You sense a home where people like each other—where the art over the huge mantle is charged with emotion, and the framed faces on bookshelves are exuberant and wearing graduation caps. Don't bother because at least 100 pairs of shoes will scramble over them throughout the day with an even more relentless desire: To succeed in high school. The Open Meadow Learning Center is a private alternative high school tucked in a north Portland neighborhood. It's about as far as you can go before falling into the Willamette River. In an action-packed six-month session, the legislature replaced the teacher-tenure system with renewable contracts, directed the state school board to create a process to reward high-performing schools, expanded the state's alternative education act, and consideredbut didn't passa charter school law. The legislators also kept the topic of funding on the front burner, debating both whether and how to continue subsidizing schools at the same level they enjoyed before the passage of two property-tax-limitation laws. Hundreds of parents and children regularly descended on the Capitol in Salem, keeping the pressure on legislators to maintain a relatively high level of school funding. Both the governor and the speaker of the House formed task forces to study how much it would cost for a child to receive a high-quality education. One of the most dramatic policy shifts the state executed last year was in tenure reform.
