What is the Teacher Registry?
The Special Education Teacher Registry is a training project funded by the Oklahoma State Department of Education and coordinated by the Center for Learning and Leadership of Oklahoma. Registry training was created as a mechanism to provide approved training in federal criteria areas for which no special education certification exists. These federal criteria areas include: Autism, Traumatic Brain Injury (TBI), Multiple Disabilities, Deaf/blindness and Other Health Impairment (OHI). Thirty-two hour trainings have been developed and are coordinated by the Center for Learning and Leadership. Other entities may be approved to offer training by completing an application approval process. For more information about this process contact Chris Francl, Registry Coordinator at the Center for Learning and Leadership.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    • Oklahoma has established an independent standards board, the Oklahoma Commission for Teacher Preparation (OCTP) . This commission became fully operational and funded on July 1, 1997 after six years as a policy and planning group. The enabling legislation required the OCTP to develop a competency-based teacher preparation system; develop a rigorous new assessment system for new teachers; and develop a system of professional development institutes for teachers to enhance the subject matter competencies and teaching skills of teachers throughout their careers.
    • To support the new program accreditation system, the OCTP has accomplished the following:
      • Revised teacher education program standards to reflect national and state goals for improving teacher performance. Trained more than 200 members of the Oklahoma education community to conduct joint accreditation site visits using NCATE and State standards. Training is now in progress to retrain all commission members as well as a cadre of individuals for site visits using the new NCATE 2000 performance standard.

    Applications for positions in Sapulpa Public Schools shall be submitted on the forms provided by the Personnel Office. Teacher Induction Programs: An Oklahoma Perspective. Action in Teacher Education In Oklahoma published an Entry Year Assistance Program Framework, along with program time lines and forms to guide mentors and mentoring programs in accomplishing the tasks required by the state program. To some extent this publication was an attempt to reduce some of the wide variations seen in mentoring programs across the state, but it also was an attempt to improve the quality of the programs because the framework, time lines, etc.which were provided were based on the lessons learned in the Oklahoma Entry Year Assistance Program since it had began ten years earlier. In In the State Dept. of Education published a "Resident Teacher Packet" which has about 12 pages of guidelines and at least as many pages of the forms for observation and reporting to the SDE. The packet provides time lines, regulations and role responsibilities for all parties to the program, including a page of the responsibilities of mentor teachers. Mentors are limited to the support of one Resident Teacher at a time. Mentors are required to invest at least 72 hours of time in support, observation, and consultation with resident teachers, for which they are paid $500.

    Reforms in Preservice Preparation Programs and Teacher Certification Standards
    Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
    Professional Development Schools
    The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.

    Performance Assessment Click here for .pdf Section 207 of Title II of the Higher Education Act mandates that the U.S. Department of Education collect data on state assessments, other requirements, and standards for teacher certification and licensure, as well as data on the performance of teacher preparation programs. The law requires the Secretary to use these data in submitting an annual report on the quality of teacher preparation to the Congress.
    Upon admission to the Teacher Education Program, candidates may begin taking courses that give them basic teaching skills and necessary professional knowledge. Student teaching is the last phase of the teacher preparation program. During this phase, candidates are placed in the classroom for twelve weeks. In 1999-2000, OBU had 59 student teachers placed in various public schools in the surrounding area. Student teachers are supervised by full-time and part-time faculty. During the 1999-2000 school year, these 59 student teachers were supervised by 38 full-time and 21 part-time faculty.
    The State of Oklahoma requires teacher candidates to pass a minimum of three competency-based assessments and develop a portfolio documenting their knowledge and skill levels. This portfolio provides a description of the activities in which the teacher candidate has been involved as a part of the teacher preparation process. The competency-based assessments, which were fully implemented in September 1999, include:

    Certification News March 13, 2003 Update
    Legislators have filed several bills that amend teacher certification laws in Texas. The most notable are HB 318 and HB 684 by House Public Education Committee Chairman Kent Grusendorf (R-Arlington).
    HB 318
    would allow anyone with a bachelor's degree to receive a teaching certificate after passing only the content portion of the ExCET/TExES. Currently, to be certified in Texas, an applicant must pass both a content exam and a pedagogy exam. HB 318 does not require any training or testing of teaching skills. HB 318 has been referred to the Public Education committee but has not yet been heard.
    HB 684
    overhauls the State Board for Educator Certification (SBEC) entirely. Among the provisions of HB 684 are measures that would end the State Board of Education’s (SBOE) oversight of SBEC rules, and in exchange, allows the SBOE to appoint two individuals, possibly SBOE members, to serve on the SBEC. HB 684 also contains a provision that would reduce the number of teachers on the SBEC to three and the number of public members to four. HB 684 also requires the SBEC to perform criminal history checks on applicants for school district teaching permits and requires state and national criminal history checks of all applicants. The applicants would pay the costs of these checks.
