To name a few-a poor economy, a lack of good paying jobs, a lack of Fortune 500 companies, rampant political corruption, few insurance choices and a high number of uninsured, a severe outward migration problem, poor public schools, a high crime rate, unacceptable pollution, a high poverty and illiteracy rate, a high rate of teenage pregnancy, and the horrible condition of our roads, highways and bridges. On the positive side is our climate, our abundant natural resources, our fairs and festivals, our wonderful history and architecture, a relatively low rate of taxation, fishing, hunting, access to waterways such as the Mississippi River, Gulf of Mexico and Lake Pontchartrain, the most unique city in the United States-New Orleans with the incomparable French Quarter, a booming tourist trade, beautiful plantation homes, exquisite bayous, the unique Cajun culture, a low cost of doing business in the state, rich soils, excellent farming and the list goes on. Despite the impressive list of positives, far and away, the most positive attribute of Louisiana is our people. The much maligned people of Louisiana time and time again come through with shining colors when needed by others. Two recent reports again show the people of Louisiana to be caring, generous and concerned about the welfare of others. Louisiana recently was ranked as the 8th most improved state over the last decade in the United Way's State of Caring index. This index analyzes 35 leading social, economic and environmental indicators, including voluntarism, charity and civic engagement. In another recent study, Louisiana residents ranked 5th in the United States in the percentage of earnings given to charity (Catalogue for Philanthropy, November 2002).

These studies confirmed what many people in south Louisiana have known for generationscoastal Louisiana is dying. Not only have levees cut off freshwater and sediment from the wetlands, but salt water is steadily creeping deeper into the marsh each year. This slow death does more than harm wetlands. It also wreaks havoc on cultural and economic assets that our state and nation depend on. Landowners have done what they could. Government agencies have tried to make the most of the limited funds earmarked for coastal restoration. But these small-scale achievements have not made a dent in the problem. Fortunately we can move beyond past limitations and create a new vision for our state. We know that restoring our coast will require a big picture approach. This document describes the big picture approach as well as specific steps we must take to reclaim our coastal land. Because they are large in scope, these solutions will require support from citizens like you if they are to be funded and carried out.
