    NORTH CAROLINA
    Excellent Schools Act
    (Senate Bill 272,
    Conference Committee Substitute) ABSTRACT Ratified by the North Carolina Senate on June 19, 1997, this omnibus legislation addresses several areas highlighted in the Commission's recommendations, including standards for teacher licensing and teacher education programs, incentives for advanced certification, and strengthening of mentoring and professional development programs.
    Under this new legislation, the state's teacher certification system is restructured into a three-tiered, renewable configuration. A provisional "initial certificate" is to be issued after successful completion of preservice training, with a "continuing certificate" to be earned after three years of teaching experience. This certificate must be renewed every five years. Teachers who demonstrate competency as "master teachers" will earn a "masters/advanced certificate". Such competency can be shown through completion of approved graduate programs or other means, such as attainment of National Board Certification. In addition to licensing standards, tenure requirements are made more stringent. The period of service needed for tenure consideration is lengthened from three to four years.
    The Excellent Schools Act also calls upon the State Board of Education to "evaluate and develop enhanced requirements for continuing certification" and to seek ways to make existing requirements "more rigorous". Similarly, it calls upon the Board of Governors of the University of North Carolina to create more rigorous teacher preparation programs at the Masters level.

      • an initial certificate is to be issued after successful completion of preservice training;
      • a continuing certificate can be earned after three years of teaching experience;
      • renewal of the continuing certificate is required every five years thereafter; and
      • an advanced "Masters/Advanced Certificate" will be available to tenured teachers who complete an approved graduate program or demonstrate competency as "master teachers" (see also "NEW COMPENSATION MODELS" below).
      • Requires training in special education of all students in teacher education programs.
      • Increases the period needed for teachers to achieve "career status" from 3 to 4 years.
      • Directs the State Board of Education to "evaluate and develop enhanced requirements for continuing certification."
      • Directs the State Board, in consultation with local school boards and the governing board of the University of North Carolina, to study ways to make renewal of certificates "more rigorous."

    19. The Story Of State-Mandated Mentoring In North Carolina
    is especially a potential problem in north carolina as the evaluations are used todetermine future employment and eligibility for state teacher certification.
    http://www.teachermentors.com/MCenter Site/StateStories/NCarolina.html
    North Carolina - Return to the "What's Happening in the States?" Page - Updated March 14, 1998 North Carolina The story of providing assistance for beginning teachers in North Carolina seems to begin in when the state legislature mandated the strengthening of professional certification and teacher preparation programs. The State Department of Public Instruction developed the "Quality Assurance Program" as a response addressing, among other things, the need to provide support and assistance to novice teachers during their first two years of teaching. A later state effort was the North Carolina Initial Certification Program (ICP) which was designed to support mentoring for beginning teachers during their first two years working with an Initial certificate. Mentors supported new teacher work to demonstrate mastery of the state's "Teaching Competencies", a step necessary to attain the "Continuing Teaching Certificate". Districts were required to provide a mentor or support team which discusses expectations with the beginning teacher, observes and coaches, helps in the design of a professional development plan, provides resources and modeling, and helps to solve problems. Three state supported training programs are made available to support the work of local mentors. In the state published the "North Carolina Mentor/Support Team Training Program". See NC Division of Teacher Education Services (1987). Raleigh, NC: State Dept. of Public Instruction. This document was helpful in that it created more of a common vocabulary and program of training across the state.
