Effective Retirement Date
The Educational Retirement Board is the legal body responsible for administering the Educational Retirement Act. Its seven members include two state officials (the Superintendent of Public Instruction and the State Treasurer), two members appointed by the Governor, one member elected by the members of the New Mexico National Education Association, one member elected by members of the New Mexico Association of University Professors, and one member elected by the New Mexico Association of Educational Retirees. Membership When you become a member of the ERA, an account is established in your name with your Social Security number as the account reference. Upon employment you are required to complete an ERA Form 42. The information requested on the form is required in setting up your retirement account. Contributions are deducted each pay period from your check and credited to your account quarterly. Membership in the ERA is a condition of employment. Employees covered under the ERA are referred to as members. Employers are referred to as local administrative units or employers.

University History
The community of Silver City realized a long-time dream on February 11, 1893, when the Thirtieth Session of the Territorial Legislature of New Mexico passed "An Act to Establish and Provide for the Maintenance and Government of the Normal Schools of New Mexico." Silver City and Las Vegas were chosen to be the locations of these teacher-training institutions. This successfully culminated the efforts of many in Silver City, who had attempted for years to convince the Territorial Legislature to approve an institution of higher learning in Silver City. A Board of Regents, appointed by Governor L. Bradford Prince, was given the task of selecting a site for the school. On June 2, 1893, the Board accepted Regent John W. Fleming's offer of 20 acres situated on a high hill west of the community. This site allowed the institution to be visible to all who came into town. On September 7, 1894, an impressive dedication ceremony was held. Within the cornerstone laid by the officials and townspeople, a copper box containing coins, magazines, and other items of the period was placed. The military band of Fort Bayard provided appropriate music. The first director was George Selby, an educator from Deming, who was given the title of principal. He is remembered as the man who was given the difficult task of developing curricula and providing instruction for the first forty students.

    Rebuilding Schools for Native Americans and Children from Military Families Overview The federal government has a special obligation to certain schools those schools that educate the children of families who serve in the United States military and those that educate Native American children. However, the federal obligation to these schools has often not been met, most notably in the area of school construction. These shortfalls can be addressed by increasing funds for construction in the Impact Aid Program and the Bureau of Indian Affairs. Approximately 700,000 dependents of military personnel are educated in public schools. More than three-quarters of these students are educated in 600 school districts located on or near military facilities. Funded by the Department of Education, these "Military Impacted Schools" are located throughout the country. Schools educating military dependents generally receive federal school construction funding from the Department of Defense's Education Activity program for DODEA schools located on military facilities, and through the Department of Education's "Impact Aid" program for other public schools located on or near such facilities. During the 1999 school year, more than 50,000 children attended 185 Native American schools in 23 states. The majority of these schools managed by the Bureau of Indian Affairs (BIA) are concentrated in Arizona, New Mexico, North Dakota, South Dakota, and Washington State. Enrollment in BIA schools is growing, having increased by 25 percent since 1987. While more children are attending BIA schools, they are doing so in physical environments that are among the worst in the nation.

    Revisiting the Puckett Situation

    New Mexico
    A territory of the United States now (Jan., 1911) awaiting only the completion of its Constitution and the acceptance thereof by the Federal authorities to rank as a state. It lies between 31º20' and 37º N. lat., and between 103º2' and 109º2' W. long.; it is bounded on the north by Colorado , on the east by Oklahoma and Texas, on the south by Texas and the Republic of Mexico, and on the west by Arizona. It is about 370 miles from east to west, 335 from north to south, and has an area of 122,580 sq. miles, with mountain, plateau, and valley on either side of the Rio Grande. The average rainfall is 12 inches, usually between July and September, so that spring and summer are dry, and agriculture and grazing suffer. The climate is uniform, the summers, as a rule, moderate, and, the atmosphere being dry, the heat is not oppressive. In the north-west and north-east the winters are long, but not severe, while in the central and southern portions the winters are usually short and mild. In the United States census of 1900 the population was 141,282, of which 33 per cent was illiterate; in the census of 1910 the population was 327,296. About one-half of the inhabitants are of Spanish descent. GENERAL HISTORY In April, 1536, there arrived at Culiacán, in the Mexican Province of Sinaloa, Alvar Núñez Cabeza de Vaca, Andrés Dorantes, Alonso de Castillo Maldonado, and the negro Estevanico, the only survivors of the ill-fated expedition of Narváez which had left Spain in 1528. Mendoza, the Viceroy of Mexico, was told astonishing tales by Cabeza de Vaca concerning the wealth of the country to the north, and he forthwith commanded
