During a two- week educational workshop ending June 22, teachers from four different school districts are learning how to involve their students in the wonders of space exploration while preserving and celebrating their rich Native American traditions. Participating schools are: Wallace Elementary, Parker, Arizona Santa Clara Day School, Española, New Mexico San Juan Elementary, San Juan Pueblo, New Mexico San Felipe Pueblo Elementary, San Felipe, New Mexico The workshop, hosted by NASA's Jet Propulsion Laboratory, Pasadena, Calif., at the JPL Educator Resource Center in Pomona, Calif., brings together two different worlds that view the stars differently. The inequities of service and opportunity are graphically illustrated by telecommunications coverage – most homes have television sets, far fewer have telephone connections. There are seventeen regional phone companies operating franchises in the state, many of them lacking the basic ability to provide bandwidth and access for simple phone services, let alone access to the Internet, broadband, or other proposed digital services. The biggest player, U.S.West, covers the prime areas of the Rio Grande corridor, but apparently finds no business incentive for extending into most rural areas. Education is an even better illustration. In a state that contains some of the most advanced research establishments in the nation (including Los Alamos and Intel labs), one-third of the population does not possess a high school diploma. And having failed to get one in school, there are alarmingly few opportunities to make up for it afterwards – GED is available through public television, but there are said to be only twelve qualified GED testers in the entire state, and no money has been forthcoming to provide more.

They will need comprehensive assistance that is driven by the needs of families and children and that can provide tools and information to help them leverage all available resources in order to improve teaching and learning for all children. To that end, the Department is creating regional technical assistance centers to provide comprehensive, high-quality assistance and information. The Depart ment is also changing the way it relates to the field by shifting its focus from monitoring for compliance to providing support to enhance program quality. Regional Service Teams and Integrated Programs Reviews The Office of Elementary and Secondary Education (OESE), which houses the Office of Migrant Education, has a new organizational structure that is built around ten regional service teams. Existing program offices, including the Office of Migrant Education, will retain a small program base, but will provide most services to OESE grantees through teams that have staff with expertise in OESE's programs. This new structure signals a new relationship with states and local operating agencies. Rather than focus on providing program-specific advice, the restructured OESE will use cross-program teams to encourage and support state and local efforts to integra te services and collaborate across programs. In anticipation of this change, OESE began in 1994-95 to conduct integrated reviews of federally funded education programs. Integrated reviews are on-site observations and assessments performed by a team of s taff members from two or more program offices within the Department. The project targets students in three schools including Harbor Way Day School, an alternative K-6 school for students who have been expelled for behavioral problems. These students are at-risk, predominantly minority students whom conventional academic approaches often fail to reach. All students involved in Work of the Mind will transform the nature of their relationship to the popular media from a passive and reactive engagement to one that is active, discerning and positive.
