STATE DATA CENTER PROGRAM
The State Data Center (SDC) Program is one of the Census Bureau's longest and most successful partnerships. It is a cooperative program between the states and the Census Bureau that was created in 1978 to make data available locally to the public through a network of state agencies, universities, libraries, and regional and local governments. The Business and Industry Data Center Program (BIDC) was added in 1988 to meet the needs of local business communities for economic data. SDC lead organizations are appointed by the Governor of that state.
The SDC program's mission is to provide easy and efficient access to U.S. Census Bureau data and information through a wide network of lead, coordinating and affiliate agencies in each state. To accomplish this mission, the SDCs work in partnership with the Census Bureau through the Customer Liaison Office (CLO) and the Regional Offices of the Census Bureau. A Memorandum of Understanding between each state, the District of Columbia, and the outlying areas of American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the Virgin Islands supports this partnership.
The SDCs are official sources of demographic, economic, and social statistics produced by the Census Bureau. These data are made available by the Census Bureau to the SDCs at no charge (fees may be charged for customized products). The SDCs make these data accessible to state, regional, local and tribal governments, and non-governmental data users at no charge or on a cost-recovery or reimbursable basis as appropriate.

The Commonwealth of the Northern Mariana Islands
Preface: The relations between the Northern Mariana Islands and the United States are governed by the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America. Section 902 of the Covenant provides for regular, good-faith consultations between Special Representatives appointed by the President of the United States and by the Governor of the Northern Mariana Islands on all matters affecting the relationship between the two governments. The Special Representatives of the Governor offered the position paper below in late 1986, shortly after President Reagan announced termination of the United Nations trusteeship under which the Northern Marianas had been administered by the United States. The position paper urged adoption of language affirming the right of local self-government of the Northern Marianas. The language was intended to be included in a joint report by the Special Representatives to the President and the Governor. No agreement was ever reached on language for a joint report on the subject and no report was prepared.

CRISIS IN CHUUK MAY IMPACT NORTHERN MARIANA ISLANDS By Ulysses Torres Sabuco SAIPAN, Northern Mariana Islands (June 14, 2002 – Marianas Variety)-Some local officials believe that Chuuk’s financial crisis could result in an increase in the number of Micronesians settling in the CNMI, but Lt. Gov. Diego T. Benavente says the situation in the FSM state is not yet a "total threat." Benavente said he expects Federated States of Micronesia President Leo A. Falcam and Chuuk Gov. Ansito Walter to work together and address the state’s problems. A newly released interim report disclosed that Chuuk is "technically insolvent" and has a total debt of $25.7 million. A "complete financial failure" may recur similar to what had happened in 1995-1996, the report said. Senate President Paul A. Manglona, R-Rota, expects Chuuk’s current condition to "hurt" the CNMI economy. "It will surely have an effect on us. But we just do not know to what extent," he said. The situation in Chuuk may result in an increase in the unemployment rate there, he said. Further, Chuuk might restrict public health and public education services to its citizens, who would then migrate to the CNMI or Guam, Manglona said.

The Hawaiian Islands, along with the Galapagos archipelago and other oceanic islands, have had a global importance in the history of evolutionary biology and are continuing to serve as crucial sites for evolutionary studies. The animals and plants of these islands are an important part of Hawaii's, America's, and of the world's natural heritage and comprise an extremely valuable natural resource. They provide for gradual release of runoff water and hold back the soil from washing into the sea. They are also inseparable from the beauty and wonder of Hawaii. Their long-term protection is crucial to Hawaii's tourism industry.
Role as a Biosphere Reserve:
Major Issues:
Invasive alien species overwhelmingly comprise the major problem for nature conservation in Hawaii, and pose substantial threats to agriculture and human health. Because of their evolution in relative isolation ecosystems of the Hawaiian Islands are particularly vulnerable to invasion by alien species from continents. More native species have been eliminated in Hawaii than anywhere else in the United States and most places in the world due to habitat destruction and the introduction of alien species. The Biosphere Reserve concept lends itself well to cooperatively addressing alien species problems.
Accomplishments and Benefits: The Hawaii National Parks have pioneered alien animal control. Hawaii Volcanoes and Haleakala National Parks are goat-free. Pig removal programs are also well-advanced and native vegetation recovering in both these prime natural areas. Park managers have taken an integrated approach to alien plant management within parks involving elimination of incipient populations to nip an aggressive invasion in the bud, elimination of peripheral populations to slow spread, control within Special Ecological Areas (largely intact stands of diverse native vegetation with associated fauna), and biological control. As of 1997, these approaches are being adopted island-wide and state-wide, involving extensive interagency cooperation. A statewide alliance of biodiversity, agriculture, health and business interests is gradually emerging which has the potential to cooperatively address Hawaii's alien pest crisis.

Objectives: To solicit scientific proposals designed to answer public health questions arising from situations commonly encountered at hazardous waste sites. The objective of this research program is to fill gaps in knowledge regarding human health effects of hazardous substances identified during the conduct of ATSDR's health assessments, consultations, toxicological profiles, and health studies, including but not limited to those health conditions prioritized by ATSDR. The ATSDR Priority Health Conditions are (in alphabetical order): (1) Birth defects and reproductive disorders; (2) cancers (selected anatomic sites); (3) immune function disorders; (4) kidney dysfunction; (5) Liver Dysfunction; (6) Lung and Respiratory Diseases; and (7) neurotoxin disorders.

Commonwealth of the Northern Mariana Islands
The CNMI consists of a volcanic and limestone archipelago of 14 islands extending in a generally north-south direction for 338 nautical miles for a land area of 176 square miles. Saipan is the largest island (46 square miles), and is the urban, commercial and government center. The islands of Rota (32 square miles) and Tinian (39 square miles) are largely rural. History and Recent Development In the past, much of the CNMI's notoriety stemmed from its role in World War II, but an expanding tourist market has spurred the construction and garment manufacturing industries and contributed to a large alien labor population, now outnumbering native island residents. From 1980 -1997, the CNMI's population increased 275%, from 16,780 to 63,000. The development boom has resulted in an escalation in land prices, rapid inflation, increases in housing starts and the construction of many hotels, resorts, apartments, golf courses and commercial establishments.

Critical steps for successful implementation of the plan include the identification of fresh water sources, an assessment of volcanic hazards, and a survey of native and invasive species on the island. We proposed to evaluate the sustainability of island resources and assess the hazard from future volcanic eruptions. This work would demonstrate a commitment to Department of the Interior goals and the Commonwealth of the Northern Mariana Islands (CNMI) government in its resettlement efforts and also show a constructive response to the request for assistance.
