Email: trice AT lacollege.edu January 22, 2002 Board of Regents Approves LC's Teacher Certification Program The Louisiana Board of Regents for higher education released the results of a comprehensive external review of alternative teacher certification programs proposed by Louisiana's 19 public and private colleges and universities. The 19 institutions across the state submitted 33 programs for approval. Of those 33 programs, only ten were approved for both program approval and certification purposes. Louisiana College's TEACH program was one of the ten which received both program approval and met the state's certification structure approval. Louisiana College's Practitioner Teacher Program is an 18-30 hour program designed for those who participate in an intensive summer program, seminars during the fall and spring, and an internship while working full time as a teacher in a school. If candidates successfully complete the program at the end of an 18-month period, they would receive their certification. "The first year of the pilot practitioner teacher program, TEACH, has been very successful. The sixty participants have been observed by four different school-based and external evaluators and have proven to be highly productive teachers. The program is centered around an individual's ability to teach on a day to day basis using the latest teaching techniques and methods in an exemplary fashion," said Dr. Joe Aguillard, Chair of the Division of Education and Coordinator of the Department of Teacher Education.

Students at Louisiana College should apply to the Department of Teacher Education for admission to the Teacher Education Program during the first semester of their sophomore year. Applications will be accepted from transfer students either from other institutions or other curricula at more advanced levels in their college career. To be admitted to the Teacher Education Program a student must meet the following criteria:
  • Have a minimum cumulative grade point average of 2.5. Earned a C or better in all courses required for teacher certification. Passed the PRAXIS Pre-Professional Skill Tests (PPST) in Reading, Writing and Math.
  • Students cannot take upper-level teacher education courses (300-400) until they have been admitted to the Teacher Education Program. Admission to the Student Teaching Program
    Students who plan to receive an education degree from Louisiana College must successfully complete a semester of student teaching under the supervision of an experienced, competent classroom teacher and a member of the faculty of the Department of Teacher Education. The Student Teaching Program at Louisiana College is conducted in the public schools under a special agreement between the college and the Rapides Parish Schools. All student teacher placements are made by the faculty of the Department of Teacher Education in conformity with the requirements of the Louisiana Department of Education, and with the approval of the Rapides Parish Superintendent of Schools.

    Pilot Program to Aid Low-Income Middle Schools
    Seventeen middle schools in seven Louisiana school districts will directly benefit from a $12.5 million grant designed to close the achievement gap among Louisiana students. The schools will serve as a pilot aimed at creating a laboratory to find ways to improve student achievement among low-income students during the crucial pre-high school years. LA GEAR UP will provide comprehensive professional development for grades 7-12 as well as K-6 students. The Board of Regents , in conjunction with the State Board of Elementary and Secondary Education and LaSIP , was chosen by the U.S. Department of Education to take part in the five-year, $12.5 million GEAR UP program.

    Grambling State University
    Office of Communications and Public Affairs GSU educators design teacher certification examination preparation model GRAMBLING - Preparation of quality teachers was the goal of several faculty members in the Teacher Education Department of the College of Education at Grambling State University who designed a model to help teacher education test takers master the Praxis examination. The Praxis exam is the testing component used in the certification of teachers. The Praxis series is a program developed by the Educational Testing Service and includes several types of tests that are used as assessment tools for teacher candidates across the country. Each state has a "cut-off score" for those students entering the teacher preparation program. Teacher candidates must also meet requirements for a given state. Three GSU faculty members, Elaine Foster, assistant professor of education; Dr. Kathryn Newman and Dr. Loretta Walton Jaggers, both professors of education, designed The ACHIEVE Model. The model was the result of a review of related literature regarding test mastery and numerous years of experience that the team had in conducting test preparation workshops at Grambling State University and surrounding areas. The model was basically designed to help test takers enhance content knowledge, expand test taking skills and strengthen their self confidence in an effort to promote test mastery. The model was also designed to help expand and reinforce skills necessary for promoting effective teaching and learning in the classroom.

    Title II / TQ Efforts
    Louisiana had three priorities for its original Title II proposal:
    • To create a comprehensive statewide system linking teacher and student standards; To strengthen the quality of teacher preparation; and To create a new rigorous teacher licensure system linking K-12 and higher education reform.
    A thirty-one member Blue Ribbon Commission provided comprehensive recommendations in the following four areas: Creation of Coordinated Partnerships, Recruitment of Teacher Candidates and Certified Teachers, Preparation of Quality Teachers, and Creation of Essential Conditions and Environment. The Commission made the following recommendations, which are the focus for the Title II reform:

The Psychology and Behavioral Sciences Department offers the Master of Arts degree in Educational Psychology, Counseling and Guidance, and Industrial/Organizational Psychology.     Education Policy Studies In future years, Louisiana will base the accountability reports in part on efforts to address teacher shortages in needed subject areas, teacher retention rates, and the existence of partnerships between universities and local school districts. In addition, the state will survey first-year teachers and their mentors about initial teacher preparedness.
