Everyone wants competent, effective teachers for America’s schoolchildren. The question is how to go about getting them. One of the biggest dodges of the issue, used primarily by the education establishment, is to tout “teacher certification” as a kind of failsafe insurance against incompetence. On the national level, the program that professes to confer unassailable legitimacy upon the capabilities of teachers is the National Board for Professional Teaching Standards (NBPTS). Formed in 1987, NBPTS has standards for teachers that, it claims, “have forged a national consensus on what accomplished teachers know and should be able to do.”

A hundred years ago a person could enter the teaching profession with a relatively small amount of preparation. This is no longer true.
Entering the teaching profession has required increasingly greater training over the years. Teaching today requires better preparation because of the knowledge explosion and because more is now known about how children learn.
Today, virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate as well. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
STATE OF MICHIGAN In the state of Michigan the student who meets these requirements receives the Provisional teaching certificate, either elementary or secondary, which is valid for six years. The elementary certificate qualifies him to teach kindergarten through the fifth grade and his major and /or minor in grades 6-8 (exceptions are available for smaller schools). The secondary certificate qualifies him to teach the seventh through the twelfth grades. During the six year period following graduation, the new teacher should complete three years of actual teaching and a minimum of eighteen semester hours of course work in a planned program of study in college or in graduate school to receive a PROFESSIONAL certificate.

) – The National Commission on Teaching and America's Future (NCTAF) has released The Research and Rhetoric on Teacher Certification: A Response to "Teacher Certification Reconsidered" – a public response to Teacher Certification Reconsidered: Stumbling for Quality , published by the Baltimore, Maryland-based Abell Foundation.
The Abell paper, authored by Kate Walsh, seeks to dismiss every major study done over the past four decades that supports a link between teacher education or certification and teacher quality, as well as the relationship of teacher education to student achievement. Walsh specifically argues for the elimination of certification for teachers in Maryland and against efforts to boost the supply of certified teachers in Baltimore, where large numbers of students are taught by uncredentialed staff. According to Dr. Linda Darling-Hammond, executive director of NCTAF, the evidence suggests that this approach would be sure to negatively impact Maryland’s students — particularly those who are already underserved.

Bush seeks teacher certification limit
Incentives have made the program popular - and costly. Jeb Bush wants no more than 500 this year.

published January 10, 2002 Along with several proposals to increase education funding, Gov. Jeb Bush hopes to save money by limiting one education program that had made Florida a national leader. The governor wants to limit to 500 the number of Florida teachers who can become nationally certified this year. Last year 992 Florida teachers achieved the prestigious National Board Certification. Even with the cap, Bush wants to put $10-million more into the program this year, from $31-million to $41-million. The program appears to be a victim of its own success. It has grown in the past three years, from 22 in 1998 to 2,400 in 2001. The big increase began after the state offered financial rewards in 1998. The cost to the state exploded.

The National Board for Professional Teaching Standards (NBPTS) announced that 1,115 North Carolina primary and secondary school teachers have earned the highest professional credential in the field of teaching – National Board Certification – for the 1999-2000 school year. North Carolina had the highest number of new National Board Certified Teachers (NBCTs) in the U.S. Other leading NBCT states included Florida (699), California (440), Mississippi (389), South Carolina (331), and Ohio (319). Across the country, an unprecedented 4,694 teachers achieved National Board Certification, almost doubling last year’s announcement of 2,970. The latest figures bring the current total of NBCTs to 9,498. North Carolina’s performance represents a nearly 100-percent increase over the 1,262 NBCTs it had coming into the year. "I’m so proud that North Carolina once again has more National Board Certified Teachers than any other state," says North Carolina Governor Jim Hunt, who is the founding chair of NBPTS. "It is also a milestone that North Carolina is the first state to have more than 2,000 National Board Certified Teachers in its classrooms. If our state is going to attain its education goal of being ‘First In America’ by the end of this decade, we must continue to support quality teachers and National Board Certification."

Summary of Forum Proceedings Prepared by Sabrina Laine Introduction On June 23 Summary of Proceedings Teacher Quality: The Title II Vision and its Role in North Carolina Teacher Quality Activities Morning presentations provided seminar participants with an opportunity to hear from the Director of the Title II Teacher Quality Enhancement Program at the U.S. Department of Education, Dr. Ed Crowe and Dr. Kathy Sullivan , Director of Human Resource Management at the North Carolina Department of Public Instruction. The Title II Vision Dr. Crowe’s presentation provided participants with not only a background on the development of the Title II reporting requirements in the 1998 Higher Education Act, but also the opportunity to envision how the Title II requirements can be used to further improve teacher quality reform within Illinois. Crowe suggested that many states across the nation have teacher quality programs/ initiatives that are "program rich and system poor," meaning states have a number of initiatives under way working independently of each other. According to Crowe, few states have developed a strong systemic structure that ensures quality teachers are generated and supported from their preservice teacher training through their careers as certified/ master teachers. It was for some of these reasons, reports Crowe, that the Title II grants program and reporting requirements were instituted.
