Mapping Project Results National Guard's Embrace of Distance Education Benefits Colleges Thursday, November 29, 2001 ***** By MICHAEL ARNONE Aiming to save money, improve training, and increase its interaction with the public, the National Guard is paying to build computer labs at community colleges where Guard members and civilians can take courses through distance education. The National Guard provides its personnel with noncredit, continuing-education courses through distance learning, says Maj. Gail F. Richards, distance-learning coordinator for the North Carolina National Guard. Through its Distributive Training Technology Project, the Guard offers both military courses, such as pilot training and operating rocket launchers, and nonmilitary subjects such as computer training, foreign languages, and first aid, says David M. O'Rear Sr., distance-learning manager for the North Carolina National Guard. The Guard received federal funds for the program because Congress wanted the community-oriented Guard and colleges to complement each other, he says. Distance education is the only way the National Guard can meet the training needs of its members, says Major Richards. It's cheaper for the Guard to subsidize distance-learning centers at community colleges than to build and run its own training centers, she says. The arrangement makes it easier for Guard members and civilians to reach training sites, as access to some military bases is restricted. It also encourages both military and academic personnel to recognize what they offer to each other and the community.

History of The Citadel The Origin of the Name In 1822, the South Carolina Legislature passed "An Act to Establish a Competent Force to act as a Municipal Guard for the Protection of the City of Charleston and Vicinity." Land on the north end of Marion Square was selected for an arsenal and guard house, and in 1829, the architect, Frederick Wesner, completed the building which was known as The Citadel. A similar facility was constructed in Columbia, South Carolina, which was known as The Arsenal. State troops occupied both sites at a cost of $24,000 a year. Governor John P. Richardson felt that guard duties should be combined with a system of education. On December 20, 1842, the South Carolina Legislature passed an act establishing the South Carolina Military Academy. The Citadel and The Arsenal were converted into educational institutions, and students replaced the state troops. In 1845, the role of The Arsenal was changed to the instruction of freshmen. As a result, cadets spent their first year in Columbia and transferred to The Citadel for the remaining three years. The South Carolina Military Academy became known for its high academic standards and strict military discipline. Civil War Period Enrollment in The South Carolina Military Academy increased from thirty-four students in 1843 to 296 in 1864. The $200 tuition in 1843 increased to $1,200 in 1864. When South Carolina seceded from the Union in December 1860, Major Robert Anderson moved his garrison of U.S. troops to Fort Sumter and requested reinforcements from the federal government. Much of what little study there has been on southern military education has addressed the concept of a distinctive southern military tradition. The idea of a southern military tradition is a prominent but not universally accepted theme in the historiography of the South. Some historians claim that due to geography, frontier conditions, incessant warfare, slavery, and cultural notions of honor, the South developed into a remarkably militaristic society, fond of military display, preoccupied with war and notions of martial glory, and holding up military service and military training as honorable activities for males.[2] John Hope Franklin attributed the antebellum South's fascination with military schools to this military tradition and to the South's growing defensiveness and pugnacity as it perceived a growing threat to the institution of slavery. Other historians, such as Marcus Cunliffe and Don Higginbotham, have since denied that the antebellum South was a uniquely militaristic society, and they have pointed out that, at least initially, the military college was a northern innovation. They even deny Franklin's assertion that military schools were very popular in the South before 1861.[3] The debate over the distinctiveness of southern militarism often bogs down in statistical comparisons of how many southerners and northerners attended West Point, sectional representation within the officer corps, the actual effectiveness of local militias, and similar issues. The School Psychology program also enjoys a collegial, working relationship with the USC School of Medicine, Department of Pediatrics. The program has had an excellent relationship with the school districts in the state since its inception.
