Benchmarks for the New Millennium Taos, New Mexico June 3-6, 1999 INTRODUCTION WHAT ARE THE BENCHMARKS FOR STUDENT SUCCESS IN THE TWENTY-FIRST CENTURY? Students
Children should enter school ready to learn. They should be mentally, physically and emotionally prepared for learning. Students must progress through the school system on the basis of achievement of certain benchmarks. We can no longer tolerate a state statute which allows social promotions. Holding back students must be accompanied, however, by prevention and intervention programs for students at risk of leaving the system. These expectations must be the same for every student. Emphasis will be on mastery and proficiency of the benchmarks, not social promotion. Students will demonstrate mastery and proficiency, appropriate for their age and grade, in the following basic skills and their practical application: reading spelling, mathematics, science, social studies, technology, verbal and non-verbal communication including writing and listening, and mastery and proficiency in a second language. Students should be well rounded, and therefore their education must include the arts, humanities, physical education, health education, library and research skills, and career readiness.

If it receives a second Probationary rating, the school is designated School Improvement (SI) for a two year period. Probationary schools have resources available which can help improve the quality of education in their classrooms. What is GEAR UP?
GEAR UP is a middle school program that works with whole grades of students in selected schools, to raise academic achievement, to promote exploration of college and career opportunities, and to share financial aid information - all of which ensure students are well prepared for college.
How does GEAR UP prepare middle school students for college?
By providing a variety of support services which can include: 1) academic tutoring so students will be competent in core subjects that allows them to succeed in the classroom; 2) by counseling them about the right classes to take in school each year; 3) by involving their parents and teachers to work collaboratively; and 4) by taking students to visit college campuses. In addition we provide professional development opportunities to further develop the teachers and counselors who spend significant amounts of time with the students.
We work closely with each participating school to build on their strengths and tailor the GEAR UP program to reach their students effectively.
