Seoul
History
Neolithic sites discovered around Seoul point to human habitation as long ago as 4000 BC. The first official records relating to Korea are Chinese and date from the 1st century BC. At this time, a renegade general fled from China, and played a part in setting up a kingdom called Goguryeo - or 'Morning Freshness' - near the sight of North Korea's capital, Pyongyang. The kingdom, quickly overpowered by the Chinese, allowed Chinese influence to infuse the rest of the peninsula. Until 668 AD - the Three Kingdoms Period - the peninsula was ruled from three centres. During this period, the region of modern Seoul began to figure in Korean history, though it would be a long time before it would be known by its modern name. The Baekje kingdom established its capital city at Wiryesong, now Songnam, on the outskirts of contemporary Seoul. For some time the area was dominated by another kingdom, the Silla, and Seoul lost its regional pre-eminence. By 918 a soldier from the northern Goguryeo kingdom assumed control of the whole region, founding the Goryeo kingdom, from which Korea takes its name. Even when the Mongols invaded in 1231 the Goryeo kingdom maintained its control, though the decline of the Mongols was matched by that of the Goryeo. In 1392 a Korean general, Yi Songgye, sent to campaign against the Ming Chinese, threw his hand in with the enemy, turned back and overthrew the Korean king. Two years later he moved the capital to Hanyang-gun which became known as Seoul, the native Korean word for 'capital'. By 1404 the population had reached 100,000. Confucianism was preferred over Buddhism, and for almost 500 years Buddhist monks were banned from entering Seoul.

From NIRA Hokkaido Forum Summary Chapter 1: Issues for Regional Cooperation in the North Pacific: Changes in and Potentials of the Regional Situation
    1. Northeast Asia: Changes and the Potential for a Cooperative Future
The lack of multilateral cooperation in Northeast Asia can be explained by historical animosities and contemporary differences in political systems, economic systems, national wealth, size of populations and territory, military power, and language and culture. Active multilateralism may not be possible until China democratizes and reunites with Taiwan, and North Korea democratizes and reunites with South Korea. Then, with only three major powers in the region, multilateral cooperation will be easier to achieve. 2. Essential Conditions for the Establishment of a Regional Cooperative Framework: Confidence Building and the Development of Reciprocal Relations among Nations on the Basis of Independent Initiative
The importance of regional cooperation is steadily increasing. The North Pacific region is unique in having lacked cooperative relationships for more than a century. The last several years, however, have witnessed the improvement of bilateral relations within the region, and the ongoing establishment of partial systems of regional cooperation. This section takes up the issue of the principles which will be necessary to enable the future establishment of a framework for cooperation in the region.

North Korea Exploration of the World's Most Mysterious Land Sections: Not a country like you and I know it. Welcome to my home page. During the first three days in October 1997 I had the chance to be in North Korea as a tourist. Natural curiosity took me there. I have traveled extensively and enjoy getting to the bottom of things. Having lived in Japan for over four years I found little to no news forthcoming from this land shrouded in mystery. The first opportunity I got I took and saw the land. As a matter of fact, I had found that Asia had a lot to offer but in the West Oriental culture could not be found and thus offered me few insights into its diverse cultures. Asia is very mysterious, which is a reason I came to live here in the first place. First, Orientals think differently from Westerners. We start our story with a bow What some of these pictures and story show are some views from this land of Koryo, among the first ever made public not officially sanctioned by the North Korean government. External North Korea The story starts with the first ride taken from the airport to the capital, Pyongyang. Poverty permeated the air. Unlike any world capital stifling with advertising of all sorts from the moment you look out the airport windows, Pyongyang's airport is very small with parking space reminiscent of an medium-sized mall, surrounded by trees. Half a dozen cars plus some buses were parked outside.

Australia-DPRK Relations
On 8 May 2000 Australia announced that it would resume diplomatic relations with the Democratic People's Republic of Korea (DPRK), ending 25 years of interrupted relations. Australia's Ambassador in Beijing, Mr David Irvine , is also accredited as Australia's Ambassador to the DPRK on a non-resident basis.  In June 2001, Foreign Minister Downer announced that Australia aimed to open an embassy in Pyongyang in 2002-2003.  The DPRK is in the process of opening an embassy in Canberra which should be fully operational by July 2002. The Australian Government's decision to resume relations was taken in the context of recent efforts by the DPRK to develop productive relations with the international community.  Engaging the DPRK more closely provides enhanced opportunities to put Australia's views directly to the DPRK on key issues, including regional stability and non-proliferation of missiles and weapons of mass destruction.
History
Australia has long recognised two states on the Korean Peninsula - the Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK). Throughout the 1960s and 1970s, while Australia's relationship with the ROK prospered and grew on the basis of trade complementarity and shared regional concerns, contacts with the DPRK remained limited.  Following the election of the Whitlam Labor Government in 1972, working level talks began with the DPRK. Practical working contacts in the area of trade were agreed and a senior DPRK trade delegation visited Australia in July 1973.

