Formed in 1996, Solicitors For The Elderly is now regularly consulted by other bodies such as the Law Society and the Lord Chancellor's Department. They highlight areas of difficulty by bringing them to attention, for instance, collecting information on such matters as misuse of powers of attorney and difficulties experienced by users of the Public Guardianship Office. They are also closely linked with relevant charities such as the Alzheimer's Association and Action on Elder Abuse. Members come together to exchange knowledge and experience gleaned from assisting their clients in dealing with the local authority, health services and other agencies relevant to their area. Two local solicitors, Richard Peel of Dutton Gregory and Caroline Coats of Eric Robinson felt that local solicitors and their clients could benefit from this and came together to form a regional group for the central south coast. The new group, which covers Hampshire, Wiltshire and Dorset, was successfully launched at a meeting held near Ringwood in April 2002, when nearly 50 local solicitors gathered to hear an address on 'Capacity and Consent' by the National Chair of Solicitors for the Elderly, Anne Edis. Anne Edis said: "By helping our clients to question decisions incorrectly imposed by local agencies, Solicitors for the Elderly will effectively ensure that those agencies understand and implement the relevant legislation more themselves."

KASA News November 29, 2001 NEW KASA BOARD MEMBERS KASA is proud to announce that after a lengthy and difficult selection process, we have added four new members to our National Advisory Board. Returning to Boston from a weeklong conference in New Mexico, he'd taken a cab straight home, forgetting that he'd left his car at work to avoid paying for parking. In many ways, Pisha, who squeaked through high school and dropped out of college twice, is the perfect person to oversee research at CAST. Not only does he have a great mind for elaborate, conceptual investigative projects, he also knows what it's like to be an atypical learner. A husky, avuncular man in his mid-fifties, he fidgets like a teenager when he's forced to sit still. His diagnosed attention deficit disorder makes organization and memorization uncommonly difficult. "This car thing is not an isolated incident," he says. "I'm very forgetful. I can't just tell somebody, 'I'll call you next week,' because I won't." Numbers are the worst, he says. When calling a close colleague, for instance, he has to refer repeatedly to the phone book because he can't remember number sequences from moment to moment. He can tell you that he and his wife just celebrated their 30th wedding anniversary, but not, off the top of his head, the year in which they got married.

This policy respects diversity and supports equal opportunities. The statementing budget, which is used to support individual pupils in mainstream schools, has been under pressure year-on-year. The availability of specialist provision is not evenly distributed across the county and this has been exacerbated since Local Government Reorganisation. In January 1999, 3.9% of the school population had a Statement of SEN and by January 2000 this had been reduced to 3.8%. This included 198 pupils moving into Devon, whilst only 73 left the county; for these an 'extra' 9 placements were required in independent special schools and 93 were required in LEA special schools (further details in Annex 2). The number of places purchased in LEA-maintained special schools was reduced by 61 (from 851 to 790). The number of pupils attending non-maintained special schools was reduced in April 2000 (further details in Annex 3).

Some states, such as New Hampshire, simply weight all special education students the same in their formulas. This means that a student with a substantial physical disability has the same weight as a student with a minor reading disability if both students are enrolled in special education programs. Some states have created subcategories of special education students and provided each of those with a specific weight (e.g, South Carolina and Texas). Another approach is to weight a student based on his or her ability to spend time in a “regular classroom” (e.g., Iowa). This system provides the student a higher formula weight for the extra time he or she must spend outside of a regular classroom. A fourth approach is to provide all special education students with a single weight plus an additional weight based on the district’s financial need (e.g., New York). Not only must they not discriminate but they must also make reasonable adjustments to the way they offer their services. Employers must also make reasonable adjustments in the work place to ensure that an employee is able to carry out their work effectively. The County Council believes that information about services available within Hampshire plays a vital part in their drive to break down barriers.
