STATE BOOKMOBILES: FURLOUGHED?
The effects of Washington's budget stalemate continue to filter down, affecting citizens seemingly far away from the halls of Congress. This crisis which has furloughed a majority of federal employees for some eight weeks in the past four months is likely now to have an adverse effect on the New Mexico State Library's rural library services program. This program, composed of four bookmobile offices, located in Cimarron, Tucumcari, Belen, and Fort Bayard, and the Books-by-Mail service that operates from the State Library building in Santa Fe, has depended on federal monies since 1956. The fifteen employees of the program are paid with federal Library Services and Construction Act, Title I funds. Beginning at 8 a.m. on Thursday, February 1, they will be furloughed due to lack of federal funds for continued operation. Unless sufficient funds are received before January 31, the offices will close and remain closed until such time as sufficient federal funds are received to resume operation of the program. This will affect 12,000 rural patrons who use these services. New Mexico institutional libraries that have applied for and been awarded LSCA grants have already been told to expect a delay in receiving Title I funds (see HH The State Library regrets taking this action, but budgetary reality leaves no alternative. Concerned and affected citizens may contact their elected representatives. New Mexico's Senator Pete Domenici is Federal Budget Chairman and a member of the Appropriations Committee. His address is 328 Hart Bldg., Washington, DC 20510-3101, (202) 224-6621; in New Mexico, you may write or phone 625 Silver Avenue SW, Room 120, Albuquerque, NM 87102 (505) 766-3481.

COUNT ON READING
The American Association of School Librarians (AASL) has challenged the nation's young people to read a billion books by April, 1997 (see HH ). New Mexico is taking up the dare to "Raft the Rio Grande With Reading." The Rio Grande stretches about 470 miles from New Mexico's border with Colorado to its southern border where the river leaves the state. If young New Mexicans read one book for every foot of the river, they must read 2,481,600 books by the challenge deadline in April. Whew! That's a bunch of books! The AASL and NMLA (New Mexico Library Association) invites participation from ALL librarians, teachers, and young people. To achieve this goal, "Raft the Rio" needs all the help it can get to float the distance. You can do your part by encouraging reading and keeping a count. You may use the theme "Raft the Rio Grande With Reading" or simply count the books read using other initiatives, such as Land of Enchantment, summer reading, Olympic Reading Challenge, Statewide Reading Fiesta!, Battle of the Books, Newbery/Caldecott clubs, student logs, and so on. This does not require a new program, just a tally of books read, and enough publicity to urge the challenge on. Send your reading tally to Trudy White, E.G. Ross Elementary School, 6700 Palomas Ave. NE, Albuquerque, NM 87109 or e-mail

North Hunterdon Voorhees High School District, Annandale, New Jersey
This high school district plans to move all of the applications used in different departments to a centralized server-based computing system so that students and teachers can work on assignments using the appropriate tools from classrooms, libraries, and home. By integrating the application tools, the district expects to integrate instruction in different subject areas. For example, math software can be accessed in science rooms, and music software is available in English classrooms. Northview High School, Grand Rapids, Michigan

NEW MEXICO PRESENTATION
New Mexico (Ms. Patsy Nelson and Ms. Kathleen Valdez)
Presented at the Technical Advisory Panel Meeting on November 18, 1998 New Mexico estimates that there are approximately 94,500 uninsured kids who already qualify for the Medicaid program and an estimated 5,500 uninsured children in families with incomes between 185-235 percent of the FPL. To target the uninsured populations that qualify for Medicaid or CHIP, New Mexico is conducting numerous outreach activities including, but not limited to:
  • Revising the application process to be more friendly; Eliminating the Medicaid stigma (e.g., making the Medical Assistance/Welfare offices more comfortable and welcoming places and changing the Medicaid card to reflect the name of participating managed care plans); and Distributing various materials, such as frisbees, posters, rulers, crayons, pens, pencils, and water bottles.
