Web posted at: 11:52 a.m. EST (1652 GMT) PORT MORESBY, Papua New Guinea (CNN) Mercenaries hired by the Papua New Guinea government to help put down a rebellion on Bougainville island are going back home, according to pilots-for-hire who said Wednesday their contract had been canceled. "The contract's terminated. It's as simple as that," one of the pilots told reporters in Singapore. "It's better for both sides." The pilots, who declined to be identified, said they were on their way home to South Africa after only arriving in Papua New Guinea on Sunday. Earlier Wednesday, protesters delivered a petition to Prime Minister Sir Julius Chan demanding his resignation and calling for the mercenaries to be sent home. Chan said he was considering canceling the contract his government signed with British-based Sandline International for the hire of the mercenaries. Chan said that six of 40 mercenaries already in the country had left, and that the remaining 34 were confined to barracks in the north of the country. Army troops there threatened to deport the soldiers-of- fortune.

Who is APN+
APN+, which stands for Asia Pacific Network of People Living with HIV/AIDS, was first set up in February 1994 when 42 PWAs from 8 different countries within the Asia Pacific region met up in Kuala Lumpur, Malaysia. The PWAs present then were people from Australia, Taiwan, Hong Kong, Japan, Thailand, Malaysia, Singapore and India. These PWAs met up to lobby for the betterment of PWAs in the Asia Pacific region. This gave birth to APN+. During the Kuala Lumpur meeting, a board of representatives was set up. In July 1994, the board members had their first board meeting in Bangkok where workplans and structures were drawn up. The secretariat was then based in Kuala Lumpur, Malaysia under the professional supervision of Jack Singh, the founder of APN+. In August 1994. APN+'s name appeared in the 10th International Conference on AIDS in Yokohama, Japan. Many also got to see APN+'s first brochure publicising its network. A call for more countries within the Asia Pacific region to join APN+ continued. By end of 1994, APN+ managed to recruit the Philippines into the network. APN+ was restructured in September 1995 during the 3rd Regional Conference on AIDS in Chiang Mai, Thailand. The secretariat was moved to Singapore and Paul Toh was officially appointed the Coordinator of the regional secretariat at APN+.

A team of crack police and military officers are training to ensure that Fiji's new government to take over after this week's general elections will be well protected, Fiji's Daily Post reported. Police Director of Uniform Operations Romanu Tikotikoca said the joint police-military protection team will play a critical role in dealing with security matters. "This will continue after a new government is sworn in and the opening of Parliament," he told the Daily Post. Mr. Tikotikoca said to prevent what happened last year, where the democratically elected government was overthrown, the joint security team will take over security. "Much has been said that if Mahendra Chaudhry comes back there will be trouble," Mr. Tikotikoca told the Daily Post. But the senior police officer said the situation is very stable and calm at the moment and he sees no sign of a threat that will disrupt elections. The elections return Fiji to democratic government after the coup last year. Indigenous Fijian rebel gunmen took hostage the government led by Mr. Chaudhry, Fiji's first ethnic Indian prime minister, and forced its overthrow.

OVERVIEW
The South Pacific nation of Papua New Guinea (PNG) is situated in the eastern half of the world's second largest island, New Guinea. Of the island's total land area of 46.2 million hectares some 78% or 36.125 million hectares is comprised of forests (Saulei, 1997). Much of PNG is dominated by lowland rainforests which are home to an array of diverse flora and fauna (Lamb, 1991). In elevations of about 1000 metres, a transition from lowland rainforest to montane forest is noticeable and in even higher areas (above 300 metres) alpine forests can be found (ibid). Mangroves are also found along the coastal areas of this island nation. See map below. PNG's forests are classified as being part of Malesia which includes the nations of Malaysia, Indonesia, the Philippines and the Solomon Islands. However, despite being part of Malesia, PNG's forests are noted for their relatively rare stands of Dipterocarp species . The forests have canopy heights of over 30 metres with taller emergents being over 50 metres. Palms and vines are also present in PNG's forests (Lamb, 1991). As previously noted, the total forested area in PNG is 36.125 million hectares; of this, some 15 million hectares are accessible and therefore are a potential source for harvesting (Saulei, 1997). In fact, much of these areas have already been felled for agriculture, infrastructure, the mining of oil exploration and logging operations (ibid). Even though PNG's forest area is not as great as its neighbours (namely Indonesia), the country has a large forest area per capita. For example, PNG has 4.5 hectares per capita while Indonesia has 0.5 hectares per capita (Lamb, 1991). Similarly, the timber resource per capita is also high with figures for PNG holding at 586 cubic metres per capita while estimates for Indonesia suggest 97 cubic metres per capita (ibid). Such high figures, while indicative of virgin stands and timber abundance, can appear lucrative to opportunist logging companies.
