"It was so dark you could hardly see your hand in front of your face, and I saw my shadow on the ground from Venus!" The lucky ones among us have probably made these claims, but sights such as this are becoming increasingly rare. Only a generation ago, many could still see the Milky Way from their backyards. Campaigns to control light pollution The inquiry will have the following terms of reference: To examine the effectiveness of measures taken to reduce the impact of light pollution on astronomy and to consider what further steps, if any, are required. The Committee will consider the following specific questions: What has been the impact of light pollution on UK astronomy? Are current planning guidelines strong enough to protect against light pollution? Are planning guidelines being applied and enforced effectively? Is light measurable in such a way as to make legally enforceable regulatory controls feasible? Are further controls on the design of lighting necessary?     PROGRAM

    The goal of the RASC Light Pollution Abatement Program (LPAP) is to reduce the levels of light pollution in urban and rural areas by advising Federal, Provincial and Municipalities governments and departments, business and conserned citizens on Light Pollution Abatement (LPA). It is a constructive and advisory program that encourages meetings at the local level between concerned citizens and governments,business and the media to inform and advise these groups on the problems created by light pollution. We provide practical recommendations to reduce obtrusive lighting. The Program is managed by the NLPA Committee consisting of volunteers from across Canada. The NLPAC supports local initiatives with the distribution of information and presentation materials. These are in the form of printed booklets, information sheets and a slide set to complement a formal presentation on light pollution abatement. On the strategic national and regional level, the Committee recommends to Federal and Provincial governments the use of non-polluting exterior lighting designs and luminaires in projects under their jurisdiction. Further, the Committee advises governments as part of their infrastructure maintenance and renewal to replace older luminaires that produce glare and light trespass with luminaires with the full cut-off optics.

Jennifer Barlow, a high school student in Midlothian, Virginia, began National Dark Sky Week (NDSW). NDSW for 2003 is set to occur from April 1st to April 8th, 10pm to 12 am (Eastern and Mountain Time Zones) and 9pm to 11pm (Central and Pacific Time Zones.) The purpose of the event is to reduce and raise awareness about light pollution. Light pollution from a city is assumed to be related linearly to the population and the inverse 2.5 power of the distance (as in Walker's law). The relation used here is I = 11300000 x population x r^-2.5, where I is in nanoLamberts and r is in meters. This is corrected for earth's curvature at large distances (this necessity was pointed out by Roy Garstang). This is currently done by calculating what fraction of the air molecules and other scatterers over the observer lie within the earth's shadow as seen from the city. The overall scale height for these scatterers (defined as the incremental height required to see a drop off by a factor of 2.718) is currently set to 4000m. This is less than the "clear air" value of 8000m to account for a modest amount of aerosols. A number of ideas and equations used come from publications by Roy Garstang The assumed radius of each city is a function of city population, ranging from 2.5 km to 24 km. Walker's law applies if we are outside the city radius. Inside the city radius, the sky glow increases linearly toward the center by another factor of 2.5. A value for the natural sky glow is added onto the light pollution contribution. The natural sky glow is assumed to be equal to 60 nanoLamberts (V = 21.9 mag / sq sec) at solar minimum. The last step in arriving at a pixel value is scaling the brightness with respect to the logarithm of the sky glow. The brightest city has pixel values of (255,255,255), and the darkest country site has pixel values of (42,52,67). The calibration bar is intended to linearly represent the sky brightness in terms of magnitudes per square arcsec.

Unfortunately, an undisturbed sky is no longer an experience possible for everybody. Amateur Astronomers and Wildlife Associations worldwide regard the increasing light pollution with increasing concern. Electric energy is wasted irrespective of world wide concern on CO2 pollution. Bad street illumination is clearly visible even from space satellites (click for a nightphoto of Europe) , and a new age of sky commercials has started. During the second world war, long range searchlights were applied to detect air-crafts attacking during night time. Today, modern versions of these searchlights are successfully applied by an increasing number of companies for advertising. Companies advertise with long range lasers, able to dominate the sky within a radius of 50 km. In the city of Sonderborg, Denmark, a local high tech company applied a computer controlled long range searchlight beam in short periods, without any public warning. As a result, the local newspaper gave strange eye witness reports: People claimed to have seen a real UFO!

By far the biggest problem facing amateur and professional astronomers is excess light. The reason observatories are built in remote areas is to get away from obtrusive lighting, smog and other bad "seeing" conditions, astronomers are not anti-social. A lot of planning must go into site selection to take advantage of the clear steady air in unpopulated areas. It is useless to build a facility that costs millions of dollars only to have its useful life cut short by the growth of a new city. For amateur astronomers the problem of light pollution becomes a nightmare. Light from shops, sports grounds and yard lighting limit, if not end totally, the usefulness of the "backyard observatory". Apart from the simple pleasure of looking at the night sky, the work of some amateurs supplements the work of professionals. These amateurs should be regarded as unpaid professional observers. The main function of a telescope is to amplify light from distant objects, as these objects are very faint. Stray light has the effect of washing out the contrast and reducing the image quality. If you turn up the brightness on your TV you can simulate the effect. The higher the brightness the more the image deteriorates. For an astronomer, that light YOU leave on in the back yard, or those flood lights in the driveway, can mean the end to any chance of using a telescope on all but the brightest of objects.

The dark-adapted naked eye is capable of seeing down to the 6th magnitude in localities far from city lights. In terms of seeing where to point the telescope, light pollution does not substantially affect Optical SETI as long as some form of CCD camera or optically-filtered image intensifier is used.
As far as the ability to count photon bursts (beacon pulses), light pollution has little effect. For detection of monochromatic continuous wave beacons, the effect of light pollution is very significant, and the background radiation from the sky and the star itself must be substantially reduced using a narrow-band optical filter or monochromator. This substantially increases the search time since a guess has to be made of the so-called "magic" optical frequencies.
