Specific Requirements for Teacher Certificication INTRODUCTION Local leaders and members are currently faced with many problems and questions concerning certification. This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. This Bulletin describes those regulations which are currently in place. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders. References BACKGROUND AND HISTORY The Impetus for Alternative Certification There are several other reasons why proponents of alternative certification have pushed for the development of these programs. Some advocates suggest that colleges of education are producing mediocre teacher candidates, and that alternative approaches that allow individuals to become certified without graduating from teacher preparation programs offer the opportunity to recruit highly-skilled people from the private sector who have developed real-world experience with subject matter (Haberman, 1991). This pool of potential teachers includes those who have decided to change careers, have left the military, have graduated with degrees in areas other than education, or who have received teaching certificates or education degrees years ago and now want to teach. Early Approaches to Alternative Certification Two of the first alternative certification programs in the country started in Texas (1984) and New Jersey (1985). New Jersey's program required candidates to have earned a bachelor's degree, and included 200 hours of instruction, passage of a competency test, district-based supervision, and approval of the candidate by district personnel (Dill, 1996). The program was highly centralized, with the state taking responsibility for training, monitoring, and supervision. As the number of AC programs began to grow, so did the variety of types of programs. While the New Jersey program was centralized, programs in Texas and California relied more on local school training and instruction by college faculty (Dill, 1996). Early programs typically included some amount of college course work, supervision of the first year of instruction, and mentoring by principals, college professors, or other professionals. Researchers followed these early programs closely, and evaluations of them (described below) showed mixed results.

Northeast Regional Credential Reciprocal Agreements with Other States New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel , a person prepared in one of the contract states who meets the conditions of the contract is eligible for provisional certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations Enhanced Reciprocity Leading to Conditional Provisional Applicants who meet the above requirements, with the exception of the testing requirement, may apply for a conditional provisional certificate. This certificate is valid for two years, during which time the teacher must satisfy the examination requirement for a regular provisional certificate. Today's new teachers are as likely to be 40-year-old former lawyers or scientists with a five-week certification course behind them as they are to be 20-somethings fresh from teacher education programs. And unlike generations of their predecessors, they have their eyes on advancement. The face of teaching is changing, say researchers at the Harvard Graduate School of Education's (GSE) Project on the Next Generation of Teachers, which surveyed first- and second-year teachers in New Jersey. And if schools are going to meet the unprecedented demand for new teachers - 2.2 million in the next decade - they need to change, too. Susan Moore Johnson, Pforzheimer Professor of Education in Learning and Teaching and director of the Project on the Next Generation of Teachers, says the study's findings challenge the common perception of a new teacher as "a 22-year-old, fresh, enthusiastic, can-do type who will tolerate any poor working conditions." Instead, the researchers found that 46 percent of the new teachers in New Jersey had entered teaching from other careers. Their average age was 33, and almost a quarter of the midcareer entrants were over 40.
