Operation Safe Haven

School violence and safety is a national concern. Today, more than ever, it is essential that communities, businesses, parents and students work together to develop and implement a disciplined program to create an environment where learning can take place.
In response to school shootings across the country, Attorney General Richard Ieyoub with the assistance of the Louisiana Department of Education, the Louisiana Commission on Law Enforcement, Blue Cross Blue Shield of Louisiana (Caring Program for Children) and Cingular Wireless created "Operation Safe Haven" - a comprehensive safe school plan developed to ensure that our state's schools are educated on crisis prevention, and are prepared and trained to handle crisis situations. The program addresses identification of potential problems, preparation of crisis and disaster plans, and implementation of these plans for all schools and school employees.
The Attorney General's Drug Policy Section has a full-time Safe School Coordinator that trains school personnel and law enforcement on crisis prevention and response. The coordinator can assist communities in a variety of ways.

Believed to be the first in the nation mandating respectful conversation, the law requires students in kindergarten through fifth grade to address teachers and other school employees as "ma'am" or "sir," or to use the appropriate titles, like Mr. or Ms. Each of the state's 66 public school systems is supposed to decide how to punish impolite students — with the law's only restriction on school officials saying that they can't expel or suspending violators. New Orleans schools have a committee looking into policy changes but it has not settled on anything, even with classes starting Thursday, said spokesman Walt Pierce. Neither have schools in Terrebonne Parish or Beauregard Parish.

General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. Telelearning Project
Another initiative funded through the Department of Education's Statewide Distance Learning Network grant has been the Telelearning Project at the Louisiana School for Math, Science and the Arts in Natchitoches. Three years ago the Louisiana Department of Education determined that there was a significant gap in course offerings for college preparation and scholarship qualification, with a total of 140 Louisiana schools unable to offer appropriate curricula. A different, more cost effective technology was necessary - one that could reach into every Louisiana school and allow the constant student-teacher interaction necessary to prepare students for the competitive world of higher education. This state-wide commitment to quality education would prove unique in the United States, providing free courses to all Louisiana schools with telephone access. In 1985 a pilot project was initiated at the Louisiana School for Math, Science and the Arts in Natchitoches to provide college preparation classes to four high schools across the state. Interactive telecommunications software called Optel Telewriter III and Modem Voice Too, which uses a combination of computers, electronic tablets and telephones, were chosen for the project.
