APPENDIX A Recent History
Somalia's modern history began in the late 19th century when various European powers began to trade and establish themselves in the area. In the colonial patrician of Africa, Somali peoples were divided: the French occupied what is now Djibouti, the British occupied what is now northern Somalia (British Somaliland), Italy took the east and south, and other territories where Somali-speakers lived became part of Kenya and Ethiopia. In 1969, the military seized power under Maj.-Gen. Muhammad Siad Barre. Under Siad, Somalia began building up its military. Since its rival Ethiopia was a close ally of the United States, Somalia turned to the Soviet Union for aid, and in 1975 permitted the USSR to build a major base at Berbera on the Gulf of Aden. But as Ethiopia turned Marxist after the deposition of Haile Selassie in 1974, Somalia found Moscow increasing its aid to Addis Ababa. Somalia expelled its Soviet advisors, and in 1977, launched open attacks in the Ogaden region of Ethiopia, claimed by Somalia. With massive Soviet and Cuban aid, Ethiopia repulsed the Somali offensive. Somalia leaders claimed that U.S. promises of aid had not been kept. Meanwhile, Somalia continued to actively support the Western Somali Liberation Front inside the Ogaden, while insisting all its regular forces had withdrawn. After the Ogaden War of 1977-78, and its cutoff of aid from the USSR, Somalia turned to the west. It was admitted to the Arab League and Saudi Arabia and other conservative states began providing aid to counter Soviet influence in Ethiopia. Egypt and Iran also provided aid, with many weapons procured from Spain. Some U.S.-built anti-aircraft weapons were transferred, apparently by Saudi Arabia.

HISTORY OF MEMBERSHIP
FACT SHEET: AFRICA SUB-DIRECTORATE COUNTRIES OF THE FOUR SUB-REGIONS OF AFRICA SOUTH OF SAHARA
HISTORY OF MEMBERSHIP The continent's position as a crossroads between the Americas, Europe and Asia also lays it open to transnational crimes such as traffic in weapons, illicit drug trafficking, illegal immigration, traffic in stolen motor vehicles and fraud, etc., which can only be stopped by international co-operation. Seeking and locating the criminals involved poses problems relating to information exchange, international identification and arrests with a view to extradition. This is why Interpol (in accordance with Article 2 (1) of its Constitution) ensures the closest possible co-operation between the "criminal police authorities" of all member countries, including those in Africa. Crime is not associated with a particular region and is certainly not a problem for Africa alone. Ever since it was established, the International Criminal Police Organization - Interpol has been seen by countries all over the world as an institution whose principles and objectives correspond to universal aspirations for human rights, public safety and the fight against ordinary law crime. Joining Interpol was therefore one of the first steps taken by various African leaders once their countries obtained independence.

The UNESCO Office in Egypt was first established in Cairo in 1947 as the Middle East Science Corporation Office (MESCO) . This came as an implementation to a decision of the General Conference at its first session in 1946. Its function in the Middle East as assigned by the General Conference was as follows:

      COLONEL LARRY M. FORSTER, USA Colonel Forster became Director of the U.S. Army Peacekeeping Institute, Carlisle Barracks, Pennsylvania, on June 1, 1996. Prior to this, he was a Harvard University Center for International Affairs Fellow during the 1995-1996 academic year. His previous assignments included Chief, Operations Division, U.S. Army Europe Office of the Provost Marshal; Commander, 701st Military Police Battalion; Chief, Command and Tactics Division, U.S. Army Military Police School; UN military observer, Assistant Professor, Department of History, U.S. Military Academy; and Provost Marshal, Pleiku, Vietnam. He served in various other command and staff positions beginning with command of a platoon in 1972. He gained experience in peace operations while assigned with UNTSO (Sinai and Lebanon) 1985-1986, as Provost Marshal/Force Protection Officer with Joint Task Force Support Hope in Rwanda in 1994, and most recently as Commander, Military Coordination Center, Operation Provide Comfort, Zakho, Iraq in 1995. Forster received BA (1971) and MA (1972) degrees in history from the University of California, Davis. He also received an MA degree in Criminal Justice from John Jay College of Criminal Justice in 1979. In addition, Colonel Forster graduated from the FBI National Academy in 1988. His military education includes the U.S. Army War College (1993), the Foreign Area Officers Course (1984), Command and General Staff College (1984), and Military Police Officers Advanced (1977) and Basic (1972) courses.

    Page 4 - USCENTCOM History Lieutenant Gen. Cevik Bir. By then, most U.S. forces had redeployed from Somalia, but a residual American presence remained to support the United Nations command. This presence consisted of some members of the UNOSOM II staff, a logistics support command of about 2,800 personnel, and a quick reaction force of about 1,200 troops. As a result of this attack, the United Nations Security Council passed Resolution 837 authorizing UNOSOM II to "take all necessary measures against all those responsible for the armed attack of 5 June 1993." Some of these measures included quick reaction force and AC-130 gunship operations against weapons storage facilities and command and control facilities, as well as efforts to capture Gen. Aideed and other leaders of his Somali National Alliance. During these UNOSOM II operations, U.S. forces suffered a number of casualties, including four military police killed by a command-detonated mine on August 8. On August 22, Secretary of Defense Les Aspin directed the deployment of Task Force Ranger to Somalia to enforce the United Nations resolution. USS Abraham Lincoln (CVN-72) and an escort had arrived on station near Mogadishu. Additional forces included the

    Djibouti - History
    In 1945 the area now comprising the Republic of Djibouti (then known as French Somaliland) was proclaimed an overseas territory of France, and in 1967 was renamed the French Territory of the Afars and the Issas. The Afar and the Issa have strong connections with Ethiopia and Somalia respectively.
    Demands for independence were led by the Issa community, and under pressure from the Organization of African Unity to grant full independence to the territory, France acted to improve relations between the two communities.
    Under the auspices of IGADD, the Heads of State of Ethiopia and Somalia met in January 1986 for the first time in 10 years, and in March 1988 they held a further meeting. In the following month the two countries agreed to re-establish diplomatic relations, to withdraw troops from their common border and to exchange prisoners of war.
