Generally, the ACLU represents individuals who want to challenge a law's constitutionality. In this case, the ACLU Foundation of Louisiana is the plaintiff. Hinds specializes in vocational and technical courses offered within its college division. In addition to the academic transfer program, trade apprenticeship programs, GED preparation and adult literacy programs, Hinds offers several career training choices. These courses of study award students vocational/technical certificates and/or an Associate of Applied Science Degrees upon successful completion. Fourteen additional educational services are provided by HCC. These services include job placement at MSES job Bank, the mobile literacy unit and the educational test center. "As with many church-state issues, the question is subtle. ADL recognizes the central role of religion in American life and believes that role is enhanced by preserving the wall between church and state. The League regards this strong separation, enshrined in the First Amendment, as essential for ensuring the rights and security of minorities a major concern for Jews, who have often been persecuted in countries with official religions so that all faiths can continue to flourish in America's diverse society. In 1999, a number of legislative proposals sought to undermine the principles of the First Amendment. Wrapped in benign language, those proposals seemed attractive to some at first glance. Under careful scrutiny, however, it became clear that they threatened overall religious rights in the United States. ADL has several initiatives underway to counter these assaults on church-state separation.

History The Sunshine Project was initiated in 1997 by Louisiana Supreme Court Justice, Catherine "Kitty" Kimball. While visiting with some elementary school teachers, Justice Kimball was told by one teacher that she tried to say a kind word to every student each day because it might be the only kind word some children would hear. Touched by the thought of these children, Justice Kimball called on two friends for help, Dr. Sally Clausen, President, the University of Louisiana System, and Shirley Porter, a former kindergarten teacher and psychotherapist. After consulting with early childhood education experts, they decided that a book was the best avenue to reach the most children.

Supreme Court Mulls Public Aid For Parochial Schools WASHINGTON, DC (CWNews.com) - The US Supreme Court on Wednesday began hearings in a dispute over whether the government can purchase computers and other instructional materials for religious schools. "What we've been doing is groping in the direction of identifying forms of aid that run the risk of helping ... inculcate religious beliefs," Justice David H. Souter said in trying to discover some overriding principle in the highest court's previous decisions. Other justices called the process of defining where to draw the line of permissible subsidies nearly impossible. The Louisiana case could determine whether federal plans to connect every American classroom to the Internet can include parochial schools and could impact future decisions regarding school-choice policies and tax vouchers for tuition. Most observers said Justice Antonin Scalia appeared the most sympathetic to allowing such public funding; Souter and John Paul Stevens the most skeptical. Sandra Day O'Connor and Anthony M. Kennedy will likely determine the direction of the court. A ruling is expected by next June.

THE INSTITUTE
The topic of this Institute can be suggested by a brief historical anecdote. In 1982 Susie Phipps went to court to have her racial designation changed from "colored" to "white." Phipps, who looked white and thought of herself as white, had been declared "colored" under a 1970 Louisiana statute that made anyone with 1/32 or more "Negro blood" legally black. Although Phipps lost her suit, the 1970 statute was repealed a year later. This case is only one recent indication of just how important racial identity has been in Louisiana for more than two hundred years. Dramas of racial, ethnic, and regional identity have defined Louisiana history and society, and have played an essential role in works by Louisiana writers like George W. Cable, Kate Chopin, Ernest Gaines, Tim Gautreaux, Sybil Kein, and Brenda Osbey as well as in many works about Louisiana by writers such as Charles Chesnutt, Harriet Beecher Stowe, and Alice Jones. The goal of this Institute is to explore the interconnections among race, region, and identity through an examination of the literature, art, history, and music of the region. We will pay particular attention to the Afro-Creole community, both past and present, and its intersections with Anglo, white Creole, Native American, and Cajun populations. VISITING SCHOLARS

Are school vouchers Constitutional?
In a word, no , at least when they are used to pay for sectarian education. Vouchers, since they involve direct government funding of private school tuition, violate the Constitution whenever the private school involved uses this money to pay for religious instruction. Since the passage of the 14th Amendment the Supreme court has gradually made most of the Bill of Rights applicable to the states. The states, in other words, must now obey the guarantees embodied in the Bill of Rights, including the Constitutional prohibition against establishment of religion. This article explains the history of Supreme Court decisions relevant to school vouchers since the passage of the 14th Amendment. Briefly, our position is that, even though the Supreme Court has not gone far enough in enforcing the prohibition of religious establishment (note our criticisms below), there is no question that, on the basis of the law, voucher systems and other schemes for providing direct financial aid to religious schools are unconstitutional. Research and writing by Susan Batte After the Fourteenth Amendment made the Establishment Clause applicable to the states, the Supreme Court became the final arbiter of whether states could support religious schools through either direct or indirect funding. Before the Court could even reach this controversy, however, it first had to decide cases that arose as a result of the public right to educate all children colliding with a parent's private right to educate his child as he deemed appropriate (
