In the State system of the Principality of Liechtenstein with its dual basis, the Diet is the legal body of the totality of the whole nation. The Liechtenstein Parliament is directly elected by the people through a system of proportional representation. The Lower Country electoral district has 10 members in the Parliament while the Upper Country electoral district is represented by 15 members. Up to 1989, the population of the two electoral districts was represented by 15 members ( 6 Lower Country, 9 Upper Country). The Parliament is convened and also closed by the Rulining Prince . He also has the right to dissolve Parliament in exceptional circumstances. According to its position, the principal activity of the Parliament relates to the handling of legislation. It is the necessary body for lawmaking both on the legal and on the constitutional level. For a law to become effective , it must not only obtain the approval of the Parliament but also be sanctioned by the Ruling Prince, countersigned by the Head of Government and published in the national law gazette (Landesgesetzblatt).

Liechtenstein Nod off and you might miss Liechtenstein - it's more akin to a big ski run than a regular European country. You could even be forgiven for thinking that it was part of Switzerland: its currency is Swiss, all travel documents valid for Switzerland are also valid for Liechtenstein, and the only border formalities are on the Austrian side. You can look for differences between Liechtenstein and Switzerland but you're kidding yourself if you think you've found many. Liechtenstein issues its own stamps (which draw some of the more philatelically minded); and unlike Switzerland it joined the United Nations in 1990, and the European Economic Area (EEA) in 1995. It is bound by the Austria province of Vorarlberg to the east and the Swiss cantons of St. Gallen and Graubunden to the west. Around 40% of the country lies in the upper Rhine River Valley occupying the broad flood plain while the reminder of the country is part of the Alps Mountain Ranges, which have extensive forests with meadows at high levels. Grauspitz in the Rhaetian Alps is the country's highest point. Major Cities (pop. est.); Schaan 5,100, Vaduz 5,100 (1995). Land Use; forested 35%, pastures 16%, agricultural-cultivated 24%, other 25% (1993). CLIMATE: Liechtenstein has an alpine climate with mild winters. The climate is greatly influenced by a warm south wind called the Fohn, which comes hastily in spring. Average annual precipitation varies from 150 mm to 1,200 mm (6 to 47 inches) to 1,800 mm (71 inches) in the alpine regions. Average temperature ranges in summer are from 20 to 28 degrees Celsius (68 to 82 degrees Fahrenheit) to a minimum of -15 degrees Celsius (5 degrees Fahrenheit) in winter. PEOPLE: Around 64% of the population are of German stock descending from Alemannic origins with the remainder consisting of foreigners, particularly from Austria and Switzerland.

Orientation Geography Government Langage People The Principality of Liechtenstein is a constitutional hereditary monarchy with a unicameral parliament (Diet). The state power is vested in the prince and the people. The prince's powers are passed on through hereditary succession to the throne and are independent of the will of the people. The people also have political power and must work together with the prince, according to the constitution. Members of the parliament are chosen for 4 years by general elections. The right to vote is universal (women received the right to vote in 1984), secret, and direct. Public referendum is an important right of all citizens. Any law passed by the Diet that is not declared urgent may be put to referendum. The constitution also assures freedom of speech, freedom of the press, and freedom of assembly. Liechtenstein has a prime minister and four councilors, appointed by the prince for a 4-year term. They act as a link between the prince and the Diet. In 1969 the principality celebrated its 250th anniversary.
