Introduction
America is blessed with many excellent schools. However, when it comes to a public duty as essential as educating children, "many" is not enough. Every child deserves to learn at an excellent school. While the federal role in education is small when compared to the responsibilities of state and local governments, President Bush's Administration and Congress are committed to using this role to improve the culture of education and encourage reform throughout the system. The source of a good education is found in the family. You are your children's first teacher. You play a critical role in ensuring that they make steady progress in school, that they go to schools that hold them to high standards, and that the schools help them meet those standards. The heart of President Bush's No Child Left Behind plan is a promise to raise standards for all children and to help all children meet those standards. Because we cannot know whether schoolchildren are reaching those standards unless we measure performance, President Bush's plan requires annual tests for all children in grades three through eight in the core subjects of reading and math. These assessments will allow parents and officials to hold schools accountable for ensuring that every child learns. Finally, President Bush is committed to promoting the very best teaching programs, especially those that teach young children how to read. His plan, in partnership with parents, communities, and schools, ensures that every child in America will receive an excellent education.

LAS VEGAS –
Delegates to the American Federation of Teachers biennial convention today voted to adopt a “blueprint” for raising standards and ensuring fair treatment for the nation’s 425,000 adjunct college and university professors.
Across the United States, colleges and universities increasingly are relying on part-time/adjunct faculty as a low-cost substitute for full-time professors. Two out of every three first-time hires in U.S. community colleges are part-timers, and full-time tenure-track faculty no longer teach the majority of introductory courses at many elite institutions. This is a dramatic change from the traditional practice of using outside professionals to teach specialized courses or to fill short-term staffing shortages.
Nationwide, 43 percent of the country’s college and university faculty are classified as adjuncts or part-timers, up from 33 percent a decade earlier. Most are poorly paid; work without healthcare coverage, a subsidized pension or other benefits; most lack employment security or protection against arbitrary dismissal; few are provided with paid office hours, e-mail accounts or university telephones to communicate with students; and almost none are included in departmental or university decision-making. Alan Harper, an adjunct at New York University, summed it up this way, “The university gives me a street address and a room number – and that’s it.”

National Literacy Strategy The National Literacy Strategy, introduced in all schools in September 1998, is raising educational standards for all primary aged pupils. Under the literacy strategy all pupils receive a daily dedicated Literacy Hour which maximises opportunities for high quality oral work, guided reading and writing, structured teaching of phonics, spelling and grammar. The Literacy Hour shifts the balance of teaching from individualised work towards more whole class and group teaching which means that pupils spend more time learning and working together. In the Literacy Hour, pupils spend about three-quarters of their time being taught as members of a whole-class or a smaller ability group and a quarter of their time is spent on independent reading or writing work. If you are qualifying to teach at Key Stage 1 and/or 2 you will need to know and understand the frameworks, methods and expectations set out in the National Literacy Strategy.

Primary Focus aims to support PE delivery by raising the profile of the subject in Primary schools. We hope the articles and issues raised will provoke discussion and help establish common aims. The government has set out its stall on British Sport. The government has backed up its proposals with hard cash, which is always good news. The introduction of more sports co-ordinators and the knock-on benefits of specialist sports colleges on their feeder primary schools are also positive signs of a healthier sporting future. The new revised PE curriculum includes the 'aspiration' that "all pupils will spend two hours a week on physical activities within and outside the school day." This typifies how Primary School PE has traditionally been managed – too vague and yet too prescriptive all at the same time. Although many, many Primary teachers still give up hours of their own time in all weathers to promote and deliver sport in their schools, these are big assumptions indeed.