ISIS Policy Brief
By Holly Higgins, Research Analyst
March 7, 2001
To Press Release The Bush administration has been noticeably silent on where it intends to go with North Korean policy, and this has caused unwelcome anxiety for key U.S. allies in the region. Although the Bush administration has urged patience, time is growing short. While Bush deserves adequate time to structure his own agenda for North Korea, he should ultimately emphasize to U.S. allies that he will stay the course on North Korea. A major disruption in current policy could cause severe damage to the region and to U.S. national interests. Secretary of State Colin Powell has tasked the State Department to conduct a thorough review of U.S. policy toward North Korea. A balanced review will find that engagement with North Korea has produced significant benefits: a nuclear weapons program has been capped at an early stage, before North Korea could accumulate enough separated plutonium for tens or even hundreds of nuclear weapons; military conflict on the Korean peninsula has been avoided; North Korean missile flight tests have been suspended; the United States and North Korea have drawn closer to a comprehensive missile deal; and prospects for improving North-South relations and for reducing regional tensions have grown. It is quite likely that within a few months North Korean leader Kim Jong-il will make his promised reciprocal visit to Seoul to meet with South Korean President Kim Dae Jung.

North Korea to Buy Tractors, Fur and Diesel Oil From Russia
North Korea intends to buy tractors, fur and diesel oil from the Omsk region. The corresponding agreements were signed at the negotiations between North Korea's delegation and representatives of the local business circles on Wednesday in Omsk. The delegation was mostly interested in ZTM-62L tractors produced by the "Omsktransmash" state unitary enterprise, the regional administration's press service reported.
In August 2001, North Korea's leader Kim Chong Il visited the enterprise during his short stay in Omsk. Then Governor Leonid Polezhayev decided to present one of such tractors to Korean people.
In an interview with a RIA Novosti corespondent, Second Secretary of the North Korean embassy's trade council Ri Jae Ho stated that North Korea was ready to buy a trial lot of 100 tractors after a revision. He also said that North Korea wanted to pay for the tractors in money without using barter transactions.
Moreover, the Korean delegation signed a protocol with the Sibneft - Omsk oil refinery to buy 30,000 tons of diesel oil

The first Regional Consultation on implementing the Joshua Project 2000 Initiative convened in Seoul, Korea, being sponsored by the AD2000 North East Asia Regional leadership and co-hosted by the Korean Center for World Mission along with the Korea AD2000 Movement. The 124 participants from 16 nations representing NE Asian countries and allied ministries from around the world combined forces to enthusiastically launch this project. "We are trusting God to unite our hearts and accelerate our efforts in an unprecedented way at this Consultation", declares the consultation leaders. Their purpose is to reach all the Joshua Project 2000 peoples. To their knowledge, these unreached peoples have little opportunity to hear the gospel in their own language nor do they have a church planting movement in their area. In the one year since the closing ceremonies of the historic GCOWE '95, united efforts by Christian leaders have moved from global vision to national implementation and now, to regional mobilization. This consultation demonstrates that a grass roots movement focusing on the goal of a church for every people and the gospel for every person is gaining momentum, strength and spiritual vitality throughout the North East Asia Region.

Meeting Between Prime Minister Junichiro Koizumi and
Premier Zhu Rongji of the People's Republic of China on the Occasion of the ASEM Summit Meeting
(Summary)

On 22 September Prime Minister Junichiro Koizumi met with Premier Zhu Rongji of the People's Republic of China. The following is a summary of the meeting.
1. Japan-China Relations
(1) Prime Minister Koizumi stated as follows: a) This is the year of the 30th anniversary of the normalization of Japan-China relations and I am pleased to see that vigorous exchange activities are going on between the two countries. In particular, in spring this year 5,000 Chinese nationals visited Japan and made goodwill visits around the country, and 10,000 Japanese nationals are now visiting China and engaging in various activities and exchanges at every level and sector of society. In addition, recently Minister for Foreign Affairs Yoriko Kawaguchi paid a visit to China and engaged in an important exchange of opinions.
b) I would like to see Japan-China cooperation further strengthened not only concerning the bilateral issues, but also concerning regional and global issues, and further enhance bilateral relations based on the policy which I stated at the Boao Forum for Asia in April saying that "the economic development of China will not be a threat." (2) Premier Zhu responded as follows: a) I am very pleased to meet you (Prime Minister Koizumi) again, following the Boao Forum for Asia.

An appeal by the International Federation of Red Cross and Red Crescent Societies for funds to help millions of sick and starving in North Korea has touched the hearts of the people of Malaysia. Over the past ten days, readers of the country's popular Star newspaper have dug deep and donated over 2.6 million ringgit (1.4 million Swiss francs) to the Malaysian Red Crescent Society (MRCS) - cash which will enable the International Federation to purchase food, provide basic medical supplies and help the North Korean Red Cross prepare for future disasters. And with the campaign only just beginning, The Star initiative is quickly becoming the biggest international fund-raising success in the MRCS 49-year history. "The situation in North Korea is very serious," says the Society's Secretary-General Shaharbi Shaari. "This highly professional and welcome effort by
