Government should not impose death sentences

In the month leading up to the official visit of the Pope to Nigeria, from 21 to 23 March, Amnesty International is calling on the Nigerian Government not to impose death sentences in the current treason trials taking place in the country.
The trial by Special Military Tribunal started of the deputy head of state, Lieutenant-General Oladipo Diya and 25 others, including 10 civilians, who have been accused of involvement in a coup plot, began on 14 February 1998. Others may be brought before the trial. They face possible execution or long incommunicado imprisonment. There are widespread fears that the government is again using such trials to silence its critics, this time from within the government itself.
The trial is taking place in military barracks in Jos, Northern Nigeria. Although observers, such as journalists, were told on 18 February that they could apply to the military authorities to observe the trials, they were also told not to report details of the proceedings.

Oil rich Delta has some of the poorest people in Nigeria
By the BBC's James Whittington in Nigeria The way oil wealth is managed in Nigeria is one of the key issues facing those living there. The government and oil companies have profited by hundreds of billions of dollars since oil was first discovered. Yet most Nigerians living in the oil producing regions are living in dire poverty. The oil region in Nigeria seems to be stuck in a time warp, with little real change since oil was discovered 45 years ago. Away from the main towns there is no real development, no roads, no electricity, no running water and no telephones. Most people are struggling to survive on less than $1 a day. People who live in the Niger Delta blame the oil companies for this shocking state of neglect, particularly Shell Petroleum Development Company, which produces most of the country's oil. The heart of Shell's operations is Port Harcourt, a small coastal town which actually smells of oil.

Monday, May 20, 2002 At 09:00 GMT (For Tuesday’s newspapers) (Lagos, May 20, 2002) The Nigerian government should disband government-backed vigilante groups without delay, Human Rights Watch and the Centre for Law Enforcement Education (CLEEN) said in issuing a joint report on vigilantism today. The report by Human Rights Watch, based in New York, and CLEEN, based in Lagos, documents serious human rights abuses by the “Bakassi Boys,” a vigilante group set up in 1998 to combat armed robbery. The 45-page report, “Nigeria: The Bakassi Boys: The Legitimization of Murder and Torture,” describes how the Bakassi Boys, active in the south-eastern Nigerian states of Anambra, Abia, and Imo, have been responsible for scores of extrajudicial executions and hundreds of cases of torture and arbitrary detentions. These abuses have been tolerated, and sometimes actively supported and encouraged, by state government authorities. State governments have provided the Bakassi Boys with offices, uniforms and vehicles, as well as paying their salaries. In Anambra State, a law was passed in August 2000 to recognize the group officially as the Anambra State Vigilante Services. In the few cases where members of the Bakassi Boys implicated in crimes have been arrested by the police, they have almost always been released soon afterwards following the intervention of state government officials.
