    FOREWORD
    This is the fourth guide in the series Teaching the History of Science: Resources and Strategies, published under the auspices of the Committee on Education by the History of Science Society. These guides, written by specialists, are intended for the use of historians of science as well as general historians and any other teachers who wish to begin to revise a history of science course or to incorporate new topics into an existing course. The guides published in the Newsletter will be published, with other essays, as a pamphlet in mid 1989. Earlier guides appeared in the July 1986, April 1987, and Supplement 1988 issues of the Newsletter. The editorial board for each guide is drawn from the Society's Committee on Education. The committee welcomes comments on the value of these guides, as well as on suggested topics for future guides. INTRODUCTION
    The scarcity of good books in Western languages is not a result of the inherent unimportance of the subject. Today the Soviet Union has the world's largest community of scientists and engineers, exceeding that of the United States by almost a third, and this community has deep historical roots. Scientists and engineers in the tsarist empire had earned world fame for their achievements. Among the best known were Nikolai Lobachevskii, the first person to develop non-Euclidean geometry; Dmitrii Mendeleev, creator of the periodic table of the chemical elements; and Ivan Pavlov, the noted physiologist and the first Russian to receive a Nobel Prize.

    Science and Technology
    T he Library of Congress has assembled one of the world's largest and most diverse collections of scientific and technological literature and one that reflects Europe's centuries-old leadership role in many areas of science. Of the Library's four million scientific monographs amassed, most are written in English and other major European languages; between one-third and one-half are of European provenance. By and large, they are housed in the general collections. All fields are richly represented, excepting clinical medicine and technical agriculture, works of which are collected by the National Library of Medicine and the National Agricultural Library, respectively. The Library has in its possession many of the early seminal European works pertaining to science. The Rare Book and Special Collections Division holds an original copy of Sir Francis Bacon's Instauratio Magna, popularly known as Novum organum (London, 1620), which proved persuasive in its explanation of the scientific method. Students of the history of science will be interested in the Library's complete first edition of the works of the Greek mathematician Archimedes, published in 1544 under the Latin title Opera, quae quidem extant, omnia. It is this publication that allowed Archimedes' largely forgotten essays, composed in the third century B.C., to leap across the centuries and inspire the mathematical pursuits of Galileo, Descartes, and Newton. In turn, many of the original publications of these three scientists are also available at the Library.

    New US-Russia 155 Mbps NaukaNet is Operational!
    The NaukaNet network has been upgraded to a 155 Mbps service between Starlight in Chicago and Moscow. Due to the unexpected financial collapse of the previous telecommunications carrier, Teleglobe, the previous 45 Mbps network ceased operation on June 1, 2002. The NaukaNet team has been working since that time on a new and much improved network service. Telia is the new carrier the new circuit began operating September 12, 2002. The graphics below point to PDF files which clearly show the growth in network usage over the past several months. The new NaukaNet network should have capacity sufficient to carry the program at least through the end of December, 2002 with no network congestion. NaukaNet is a joint US-Russian project sponsored by the US National Science Foundation and the Russian Ministry of Industry, Science and Technology to provide next generation Internet services to collaborating US-Russian scientists, educators and students.
