    Dispatch Higher Education Reporter The leaders of Ohio public universities say they're glad the governor is proposing to exempt Ohio State University from a statewide limit on tuition increases. In a move that has provoked little opposition, Taft's budget, which was introduced yesterday, would grant Ohio State a two-year exception to the 6 percent cap on tuition increases. If state legislators approve the provision, tuition would increase by about 19 percent by fall 2003. "I think it's encouraging that there's recognition that certain universities have niches,'' said Holly Wissing, spokeswoman for Miami University in Oxford. Miami has the highest tuition among the state's public universities: $6,403 a year for in-state, full-time undergraduates. Ohio State's tuition is $4,383. Miami and other universities have been arguing for years against the cap, saying price decisions are better left to the schools.

Fredericka, Executive Director of INFOhio. "This speaks both of the need for current information that SIRS provides, as well as the increased sophistication of students and teachers to make use of current information technologies." Statistics compiled by INFOhio staff show that most of this increased use is attributable to SIRS Discoverer Deluxe. In addition to school use in classrooms, library/media centers, offices, and computer labs, INFOhio has licensed SIRS Discoverer Deluxe for home use by students and teachers. A user name and password, available from school librarians and technology coordinators, enable any student or teacher with home Internet access to continue using the reference database after school hours. "INFOhio is redefining the school library," Fredericka stressed. "It is no longer limited to a room within the school. The school library is now wherever a patron can access the Internet."

    Ohio Schools - Five Year Forecasts
    This website contains the General Fund five-year forecast for City, Local, Exempted Village and Joint Vocational School Districts as filed with the Ohio Department of Education as required by of the Ohio Revised Code . It reflects three years of general operations, General Fund and DPIA Fund, historical revenues and expenditures, as well as a forecast of the present fiscal year and four additional fiscal years. A school district’s General Fund is a fund designated to report general operations of a district that are not required to be reported in a different manner, which reflects the receipt and expenditure of most tax dollars, even though it does not reflect all financial activity of a school district. The DPIA fund, Disadvantaged Pupils Impact Aid, is a special revenue fund containing only state revenue and the distribution of which is based upon a calculation of disadvantaged students in a school district. The reader should remember that a forecast is somewhat like a painting of the future, which is based upon a snap shot of today that has been adjusted to reflect all known activities of the future along with certain assumptions and predictions of what may happen. In other words, it is a living document that becomes outdated once any additional information has come to light, which may introduce new known events or changes in assumptions for the future. As such, the five-year forecast is a good planning tool at best and will change periodically as updated information becomes available. School districts are encouraged to update their forecasts with the Ohio Department of Education when events take place that will significantly change their forecast.

    General Legislative Provisions
    This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state.     How to find the Quinn Library:
    The Chillicothe Campus of Ohio University is located in south central Ohio on the western edge of the city of Chillicothe , Ohio's first capital. The campus can be found by taking University Avenue from Western Avenue (US Route 50). The Library is housed in the Stevenson Center, a one-story brick building just left of Bennett Hall.

    The Quinn Library occupies half of the Burton E. Stevenson Center, a multiuse facility constructed in 1973. The Library houses a collection of over 46,000 volumes, 405 periodical titles, and audiovisual resources. The library itself was named in 1990 for Esther Taft Quinn and Robert Emmet Quinn, in honor of their dedication and generous contributions of time and resources for the benefit of Ohio University-Chillicothe and the student body.     OET was formed to foster the growth and development of public telecommunications in Ohio and to provide all Ohio citizens with access to the services provided by public stations. To this end, the OET network links Ohio's 12 educational television stations, 34 educational radio stations and nine radio reading services in a statewide system and provides grants to those stations to subsidize operations and programming. In addition, OET, through eight educational technology departments and foundations, supplies the 12 television stations with instructional programming (ITV) that is broadcast via OET's fiber optic interconnection system to all Ohio schools. OET is an independent state agency governed by an 11-member commission created in 1961 by the 103rd Ohio General Assembly. OPERATIONS
    OET also administers the file server running Ohio's Telephone Reader , which allows print-handicapped users to scan a number of local newspapers and listen to stories they select via a touch tone phone. DISTRIBUTION OF FUNDS
    • Maintenance of Operations Center: OET uses these funds to continually maintain and upgrade the Network Operations Center with its broadcast quality video tape recorders, testing, monitoring and processing equipment, signal routing switchers, four satellite uplinks and six satellite downlinks.
