Public Buildings Service 1800 F Street, NW Washington, DC 20405 Telephone: (202) 219-1088 Cultural Resource Management: Policy and Regulations President Clinton signed into law the National Historic Lighthouse Preservation Act of 2000 (Public Law 106-355; HR 4613 ). The act amends the National Historic Preservation Act for purposes of establishing a national historic lighthouse preservation program. A major component of the Lighthouse Act is the establishment of a new system for transferring historic lighthouses out of Federal ownership. This will make it much easier for non-profit organizations to obtain lighthouses. In the past, transfers to non-profits often had to be facilitated by specific Congressional action. The Lighthouse Act establishes a new program to be administered jointly by the Department of the Interior (DOI) and the General Services Administration (GSA). The program provides for transfer of historic light stations that Federal agencies determine are excess to their needs to other governmental entities, non-profits, educational agencies, or community development organizations for preservation purposes. DOI will review applications, recommend the best steward, monitor site use, and review and approve proposed changes to historic light stations after transfer. GSA will convey the property with protective covenants.

Alabama Lighthouses
Alabama has 3 surviving lighthouses, but only one is active. Support for lighthouse preservation hasn't been very strong in the past, but this is changing rapidly for the better. A state preservation society, the Alabama Lighthouse Association , was formed in 2002. There's work to do; the Sand Island Light is one of the most endangered lighthouses in the nation. What's Hot:

New Jersey Lighthouses
New Jersey has at least 21 surviving lighthouses (counting Navesink as 2), of which at least 14 are active. Included in this list are the Robbins Reef, Great Beds, and Romer Shoal lights, listed by the National Maritime Inventory under New York, and the Ship John and Brandywine Shoal lights, listed by the Inventory in Delaware. I believe all these lighthouses stand in New Jersey waters. There is also a reconstruction of the Tucker Island Light at Tuckerton and a former lighthouse at Sea Isle City. The Ambrose offshore light tower , damaged in a collision with a ship in 1997, has been replaced by a skeletal tower , which is not considered to be a lighthouse. The lightship Barnegat is now at Camden, New Jersey, and the Winter Quarter (now called the Liberty ) is at Jersey City, but the Ambrose is moored in New York New Jersey is home to the nation's oldest lighthouse (Sandy Hook) and several other very historic light stations. Lighthouse preservation is strong in the state. Nearly all the onshore towers have support groups working actively for their restoration and maintenance, and it would be hard to name another area of comparable size with so many historic lighthouses as fully preserved as those of the Jersey shore.     National Archives Reveals Historical First Chiefs

    Who was actually promoted to Chief on May 18th, 1920? General Order No. 43 was the original message that advanced a select few individuals to the rank of Chief Petty Officer. However, these shipmates have remained nameless to most of us. The historical published records (U. S. Coast Guard Record of Movements 1790-1933) of a ship's crew include only the Officers and Chief Warrant Officers. Pay records have been recorded on everything from three by five index cards to ledgers and are stored in several locations throughout the country. The Coast Guard Historian's Office has no records of enlisted members who were promoted while assigned to the numerous vessels, lighthouses, and life-saving stations in service during the 1920's.
    Aside from the various shore stations, the U.S. Coast Guard had 129 vessels and 1 air station on May 18th, 1920. Which ships or units rated a Chief is still being researched. Regardless, only 5 vessels (Cutters Algonquin, Ossippee, Morrill, Earp and Tybee) had log transcripts, muster rolls or payroll records still intact at the National Archives in Washington, D. C. On four of those cutters, eight petty officers were identified as being promoted to Chief. They were:

    The Chesapeake Chapter focuses on implementing the U.S. Lighthouse Society's goals in the Chesapeake Bay area, particularly with regard to the lighthouses and lightships of Virginia and Maryland. Since this is a local chapter of the national organization, Chapter members are expected to be or to become members of the U.S. Lighthouse Society. The Chapter meets in various locations in Virginia, Maryland, and the Mid-Atlantic area about once a month between March and September and in December.
    Meetings
    include visits and cruises to land-based and seaborne lights and other facilities, guest speakers, presentations by members, and time for sharing collections and information on trips. Meetings are designed to be self-supporting, with costs shared by the attendees. Through the cooperation of the U.S. Coast Guard and other organizations, many of our meetings include access to lighthouses normally not available to the general public. Our newsletter, Chesapeake Lights , is published quarterly and includes reports of past and future meetings, articles on area lights, member activities and profiles, and other items of interest to lighthouse enthusiasts. The Chapter maintains a modest archive of materials available for study, loan, and copying. The Chapter has started up a volunteer program in 1997 to assist local organizations in the preservation and maintenance of Bay area lighthouses . The Chapter tries to keep abreast of all light activities in Virginia and Maryland to serve as an information source and contact point for local authorities, other organizations, and the general public.
