Because of another round of thunderstorms, only three of eight classes set to begin competition in the Olympic regatta Monday got races in before the rains and lightning began. ''It's pretty frustrating, to prepare four years for this and not get to race on the first day,'' said Mexico's Laser entry Antonio Goeters. ''But then again, it makes things exciting.'' Sadly, it is and possibly always will be little understood. Like all small craft sailing classes, the best informed spectators are the competitors. It has taken twenty years of two steps forward and one back for Olympic Boardsailing to get to the level it is now. As a consequence of the Olympic Boardsailing Class's current achievements, governments are allocating a lot of funding towards growing the sport. History - A Brief History Past Winners 1999 Website A Brief History The Volvo Youth Sailing ISAF World Championship has been staged at different venues around the globe, ranging from New Zealand and Australia in the Southern Hemisphere (1983 and 1987 respectively) to Greece (1994) through to Cape Town (1998) and Finland (1999). The 2000 event to be held in Sydney is the thirtieth running of the championship. There have been a number of changes over the years, ranging from an increase in competitor numbers different boats and most significantly in 1990, classes for girls. Over the years the way the event is managed on and off the water has changed significantly, often leading other major events, including the Olympic Games. One of the key people behind those changes, who helped transform the stature of the event from a yearly gathering attended by only a selected few nations in the early eighties, to the professionally managed and well structured international regatta it is today was Briton, John Barker. Seeing the potential of the event to become a truly significant world regatta, Barker, a former Rear Admiral in the Royal Navy and one of the key figures behind the British effort in the Falklands conflict, became a pivotal force in transforming the face of what was then the IYRU Youth Worlds. He remained a champion of the event and Chairman of the ISAF Youth Sailing Committee until ill health forced his retirement in 1998. Coming into the organisation of the event in 1987 Admiral Barker was a driving force in the introduction of sponsorship and, in 1991, the use of short course racing with a two races per day format, only introduced at the Olympic Games for the first time in Savannah in 1996.

HISTORY Carlyle Sailing Association is an Illinois Not-For-Profit Corporation formed in 1954 as Valley Sailing Association (VSA). The directors of VSA, aware of the shortcomings of the original location and the growth of sailboat racing, investigated sites at several of the lake projects being planned. The most attractive site was Lake Carlyle. The lake consists of 26,000 acres of water, approximately 8 miles-long and 3 miles-wide. The site is located about 55 miles east of St. Louis, Missouri. The directors of VSA spent hundreds of man-hours planning a new sailboat harbor. These efforts resulted in a lease agreement with the Illinois Department of Conservation for the present location. In the spring of 1971, the VSA Corporation moved two-thirds of its membership and assets to Carlyle Lake. Paved boat parking and drives, three jib cranes and 400 feet of dock comprised the major site facilities at the time of occupation. The building complement included a house trailer for the harbormaster, a utility shed, and a "his" and "hers" privy. Through the judicious balance of income and expenditure and participation by the membership, the amenities at CSA have expanded through the years. In 1973 a three-pod pavilion structure was completed. Nineteen seventy-four saw the installation of a rest room/shower facility by the State of Illinois. The harbormaster moved into a new residence in 1975 and an observation building providing shelter from the elements was erected in 1976. Over the years, barbecue pits, children's play area, landscaping, expansion of docks and cabin boat-parking areas, and beach facilities for catamarans were

Woollahra Sailing Club is one of the most predominant and successful dinghy sailing clubs in Australia. Centrally located on elegant Sydney Harbour ( Racing area for the Sydney 2000 Olympics) ,Woollahra Sailing Club has a range of excellent facilities including a large concrete launching ramp, a new wharf and crane, a sizable boat storage yard, and a club house (which accommodates a canteen, change rooms, and a function room overlooking the harbour). The Club has many different classes of small boats, sail boards, and kayaks within its grounds but mainly conducts racing for Lasers, Radial Lasers, Tasars, 29ers, 49ers, Manly Juniors, and Flying Elevens. However, Woollahra Sailing Cub had a very humble beginning, being founded at a meeting on the 8th of May 1953 by seven enthusiastic Moth Class sailors resonating from the Woollahra Municipality, with Victor Friezer becoming President and Henry Arthur being appointed Club Captain. Racing during this period was typically conducted on Sunday Morning and consisted of no more than seven or eight boats sailing short courses in Rose Bay. In December 1958, Woollahra Sailing Club underwent a decisive change. It moved locations from a shed near the Rose Bay Police Station and took up occupancy over the other side of the Bay in the old RAAF officers' Canteen Building of the Rose Bay Flying Boat Base which was leased to the Club by Woollahra Council. Until 1974, the appearance of the Club house was that of a quintessential weatherboard building . Inside enclosed the smaller boats, with a number of the larger boats being stored on the grassed area. With the acquisition of the new Club House membership numbers leaped ahead.

Mike Horn, Harvard Sailing's coach from 1965 to 1997, should receive the most credit for producing some of Harvard's best sailors, and paving the way for it to produce many more. Mike first sailed at Harvard as a student - class of '63. A distinguished sailor, he was inducted into the Harvard Varsity Club Hall of Fame in 1991 along with teammate Carter Ford. Barbara Grant '73 and Janice Stroud '73 Both these women set standards for women's sailing. Barbara Grant was an A-division skipper in three consecutive National Dinghy Championships, and helped Radcliffe to it's 1972 win at Nationals. Although All-American status was not available to women during her career, she was one of the first women selected to the ICSA Hall of Fame. Perhaps Janice's greatest accomplishment was her performance at the 1972 National Dinghy Championships. Mike Horn stated that her record "simply will never be equaled - 12 firsts and two seconds in 14 races, winning the division by 34 points." Along with Grant, Janice was one of the first women selected to the ICSA Hall of Fame.

Southampton Boatshow Cathy Foster Olympic bid GUST drools at Southampton Boatshow A number of GUST members went to the Southampton Boatshow to look at the new boats and (in some cases) to look at the other visitors and stand personnel. After ducking and diving through Southampton to try to avoid the traffic we spent some time talking to charter companies to host the Euro Cup regatta in 2003. Unfortunately we found that most only have small numbers of keelboats but we have alternatives of looking at larger boats and sleeping on board which will reduce costs. We also spent some time at the Laser stand looking at the new SB3 keelobat which we're looking at using for GUST sailing in 2003. The advantages of the SB3 are:- -It only needs a crew of 3 (we've found getting 5 crew for the Hunters has been difficult at times) - It can be trailed behind a normal car and launched without a crane - It's a new class with a backing from a major manufacturer whereas the Hunter 707 has ceaced production.
