A student may elect any catalog in force during his or her enrollment in the University, provided that the catalog is not more than 10 years old at the time of the student's graduation. Students interested in degree programs that include Louisiana teacher certification should note that certification requirements are mandated by the Louisiana Board of Elementary and Secondary Education. When the State Board makes changes in certification requirements, the content of associated degree programs changes accordingly. For this reason, students in the College of Education and Human Development are expected to maintain close communications about degree and certification requirements through an Undergraduate Counselor or Faculty Advisor throughout their degree programs.     NICHOLLS STATE PROGRAM CERTIFIES SCHOOL TEACHERS
    THIBODAUX – Nicholls State University has joined forces with school systems across south Louisiana and the Louisiana Board of Regents for higher education to provide more certified teachers in area schools. Dr. Cleveland Hill, dean of the College of Education at Nicholls, said the Practitioner Teacher Program was developed to streamline the teacher certification process for college graduates who want new careers as teachers, such as professionals seeking a career change or people retiring from a professional career who still want to serve the community. The program was also designed to address the shortage of certified teachers in K-12 classrooms, Hill said. In this program, teachers in elementary, middle, secondary and special education will complete their certification in 18 months, rather than the more traditional 3-year route. The program began in June with 33 candidates. By December of 2002, the teachers will be eligible for Louisiana Teacher Certification. The goal of the program is to attract professionals with real-world skills into teaching. They will learn to work with and improve the academic success of all students from all backgrounds and in all learning environments.

    STATE TECHNOLOGY PLAN
    The revised State Technology plan includes a reference for data collection on hardware/software through an annual university report. It was suggested that a committee be formed and meet over the summer to work on this survey. A survey conducted under the state department in 1997 would provide a baseline of where to begin. Lajeane will contact Sheila Talamo to determine if TCTE will be involved in this and if so in what capacity.

    From: Veronika Brown, Coordinator of Media Relations, 342-5444 THE BLUE RIBBON COMMISSION GIVES ULM PROGRAMS TOP MARKS
    A designated team of experts working for the state's Blue Ribbon Commission on Teacher Quality today recommended approval of all 16 proposed alternative teacher certification programs to be offered by the eight institutions in the University of Louisiana System. The programs at the University of Louisiana at Monroe were the only ones that earned approval without stipulations from the external evaluators. Seven other ULS universities' programs were recommended for approval with stipulations. ULM is distinguished as one of three from Louisiana's 19 Universities, which had programs approved without stipulation. Dr. Dale Johnson, Dean of the College of Education and Human Development at ULM said, "I am very proud of our ULM faculty and administrators in the College of Education and Human Development, who worked tirelessly to create alternative certification programs that make sense. The quality of these programs recommended for approval will go a long way toward helping reduce some of the teacher shortage for the northern part of Louisiana." ULM submitted eight programs. Three were master's degree alternatives: one in elementary education, one in special education, and one in secondary education (these were recommended for approval without stipulation). Three were alternative teacher practitioner programs, one in elementary education, one is special education, and one in secondary education (these were also recommended for approved without stipulation).

    For additional information, please view Bulletin 746, Teacher Certification Manual for Non-Public Schools (PDF) A certified teacher, for our purposes, is anyone holding a LOUISIANA Type A, B, or C certificate. As a rule, first-time applications for certification are processed through the Dean of Education at the University level as soon as a teacher has completed coursework for initial certification. IN ALL OTHER SITUATIONS, the certificate applications are processed through the Superintendent's office and require Sr. Carol's signature. For teachers already on a three-year "C" certificate who wish to extend or upgrade the certificate, please use the Application for Higher Certificate. This form must be signed by the Superintendent of Schools as the Employing Authority - not the principal. The Superintendent's Office will forward the application to Baton Rouge so that we may adequately track any delays in processing. Cost for renewal is $25.00, payable to the Louisiana Department of Education. Non-Public Application for Higher Certificate For teachers wishing to obtain a permanent "A" or "B" certificate, the Department of Education has allowed that three years' consecutive teaching experience in a non-public school will suffice to grant the teacher permanent certification, noted with an asterisk (A* or B*). The certification would be permanent for teaching in non-public schools. However, upon entering the public school system, the teacher would be required to complete the state teacher assessment program for permanent certification.
