    I. Goals " Our schools are functioning under a model appropriate
    for the Industrial Age, not the Information Age. "
    Dr. Beverly L. Hall, State District School Superintendent, Newark Defining a technology model and the related costs of providing computers and advanced telecommunications access to New Jersey K-12 schools and public libraries are critical steps in insuring that New Jersey remains competitive in business and education, the ultimate objective of this plan. To achieve this objective, the Ratepayer Advocate has determined that a coordinated approach must be developed before the year 2000 to provide all New Jersey residents with access to technology-based learning tools. The key to the success of this approach will be long-term funding of a comprehensive and realistically priced model. The cost model and funding approaches described in this report are intended to meet this objective and to:
    • Provide all K-12 public schools with a common base of cost-effective technology, equipment and services to provide access to the Internet, e-mail and distance learning opportunities;
      Provide all K-12 public and non-public schools with discounted tariff service charges for use of advanced telecommunications services. For informational purposes, this report also includes cost data regarding equipment and services for not-for-profit schools;

    About the New Jersey Networking Infrastructure in Education Project
    The New Jersey Networking Infrastructure in Education (NJ-NIE) Project is a national demonstration project to promote effective applications of Internet in K-12 mathematics, science and technology classrooms. Known as Access New Jersey (ANJ), this acceleration of Verizon's Opportunity New Jersey (ONJ) network modernization program includes:
    • The deployment of a statewide Asynchronous Transfer Mode (ATM) high-speed network for voice, video and data. Special ANJ rates for New Jerey K-12 schools and libraries available through 2014. Customer premise equipment for K-12 schools and libraries that subscribe to ANJ so they can connect to the high-speed network.     Faculty-to-Faculty Effective Practices Showcase [March 21, 2003] Rainforest Connection [Feb 10-14, 2003]
    NJEDge.Net is coordinating an exciting international K-12 project, showcasing the Verizon/ANJ Newark Portal and the growing partnerships between higher education and K-12 schools. Support from Verizon made this project possible. Project Director Jacalyn Willis commented, "This is very exciting, and a first for New Jersey educational institutions: to actually develop our own video conference with classes from home, and live from a research site in an exotic location. It gives totally new meaning to the Rainforest Connection as an interactive teaching venue." If this pilot project succeeds, then similar programming from Montclair State University and from field sites will be made available to more schools partnered with PRISM, she said.

    Commission Home Page As midnight approaches the 20th century, it is clear that one of New Jersey's major challenges in the 21st century will be to ensure that all of its schools provide supportive learning environments, all of its teachers are well qualified, and all of its children have an opportunity to master the skills necessary to succeed. Progressive reform measures, such as the academic content standards currently being implemented by Governor Whitman, provide the opportunity for New Jersey's entire education community to work together. It is essential that higher education institutions are actively involved in such school reform efforts and make parallel changes in college admissions, placement, curriculum, and instructional methods to ensure a strong, seamless education system. The New Jersey Commission on Higher Education estimates that over 500 collaborative projects exist between the state's colleges and universities and elementary or secondary schools. Importantly, because educational opportunity is a key to the revitalization of urban areas, about half of those programs focus on urban students. While there is a great deal more to be done to achieve systemic change, New Jersey's higher education institutions make substantial contributions to the education of K-12 students. For example, 13 higher education institutions collaborate with special needs school districts in the state's College Bound Program to support precollege programs for urban/minority youngsters in grades 6-12. The on-campus programs provide support services and academic activities designed to encourage students to complete high school with the necessary preparation to pursue postsecondary studies in science, mathematics, or technology, areas which are gateways to careers of the future.

"The documents we filed today emphasize our commitment to New Jersey," said Dennis Bone, president of Verizon New Jersey. "This plan is a workable blueprint that assures that residents of every age and income level and businesses of every size and type could continue to have full access to one of the most advanced telecommunications networks in the world." Verizon's proposal has been the subject of extensive public hearings since it was filed with the board on Feb. 15, 2001. It includes no rate increases, but recognizes the intense competition for business services. The proposal would allow Verizon to operate under the same rules that apply to others providing telecommunications services to businesses in the state.
