GOVERNMENT OF CANADA, THE NORTHWEST TERRITORIES AND AKAITCHO FIRST NATIONS SIGN INTERIM MEASURES AGREEMENT LUTSEL K'E, NWT (June 28, 2001) - Negotiators representing the Akaitcho Territory Dene First Nations (Akaitcho DFN), the Government of the Northwest Territories (GNWT) and the Government of Canada today signed an Interim Measures Agreement in Lustel K'e. Robert Nault, Minister of Indian Affairs and Northern Development, is pleased with the progress that has been made at the negotiation table. "We signed a Framework Agreement last July; the federal mandate to proceed with negotiations toward an Agreement-in-Principle was approved by Cabinet in April 2001; and now an Interim Measures Agreement is in place. We are moving forward." Interim measures are temporary arrangements introduced to afford a measure of protection to Aboriginal interests during the period that an agreement is being negotiated. Temporary arrangements of this kind have to be made within the framework of existing federal and territorial laws. The Akaitcho Interim Measures Agreement will lead to the creation of a pre-screening process where the Akaitcho DFN will review applications for various licences, permits, dispositions of lands. The precise nature of the pre-screening process for each type of application will be outlined in schedules that will be developed over the next few months.

Lord Northern Geoscience Centre
The C.S. Lord Northern Geoscience Centre, located in Yellowknife, the capital of the Northwest Territories, delivers government geoscience programs for the Northwest Territories. Our projects include petroleum geoscience, mineral deposit studies, kimberlite research, and multi-disciplinary field-based studies. Our archives contain thousands of geology maps and geoscientific papers. The Thelon Wildlife Sanctuary Canada's wilderness jewel click on map to enlarge Covering an area of approximately 26,000 sq. miles, the Thelon Wildlife Sanctuary, straddling the boundary of the Northwest Territories and Nunavut in Canada's mainland Arctic, is the largest and most remote wildlife refuge on the North America continent - and possibly the world. As there is little surrounding developments in this region, the unusual forest oasis located far out on the tundra truly represents one of the last great, unaltered ecosystems on our planet. For those few fortunate enough to have ever visited this extreme remote region, the experience is like stepping back to a time when grizzly, wolves and musk-ox ruled the earth... Every year, over 300,000 caribou calve within and migrate through the Thelon Sanctuary. Click to enlarge. Musk-oxen populations in the Thelon Sanctuary and surrounding areas have flourished over the past century. During the intense studies carried out by the International Biological Program (IBP) in the 1960's, the Thelon Sanctuary was identified as a 'Biological Site of Universal Importance'.

YELLOWKNIFE, NWT The Honourable Ethel Blondin-Andrew, Secretary of State for Children and Youth, on behalf of the Honourable Pierre S. Pettigrew, Minister of Human Resources Development Canada (HRDC), and the Honourable Charles Dent, Minister of Education, Culture and Employment (ECE), today signed the Canada-Northwest Territories Labour Market Development Agreement This significant agreement, scheduled for implementation on April 1, 1998, or a mutually agreed date thereafter, will enable the Northwest Territories (NWT) to assume an expanded role in the design and delivery of labour market development programs and services for unemployed Canadians in the NWT. Given the complex issues involved, ECE and HRDC have agreed that the actual implementation would be subject to a process that ensures an orderly transition and no interruption of service to the public. "This milestone agreement enables us to move forward with policies and programs tailored to meet the needs of the NWT labour market," said Minister Dent. "Our goal is to equip Canadians in the NWT with the skills and opportunities they need to be competitive in today's and tomorrow's economy." Today's agreement demonstrates the Government of Canada's commitment to withdraw from labour market training and to establish new partnerships with the provinces and territories for labour market development. These commitments were made in the February 1996 Speech from the Throne and in the Labour Market Development Proposal made to the provinces and territories in May 1996.

Northwest Territories Overview
Location
The Northwest Territories includes most of northern Canada - all the area north of the provinces and and between the Yukon and Nunavut. It stretches 3,560 kilometres to the North Pole and 4,256 kilometres from east to west, covering 1,171,918 square kilometres or more than 12 percent of the total area of the country.
The Northwest Territories can be divided into two broad geographical regions: The taiga is the boreal forest belt that circles the subarctic zone below the "treeline." The tundra is a rocky Arctic region where the cold climate has stunted vegetation. NWT includes Great Bear Lake (31,328 sq km, eighth largest in the world); Great Slave Lake (28,568 sq km, tenth largest in the world) and the Mackenzie River (4,241 km long, Canada's longest).
History
People

The Northwest Territories is the only place in Canada where over half of the population is Aboriginal. The present population of the N.W.T. is approximately 40 000. Dene, Inuvialuit and Métis make up 48%, non-Aboriginals about 52%. Most live in small communities; Yellowknife, the capital, has a population of more than 15 000.
