Criterion 3 Forest management shall maintain forest ecosystem health and vitality The intent of this criterion is to protect and maintain the health and vitality of forests through the good management of both external and internal damaging agencies, such as insects, disease, competition from exotic species etc. that can affect basic ecological processes and cause significant change to the condition of forests. REQUIREMENTS MEANS OF VERIFICATION GUIDANCE 3.1 The forest manager shall identify external and internal damage agencies and protect forests from damage agencies which may affect productive capacity. The identified damage agencies shall be considered in the development of forest management plans or equivalent instruments and appropriate actions implemented. The damage agencies to be managed include at least:
  • weeds (including their spread);
  • pests (including feral animals); and
  • diseases or pathogens. The process of management should include procedures for:
  • forest health surveillance
  • control or eradication
  • documenting the use of control agents and measures

    SOIL BIOLOGY and SUSTAINABLE AGRICULTURAL SYSTEMS
    Better management of beneficial and pest soil invertebrates is essential for heatlthy soils. This research focuses on the role of earthworms and soil insect pests of horticulture, plantation forestry and amenity turf. Surveys in agricultural soils in SA, VIC and southern NSW have shown that earthworm communities are dominated by accidentally introduced European species. Anecic species (those that feed at the soil surface and burrow deeply in a predominantly vertical fashion) are especially lacking. Such species can markedly influence soil structure, fertility and plant production. Native earthworms are more common in southern NSW than elsewhere, but still constitute a minority in the populations there.

    Insects and Disease ALASKA FOREST INSECT AND DISEASE SURVEYS
    The Alaska Department of Natural Resources (DNR) recently published a CD-ROM of its forest insect damage coverages, including several maps based on data collected during annual statewide aerial surveys. The CD includes spruce bark beetle damage coverages as well as a number of conifer and hardwood defoliators. Aerial surveys are conducted jointly each summer by federal U.S. Forest Service, Forest Health Protection and Alaska DNR, Division of Forestry entomologists to assess forest condition statewide.     Significant Diseases of the Urban Forest:
    Vascular wilt diseases in American elm Trees: Follow-up survey to the province’s first confirmation of Dutch elm disease in Wainwright, Alberta, last year has shown no further cases there confirming that with early detection, the natural spread of this disease in Alberta is more manageable than in areas where elms are indigenous. New elm wilt symptoms continue to be seen in Edmonton with another fifty eight cases this year following a survey in some of the most susceptible areas. Eighteen identifications so far have all confirmed the fungus Dothiorella ulmi ). Plotting of wilt cases against elm density shows a significant relationship between elm wilt prevalence and certain high elm density areas (Saunders 2000). In these particular wilt-disease prone areas, the adoption of area-wide sterile tree pruning as opposed to just sterile pruning of individual hazard trees has emerged as a recommendation for immediate implementation. Since 1996 more than one hundred and seventy cases of wilt diseased elm trees have been discovered in Edmonton. Identification of the causal organisms by Dr. J. P. Tewari shows none of these cases are Dutch elm disease. Instead around 90% are attributable in whole or in part to the fungus
