounted Battery re-enacts important events in American history and performs at the funerals of South Carolinians who die in service to their country. Members of the Bachman Mounted Battery also visit schools and educate students on American military history. President Bush created the USA Freedom Corps office at the White House to foster an American culture of service, citizenship and responsibility. Through the USA Freedom Corps, President Bush wants to help every American answer the call to service by strengthening and expanding service opportunities to protect our homeland, support our communities and extend American compassion around the world. Shortly after the end of World War II, the United States military established schools for the children of its service men and women stationed in Europe and the Pacific. Schools for children of military members stationed at various bases in the United States were already well-established. First administered by the military branches they served, the growing number of schools was soon transferred to civilian managers, then organized into two separate but parallel systems: the Department of Defense Dependents Schools (DoDDS) overseas, and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) in the United States. After serving in the United States Army, Sanders attended the University of South Carolina where he earned his undergraduate and law degrees. Years later, he studied the judicial process from the University of Virginia School of Law. In 1966, just as South Carolina was shifting from a Democratic state to a Republican one, Sanders entered the state legislature. At this time, a group of young Democratic legislatures, later dubbed the Young Turks, began to buzz around the statehouse. Unconventional as he was, Sanders was one of them, and he was able to remain a statehouse favorite. His likeability is noteworthy with his appointment to the Court of Appeals in 1983, and eventually to his presidency at the College of Charleston in 1992, to which he just resigned. The highest priority on Sanders' agenda is education. While he has not written down an education plan to entice voters, he states the objectives of education are threefold. Education, he writes, is to prepare children who are future adults. Education should prepare people to become good citizens, earn a good living, and lead a moral life with achievements. The biggest foe of education is tuition, he says, since tuition denies people access. However, he does not have a national or state strategy for this.

His father was Sir Richard Butler, member of Parliament and a baronet. Like so many younger sons of the British aristocracy who could not inherit their fathers' estates because of primogeniture, Butler pursued a military career. He became a major in His Majesty's 29th Regiment and during the colonial unrest was posted to Boston in 1768 to quell disturbances there. In 1771 he married Mary Middleton, daughter of a wealthy South Carolinian, and before long resigned his commission to take up a planter's life in the Charleston area. The couple was to have at least one daughter.

South Carolina
One of the thirteen original colonies of the United States, has an area of 30,570 square miles throughout its 35 counties, with an extreme breadth of 235 miles and an extreme width of 215. It is bounded eastward by North Carolina and the Atlantic, with a coast line of 200 miles; Georgia lies to the west and North Carolina bounds it on the north. Columbia is the capital. PHYSICAL CHARACTERISTICS South Carolina rises from marshland in its eastern tidewater section to a mountainous region in the extreme western portion of the state. The Pedee and the Santee are navigable rivers flowing into the Atlantic and reaching the sea through deltas in the marsh regions. It is probable that more than half of the state was at one time in dense timber. POPULATION The state is twenty-sixth in rank of population according to the census of 1910. The population in 1820 was 502,741; in 1840, 594,398; in 1860, 703,708; 1in 1880, 995,577; in 1900, 1,340,316; in 1910, 1,515,400. Beaufort County is the fifth county in the United States in point of density of negro population, having a percentage of 90.5. In 1790 South Carolina was second only to Virginia in the number of its slaves, having 107,097. The largest cities with their respective populations are as follows; Charleston, 58,833; Columbia, 26,319; Spartanburg, 17,517; Greenville, 15,741. RESOURCES EDUCATION For white children there are 2712 public schools in the state (1909) employing 933 men teachers and 3247 women, and reaching 153,807 pupils with an average attendance of 107,368. For negro children there are 2354, employing 894 men teachers and 1802 women, with an average attendance of 123,481. The total revenue for both white and negroes was $42,345,647.72; out of which there was expended $1,590,732.51 for whites and $308,153.16 for negroes. The state's per capita expenditure, according to enrolment, was in 1899, $4.90 for white, $1.42 for negro, $2.69 for both; in 1904, $6.88 for white, $1.47 for negro, $4.08 for both; in 1909, $10.34 for white, $1.70 for negro, $5.67 for both. There are 27 institutions of higher education for whites and 11 for negroes. Of the 27 institutions for whites, 5, non-sectarian, receive a total state support of $355,994.88; 5 are Presbyterian, 3 Methodist, 3

Starr In 1842, the General Assembly approved the establishment of two military schools in South Carolina: The Citadel in Charleston and the Arsenal Military Academy in Columbia. Fourteen years later, academy officials oversaw construction of a new residence for officers. That building would become the S.C. Governor's Mansion on Arsenal Hill. The Civil War scarred the neighborhood and the mansion, so plans to turn the mansion into a residence for governors were not realized until 1869, when Robert K. Scott became the first governor to move in. Not every governor after that chose to live in the still-unfinished mansion, but through the years, the usually-underfinanced building received improvements (electricity was installed in 1894) and occasional refurbishings befitting the official residence of the state's chief executive.
