Second Consultation on Regional Networking
Nairobi, Kenya; 7 - 8 August 1998 The Second Consultation on Regional Networking in the Horn of Africa convened in Nairobi, Kenya, on 7-8 August 1998. The meeting brought together some 40 representatives of NGOs from five countries of the Horn of Africa. The meeting was held to follow up on the decisions of the First Consultation on Regional Networking in the Horn of Africa, held in Addis Ababa on 7-8 December 1997, to discuss the challenges of strengthening civil society organisations in the region and of fostering dialogue, information-sharing and consultation among them. The December 1997 consultation aimed at establishment of a forum to institutionalise "permanent and systematic consultation among NGOs in the region,” and at enhancing their capacity to respond to regional needs. It had taken account of the lack of an NGO network in the Horn of Africa, indicated its wish to form part of such a network, and mandated InterAfrica Group (IAG) to follow up the initiative until the formation of the network. The meeting was attended by representatives of international agencies and donors, including: UNICEF Somalia, OXFAM Canada, and the Heinrich Böll Foundation. The meeting was also attended by civil servants from some government agencies, who found the meeting well organized, with a good focus on gender, peace and food security. Papers were circulated for background reading and information on a number of topics: European Union policy on conflict prevention, the Lomé Convention, the work of the Heinrich Böll Foundation, Social Watch, among others.

History of the 81st Regional Support Command The history of the U.S. Army 81st Regional Support Command began on August 25, 1917, when the 81st Infantry Division was organized at Camp (now Fort) Jackson, South Carolina. It adopted the name, "Wildcat" Division, from Wildcat Creek which flowed through the reservation. Legend also has it that the troops found a snarling wildcat on the banks of this creek.
The 81st Division began a practice which was unheard of in those days. A distinguishing shoulder patch - a black wildcat on an olive drab circle - appeared on the 81st Infantry Division uniforms, causing other units to protest loudly. The matter reached the attention of General John J. Pershing, who approved the Wildcat trademark. Moreover, he praised the espirit de corps exhibited by the 81st and suggested that other Army divisions adopt distinctive patches.
Those same World War I "Wildcats" distinguished themselves in the fighting in France, participating in the occupation of the St. Die sector and the offense at Meuse-Argonne. Again, the 81st received the personal commendation of General Pershing.
Following World War I, the "Wildcat" Division was deactivated on June 11,1919, at Hoboken, New Jersey. After the start of World War II, the 81st was activated in June 1942 at Fort Rucker, Alabama, and was committed for nearly a year in Pacific campaigns. The division was engaged in action in Peleliu, Ulithi, Ngesbus, Congaru, and Garakayo. Later, it was part of the Army of Occupation of Japan. On January 20, 1946, the division was inactivated.

HRAC Kenyan co-coordinator The Regional Centre was established in 1990 as part of the SAREC-sponsored project of regional cooperation in archaeology: 'Urban Origins in Eastern Africa'. The Project's main aims included the strengthening of regional capacity in relation to: publications, staff and student training, and infrastructure (computerisation and communications). Since its inception, the Regional Centre has played an active role in:
  • arranging for visiting scholars and students maintaining photographic and other archival materials coordinating and facilitating regional contacts and communication arranging internal publications and their distribution (including an annual newsletter, now a full bulletin) providing full Email and Internet facilities to project members and related scholars providing physical support to scholars in the study of archaeology and other related subjects establishing and maintaining an up-to-date reference library for scholars and students
Through the project, the Centre now also has a small collection of videos on the sites and monuments of the Kenyan coast, and on agricultural practices of the Swahili.

    Early History Digil and Mirifle clans are the descendants of the two sons of Mad Reewin with the Digil being the elder son and the Mirifle the younger son. The Digil settle around the Banadir the Jubba and the Shabelle regions while the descendants of the Mirifle settle around the central and the western portions of the region. The Mirifle is divided into two main groups the sagaal and the siyeed . The Digil are divided into seven clans known as Todobadii Aw Digil These two groups ( ) are socioculturaly and linguistically different from more nomadic groups of the North. Colonial Period The modern political organization of the interriverine area was founded in 1920s as a philanthropic movement under the name of al Jam'iyyah al Khayriyyah al-Wataniyyah. At that time the HDM had 60,871 members and 800,000 supporters. March 1954 when the first municipal elections based on direct male suffrage were held, there were more than 20 parties competing for 281 seats on municipal councils. The HDM won 57 seats in 15 municipalities coming second to the SYL. In 1956 elections four parties won seats; SYL, HDM, SDM and Marehan Union with 43, 13, 3, and 1 seat respectively. However, HDM representing inter-riverine area received not a single ministerial portfolio.

    Feb 03 2003 You can not hide the sun with your fingers, this is exactly the current reality in Somaliland whether you like or not, Somaliland has proved and established itself as a model and shinning example for lots of parts of Africa today. Unrecognised Somaliland is surprising entity in the eyes of the rest of international communities. No one had predicted after a decade of Somaliland creation, things would be as they are today. Let’s also hope that its brethren Somalia will one day follow suit and prosper in peace and stability.

Executive power was held by a president, who was head of state and leader of the country’s sole legal political party, the Somali Revolutionary Socialist Party. Nominated by the party’s Central Committee, the president was elected to a seven-year term by direct universal vote. Legislative power was vested in the 177-member People’s Assembly. The president appointed 6 members, and the other 171 were popularly elected; all served five-year terms. The highest civilian courts in Somalia were the Supreme Court, two courts of appeal, and eight regional courts. The overthrow of the central government in January 1991 left Somalia in a state of civil war, with no clear central governmental authority.
