A BRIEF HISTORY of the NDWF Based on "A Letter to the Lover of the Outdoors", Originally Written in 1945 by Howard L. Stone, Director of the National Wildlife Federation, Five Time President and President Emeritus of the North Dakota Wildlife Federation. Drought hung heavy over the North Dakota prairies, potholes were drying up, waterfowl was rapidly disappearing, upland game birds were at their lowest ebb, there was far too little good cover and food for birds. It was during these trying times of 1935 that the North Dakota Wildlife Federation was born at Carrington. Leaders of a few of the conservation clubs at that time saw the need for constructive action to save our wildlife-and they saw, too, the necessity of cooperative action on a statewide scale. Its plan and its purpose, from the original constitution, was: "This Federation is a voluntary association, organized for the intention of doing all in our power by personal and organized efforts to preserve the wildlife in North Dakota and in North America. This effort and influence to be used toward beneficial legislation, securing proper game officials and using our influence to protect game for the present and future generations, and in that respect we pledge our support to every organization that is in sympathy with our objectives."

Overview
North Dakota lacks a unified statewide telecommunications plan, and the state does not regulate telecommunications services. The state network operates over leased lines and a frame relay system connected to government agencies and courthouses statewide. The Office of Management and Budget's (OMB) Telecommunications Information Services Division provides services and expertise to state government agencies, and operates a Gopher server and a website on which a few agencies have posted home pages. In 1994 the OMB was awarded an NTIA grant to engage citizens in drafting a vision for the ongoing development of the North Dakota information infrastructure. While the final report has been produced and presented through a statewide videoconference, little follow-up has been conducted.

The state's libraries are networked through the Online Dakota Information Network, which allows access to library databases regardless of location. The JOBS Gopher server, administered by the Telecommunications Information Services Division, carries information about job openings.

NEA Report Shows Teacher Salaries Not Keeping Pace With Education Investments
July 20, 2002 - Washington, D.C. - America?s teachers did not reap the rewards of increased investment in public education during the 1990s, according to a report released today by the National Education Association (NEA), the nation?s largest professional employee organization. To read the full report, visit: http://www.nea.org/publiced/edstats/rankings/02rankings.pdf Teachers? salaries increased by 3 percent during the decade spanning 1991-2001 when adjusted for inflation. This increase works out to an average annual rate of 0.3 percent a year, according to NEA?s report Rankings and Estimates 2000-2001. During this same period, school revenue receipts, total expenditures, and per-pupil expenditures increased significantly. ?As more money was invested in public education, teacher salaries remained stagnant - all while the U.S. was in the biggest economic expansion in its history,? NEA President Bob Chase said. ?If we, as a nation, are serious about student achievement, we need to make sure we can attract and retain high-quality teachers. Nothing has a more profound effect on a child?s achievement than the quality of his or her teacher, and it?s hard to convince someone to stay in the classroom when the salary is so low.?

Description In North Dakota, attitudes about child care are changing. By teaching the teachers, the Infant/Toddler Enrichment Program is helping to improve the quality of child care throughout the state. Anyone who takes care of infants and toddlers is a target for the program. A network of child care trainers works to educate caregivers and parents, and encourages the long-term retention of child care workers. "You can’t believe the difference in child care," said one trainer. "The women’s attitudes about the importance of the job, using the knowledge, the atmosphere. . .the interaction is different."
