PREFACE back The Government of the Slovak Republic, formed on the basis of September’s elections, appears before the National Council of the Slovak Republic and its electorate with a programme springing from the mandate given it by the voters of this country. This is a programme for the national renewal of Slovakia. This mandate is the expression of the will for a change in social relations in Slovakia. Two-thirds of the voters have decided that our country needs a new beginning. The new Government would express its gratitude to the preceding regime for all the good and positive actions it has performed for our homeland. At the same time however it is necessary to underline that it is handing over the country in a situation that is worse than when it took it over.

    The World War II Years
    On September 28, 1938 Chamberlain appealed to Hitler for a conference. Hitler met the next day, at Munich, with the chiefs of government of France, Italy, and Britain. The Czechoslovak government was neither invited nor consulted. On September 29, the Munich Agreement was signed by Germany, Italy, France, and Britain. The Czechoslovak government capitulated September 30 and agreed to abide by the agreement.
    The Munich Agreement stipulated that Czechoslovakia must cede Sudeten territory to Germany. German occupation of the Sudetenland would be completed by October 10. An international commission (representing Germany, Britain, France, Italy, and Czechoslovakia) would supervise a plebiscite to determine the final frontier. Britain and France promised to join in an international guarantee of the new frontiers against unprovoked aggression. Germany and Italy, however, would not join in the guarantee until the Polish and Hungarian minority problems were settled. The First Republic Tiso with Nazi German representatives On March 14, 1939, Slovakia declared its independence, causing itself the Slovak Republic. Monsignor Tiso was elected president of this new republic. A clerical nationalist, Tiso opposed the Nazification of Slovak society and hoped instead to establish Slovakia as a nationalist, Christian, corporative state. His plan conflicted with that of Slovak radicals who were organized into the paramilitary Hlinka Guards. The latter cooperated closely with the Nazi-oriented German minority led by Franz Karmasin. Radicals dominated the Slovak government. Vojtech Tuka, recently released from prison, became prime minister; his associate, Ferdinand Durcansky, was named foreign minister. Alexander Mach, head of the Hlinka Guards, was propaganda minister. German "advisory missions" were appointed to all Slovak ministries, and German troops were stationed in Slovakia beginning March 15, 1939.

Beigefügt war dem Beitrittsgesuch ein Memorandum der Regierung der Slowakischen Republik, in dem die grundlegenden politischen Zielsetzungen der SR sowie die bisherigen Erfolge bei der Angleichung des Wirtschafts- und des Rechtssystems an EU-übliche Verhältnisse dargelegt wurden. Es handelt sich also um ein Dokument, mit dem die Slowakische Republik ihre "EU-Reife" unter Beweis stellen will und das, obwohl es sich selbstverständlich um eine rein subjektive Selbstdarstellung handelt, doch interessante Einblicke in den laufenden wirtschaftlichen und gesellschaftlichen Transformationsprozeß gestattet. Daher haben wir uns entschlossen, dieses Begleitdokument zum slowakischen EU-Beitrittsgesuch im Rahmen unserer Dokumentation wiederzugeben.
    Das Dokument wurde in englischer Sprache vorgelegt. Der nachfolgend veröffentlichte Wortlaut wurde in keiner Weise verändert.

National MAP of Slovakia Programme Declarations of the Goverment of the Slovak Republic (1998) The Government will enforce an optimal variant of guaranteeing the security through the full NATO membership. The fulfilment of this aim will find its concrete expression in the internal and foreign policy of the Government. For this purpose, it will prepare a complex security and defence strategy and a conception of the reform of the armed forces. The Government will prepare and submit constitutional acts on security and defence, acts on ensuring the defence and armed forces and other legal norms that will precisely define the activities of the state bodies in fulfilment of the fundamental aim of national defence, i.e., ensuring its sovereignty and territorial unit. The Government will continue to fulfil the aims of the strengthened Partnership for Peace, develop mutually advantageous multilateral and bilateral cooperation between the armed forces of the Slovak Republic and armed forces of the developed democratic states. It will support peace, humanitarian and rescue operations of the United Nations Organisation, the Organisation for Security and Cooperation in Europe, NATO and the Western European Union by active participation of its armed forces, and will share in the realizing the programme of establishing an armed forces joint brigade from the countries of Central Europe.
