Search Saturday, January 18, 2003 E-mail This Article Bradley: Long-term funding needed to aid veterans Congressman visits Vets’ Home in Tilton Staff and Wire Reports A Veterans Affairs Department decision to suspend health care enrollment for some higher income vets demonstrates the need for better funding for the department, lawmakers say. The agency suspended enrollment as of Friday for veterans with higher incomes who don’t have military service-related ailments or injuries and use the VA for health care ranging from routine visits to heart disease. The enrollment suspension, scheduled to last through 2003, goes against VA policy set in 1996 when Congress ordered the agency to open health care to nearly all veterans. The change is expected to affect about 164,000 veterans.

    As a demonstration project, the Cooperative provides a model that confederations of school districts can use to capitalize on their own unique resources within the realms of vocational and special education to prepare mildly handicapped high school students for employment and/or postsecondary vocational training. A regional cooperative is established to provide data collection, staff development, and support services to the member districts. It also assists in developing and implementing effective, results-oriented process models. The Cooperative operates on the premise that mildly handicapped learners are better prepared for the working world when vocational and special educators systematically coordinate and consolidate their expertise. The Cooperative has demonstrated success in enhancing the rate and quality of employment and enrollment in postsecondary education for the targeted population.     Associated Press WASHINGTON - The school district in Cedar Rapids, Iowa, had already overspent its special education budget by $1 million when the Supreme Court ruled it had to pay for one-on-one nursing for a student - adding $30,000 a year. The case is really about the federal government creating rules requiring schools to educate children with disabilities, but not sending enough money to ensure they can afford it. Special education is one of the most emotional issues schools face, and one of their fastest-growing costs. States have long fought with local schools and the Education Department over costs. Now Republicans and Democrats in Congress are debating how much the federal government should help. Nearly 6 million children receive special education instruction and services costing $60 billion, about $5 billion of that from the federal government. About $55 billion comes from states and local districts, which follow strict rules stemming from the 1975 federal law covering special education. States get anywhere from 7 percent to 12 percent of their special education money from the federal program. The law allows the federal government to contribute up to 40 percent - or about $11 billion.
