With research demonstrating the overall success of school voucher programs in Milwaukee and Cleveland, and with the constitutional issue of public funding of religiously affiliated schools headed for resolution in a seemingly God-tolerant Supreme Court, defenders of the educational status quo have been reduced to fanning fears that government support of greater parental choice would transform public schools into dumping grounds for difficult-to-educate students. SMITHFIELD Prompted by new federal rules, the state has launched a five-year plan to expand access to special-education services, especially at young ages, and stop the misdiagnosis of healthy children as "disabled." In 2000, Rhode Island ranked first in the nation in the proportion of students in special education nearly 1 in 5 more than 3 percent higher than the national average, and more than twice the state's rate 20 years ago. In fiscal 2000, Rhode Island spent more than $243 million on special education, a 152-percent increase from 1990, or twice the growth rate of education expenditures overall. Every year, schools superintendents complain to local and state officials that they can't keep up with the skyrocketing costs. And yet despite the huge investment, it's unclear whether all the students who need special-education services are getting them especially those in minority groups. Blind and visually impaired students are widely recognized to be underserved in Rhode Island, with support varying substantially from town to town.

Anecdotes and stories are often cited to support the need to amend Chapter 766 in ways that would be drastic and devastating for children. However, the facts clearly demonstrate that these anecdotes present a distorted view inconsistent with reality. FICTION: Parents and advocates are unreasonable and consistently oppose efforts to reform Chapter 766. FACT: Parents and advocates actively participated with 15 statewide organizations to develop a comprehensive and far-reaching Special Education Reform Proposal. This proposal, which represents major concessions by parents, addresses mechanisms to tighten eligibility, reduce costs for independent evaluations, revise discipline standards for children with disabilities, and increase the state’s share of special education costs. Parents and advocates developed this Reform Proposal in conjunction with state organizations representing superintendents, school committees, principals, special education directors, private schools, collaboratives, and teachers unions. FICTION: Special education is out of control —the numbers and cost are skyrocketing and no relief is in sight.

Introduction
Rhode Island's strategic plan to build a statewide system for school-to-work transition focuses on the key components in the School-to-Work (STW) legislation - work-based learning, school-based learning, and connecting activities. Rhode Island's transition effort is distinguished from other states by the inclusion of family involvement as a core concern in its efforts to redefine the structures and relationships of school and work. The statewide STW system will build on current practices that have demonstrated success in (1) providing students with practical "hands-on" experiences at various worksites; (2) providing students the maximum opportunity for career awareness and development, self assessment and access to a curriculum based on high standards; (3) facilitating the partnership of business and education to accomplish the goals; and (4) providing a structure and encouragement for families to participate in the education and career preparation of their children. The vision that Rhode Island holds for the youth in our state is that all schools, through the collaboration of all members of the school and community, will infuse into their curriculum and support structures the values of life-long learning and provide all learners with a strong 21st century education based on high standards, multiple learning models and effective use of technology, resources and community.
