FOR RELEASE:
June 11, 2002 U.S. Secretary of Education Rod Paige today issued a call to action to states to radically transform their teacher certification systems by raising standards and lowering barriers that keep many highly qualified candidates from pursuing teaching careers. Paige issued the call to action during remarks at the first annual Teacher Quality Evaluation Conference held in Washington, D.C. The charge to states was based on a key finding in the first annual report to Congress released today on teacher quality nationwide, Meeting the Highly Qualified Teachers Challenge. The report's data show that state certification systems allow into the classroom too many teachers who lack solid content knowledge of the subjects they will teach. The No Child Left Behind Act calls for highly qualified teachers–teachers demonstrating subject knowledge and skills in reading, writing, mathematics and other basic subject areas–to be in place in every classroom by the end of the 2005–06 school year.

Assessment and Equity in the Oakland Public Schools

I. Introduction
Lackluster educational outcomes have led to a renewed emphasis on standards and assessment nationally. Those concerned with the future of poor and minority students must take action in those instances where the schools are truly failing to educate. To demonstrate this failure requires data, and the main sources of such data continue to be standardized test results. However, traditional standardized tests have been roundly criticized for systematic bias against minorities, and for encouraging teachers to narrow their curricular aims to suit the demands of the tests. Performance-based tests are being developed to correct these problems, providing supposedly more reliable measures of student abilities, and modeling the type of instruction desired. It remains unclear, however, if these tests will help correct inequities, or merely continue to reflect them. The Oakland Unified School District (OUSD), where I have taught junior high school science for the past nine years, is attempting to develop a heightened sense of accountability on all levels. Educational leaders in Oakland currently rely on standardized tests for critical performance data, but they recognize the problematic nature of this, and are pursuing the development of alternatives. I will look at the systems Oakland has in place, the administration's plans for future measures of student performance, and briefly explore teachers' perspectives on the subject. In particular, I want to uncover how a renewed emphasis on standards and student outcomes fits with efforts to reform education in the district. How can this approach moves us ahead? What are the pitfalls, especially in district that is composed primarily of students who are non-white?

Raising the Standard: Georgia’s Leadership in Teacher Preparation Reform Earlier this year President Bush signed the “No Child Left Behind Act,” providing education, business and community leaders renewed opportunities to improve teaching quality and student achievement. The Act calls for all teachers to be highly qualified by the 2005-2006 school year and will provide substantial funding to improve teaching, particularly in low performing schools where students need the most knowledgeable teachers. Research on teaching and learning tells us that quality teachers are those who not only know their subject matter, but also know their students well, know how to manage classrooms, understand how students learn and can assess their learning, and know how to use diverse teaching strategies that enable their students to reach higher academic standards. These necessary qualities cannot be underestimated, given the growing diversity of America’s student population. Today’s teachers must know a great deal about teaching literacy at different ages, and working with second-language and special needs learners. The University System of Georgia has taken major steps to strengthen its teacher education standards and to ensure that all the state’s teachers — no matter how they enter the profession — meet the same high standards. IMPROVING LEARNING THROUGH HIGH STANDARDS
Holding Schools Accountable for Student Performance

I n recent years, the standards movement has become a defining force in education reform. Supported by federal leadership and resources, 49 of the 50 states have established student performance standards with required testing. More than 30 states penalize school districts when student test scores fall below certain levels. Within the next three years, a majority of the states plan to require students to pass a test in order to graduate from high school. On the whole, the standards movement has made positive contributions to the cause of raising student achievement. It is essential to set goals and to measure progress against them. This empowers educators, parents and policymakers to evaluate whether reforms are working and make mid-course corrections. Most important, assessments can empower teachers to tailor instruction to best help their students master the subject matter. Unfortunately, the standards movement has made rapid, far-reaching changes in how vital education decisions are made without the benefit of research showing whether their outcomes are positive or negative. In particular, the scope of change has caused four major problems:

For instance, one song talks about 'short skirts' and 'having fun'. We discuss the consequences of actions and the messages they send, if that is really what we want the opposite sex to think. When she was singing the words of a song in which a girl was singing 'will you be my lover?' we asked her if she knew what the singer meant when she said "lover." Interesting discussion...The purpose of these discussions is not to emphasize the negative,or to belittle our daughters taste in music. It is just to emphasize that we all need to be aware of our own standards and where the things that surround us everyday fit in with our standards. More importantly, we try to teach her that she is not a sponge and she doesn't have to soak up whatever has happened to spill on the floor, but that we can make good, conscious choices, because we are capable of that. Never to rely on someone else to rate entertainment for you, they probably don't have the same standards that you do.
